계속적인 노력으로 교통사망사고는 줄어들고 있으나, 교통사고는 아직도 매년 증가하여 2008년도 현재 1일 평균 591건의 사고 발생에 16명이 사망하고 929명이 부상이라는 재해가 우리 주변에 늘 상존하는 것이 현재의 상황이다. 교통사고 발생 원인이 일차적으로는 운전자 및 보행자의 법규준수 의식부족에서 비롯되지만, 교통사고 조사에 있어서의 불명확한 처리는 끊임없는 분쟁을 일으킬 뿐만 아니라 국가기관에 대한 국민의 불신을 야기할 수 있다. 따라서, 교통사고의 처리는 전문적인 지식에 기반하여 공정하고 신속, 정확하게 원인과 책임을 규명하여 처리하는 것이 필수적이라 할 수 있다. 본 연구는 이런 취지에서 경북지방경찰청 소속 교통조사관 197멍을 대상으로 교통사고 처리에 대한 전운성 정도를 조사하여 개선방안을 강구함으로써 교통사고조사에 대해 국민들의 신뢰성을 제고하고자 한다. By the continuous effort, traffic fatalities are decreasing, however, traffic accidents are still increasing. As of 2008, among the average of 591 accidents, 16 fatalities and 929 wounds are occurring everyday. The primary reason of accident may be caused by the driver and pedestrian`s lack of rule obedience but unclear investigation of traffic accident not only brings continuous dispute among people but also triggers people` distrust to the national agency. Therefore, investigation of traffic accident should be based on the professional expertism, and be settled by a fair and impartial measurement through the fast and accurate examination of the cause and responsibility. Thus, this study analyzed the level of traffic accident investigator` expertise through the survey of 197 traffic accident investigators, and suggested some alternatives to increase their expertise.
350㎞/h 급의 유지보수용 주행시험기의 개념설계 및 동적모델 제시 연구

Roller rigs have been built widely to study and evaluate the dynamic behaviors of railway vehicles, and they have particularly been applied to the development and routine maintenance of high-speed trains. However, there is no roller rig for routine maintenances of high speed train in Korea, although high speed train is running on the lines. Therefore, it is very important issue to check and evaluate the dynamic responses of high speed train after several years of operation. This paper presents a study on the conceptual design and dynamic model to develop the roller rig for the routine maintenances of high speed trains. The roller rig has two independent electronic motor and maximum speed of 350㎞/h, which can simulate running on straight and curved track. CATIA V5 was used to design the 3D geometrical models and ADAMS was used to verify and analyze the dynamic behaviors of roller rig.
철도차량 추진제어장치 성능시험을 위한 관성부하 시험설비의 구조안전성 및 동특성 평가 연구

This paper describes the evaluation of structural integrity and dynamic characteristic of inertial load test equipments for performance test of railway vehicle propulsion control system. The propulsion control system of railway vehicle has to be confirmed of safety and reliability prior to it's application. Therefore, inertial load test equipments were designed through theoretical equation for performance test of propulsion control system. The structural analysis of inertial load test equipments was conducted using Ansys v11.0 and it's dynamic characteristic was evaluated the designed using Adams. The results showed that the structural integrity of inertial load test equipment was satisfied with a safety factor of 10.2. Also, the structural stability was proved by maximum dynamic displacement of 0.82㎜.
