It is very difficult to define what is the effectiveness of organization, because there are so many different kinds, types and goals of organizations in our society that there exist many different criteria and theoretical approaches about it. In this paper three major approaches, such as Goal-attainment approach, System approach and Competing-value approach were studied and applied the last integrative framework to analyze the effectiveness of ship's organization. Four models of organizational effectiveness were developed in accordance with the structure, focus and means vs ends of organizations which can be applied to analyze organizational effectiveness by matching them with the growth stages(life cycles) of organizations respectively. Modern ship's organizations were evaluated as the Elaboration of structure stage in their life cycle which can be matched with the model of Open systems in forming the Organic structure that has effectiveness criterias as flexibility, readiness and resources acquisition to have effectiveness of organization.

The organization is a social entity which has a structure consciously coordinated to achieve a common goal. Ship organization has also a structure composed with crews and has a goal to make revenue by ship operating. The basic components of organization structure are complexity, formalization and centralization. The complexity of ship organization has been changed from high specialized structure to a integrated simple organization with reduced crew members through job enlargement due to the change of environment factors as crew cost and automation etc. While the structure characteristics of the ship organization was evaluated highly formalized and centralized, because the on board job of ship's crew is comparely standardized and strictly controlled by the ship master, who is the top manager of the ship and has the authority of decision making about all over the ship's work.

Every major container port accomodates two fundamental characteristics. One is locally generated and stimulated by the port's centrality with respect to a regional hinterland. The other is distantly generated by the interactions of widely seperated places and stimulated by the port's intermediacy. Centrality generates what can be called true origin and destination container traffic from and to the local hinterland. Intermediacy generates long-distance in-transit and transhipment traffic. Ports in early days were created as regional or national gateways to serve and promote the economic development of their respective regions and nations. But nowadays with the globalization of the world economy and the development of intermodal transportation, container ports are more frequently assessing their role by the intermediacy concept. Ports can be strategically located as gateways or transhipment points in a transport network, but essentially they are given functional characteristic by the carrier's choices. Containerization is much more depended on intermediacy of port in global perspectives, so port development plans should be oriented to satisfy these various carrier's needs.

By the enforcement of Uruguay Round 1993. our national policy for shipping should be changed from the protectionism of Waiver system to the Liberalism and be opened to international competition of shipping. While the shipping industries of Korea have weak point in capital and financial structure new alternatives for shipping policy should be developed to be competitive in the international shipping. To save the most important strategic cost factor in th management of ship, capital and crew cost, the following political alternatives are suggested. 1) Improve the system of ship building and purchasing. 2) Develop the subsides of shipping taxes. 3) Promote the motivation of Korean seamen.

지식기반 정보화 사회에서의 교육정보화 환경 변화는 매우 중요한 의미를 가 지고 있으며, 이러한 변화를 능동적으로 수용하기위해서는 정부의 교육정보화 의지와 단위학교별 적극적인 개선 노력이 필요하다. 본 연구에서는 정부가 제시한 교육정보화 사업체계의 원리를 기반으로 단위학교에서 추구해야할 이상적인 정보화 수준을 정량적 지표, 시스템 성숙도 지표, 정보시스템 운영 지표로 나누어 객관적으로 측정 할 수 있는 평가지표 표준안을 개발하여 현실적으로 단위학교에 적용한 결과를 제시하고, 향후 국가 교육정보화 사업계획 및 정책 수립에 기초 자료로 활용코자 한다.

Shipping industries have carried out important role in development of national economy, and their element human resources, ship's crew(officers) are educated and trained in different systems which can determine the international competetitiveness. The education system of three universities, Tokyo university of Mercantile Marine, Japan, National Taiwan Ocean University, Taiwan and Dalian Maritime University, China are analyzed and compared by their organization, size and curriculums. Tokyo mercantile marine university has slim organization focused in education and research of merchant marine science and technology, while other two universities of Taiwan and China have large organization oriented comprehensive education containing social science such as shipping business administration.

Objective: The aims of this study were to determine the interexaminer reliability and to assess the clinical usefulness of medial plantar nerve (MPN) and lateral dorsal cutaneous branch of sural sensory nerve (LDSN) conduction studies in diabetic patients. Methods: In 26 diabetic patients and 28 healthy adults participated in this study for comparison of MPN and LDSN conduction studies. We analyzed data through the intraclass correlation coefficient (ICC) for inter-examiner reliability evaluation. Results: In diabetic patients, the ICC was 0.963 for lateral dorsal cutaneous branch of sural sensory amplitude (LDSA), 0.958 for medial plantar sensory amplitude (MPA), 0.938 for lateral dorsal cutaneous branch of sural sensory latency (LDSL), 0.877 for medial plantar sensory latency (MPL). The most frequent abnormal electrodiagnostic parameters were the LDSA, and LDSL followed by MPA, MPL. Evaluation of both of these nerves increased the abnormality rate more than 60%. Conclusion: According to our studies, the MPN and LDSN conduction studies are objective and highly reproducible tests. Bilateral nerve conduction study assessment of the MPN and LDSN nerves together increases the rate of diagnosis of early diabetic distal sensory neuropathy compared to assessment of either of these nerve.

In the foregoing syudies the ship orgaization structure was analysed as has low complexity, high formalization and centralization, and to have effectiveness it was evaluated to adopt the model of Open system which has the character of inovation and restructure as the organization is in the stage of Elaboration of structure in it's life cycle. In this study the optimum form of ship organization was designed to increased the effectiveness in it's structural circumstances, and it was suggested that the ship organization should be developed to have an Organic structure which has the characteristics of flexibility and readiness to enviornment change.
