        HFP 법에 의한 우리나라를 중심으로 한 경쟁국의 항만물류능력 평가에 관한 연구

        In the highly industrialized present market economy system, the reduction of economic costs is not only becoming company issues, but issues of a national level. Reducing costs, improving logistics services and making profit through the improvement of the logistics department is an important issue on an international competitive aspect. Especially in the case of port logistics which takes an enormous portion on the logistics processing side, the importance of port logistics is being emphasized more and more today. As if to reflect this situation, the countries of the Asian areas, including our country, are showing interest and establishing investment plans of port logistics which give cause to fluent processing of import & export goods, and a great economic spreading effect. On this aspect, this study has the objective to offer the motivation for various improvement methods by inspecting the current status of competing countries` port logistics, understanding the actual components that lead the competition, and evaluating the competitiveness by using the known components. The research is largely divided into two parts, which are the process of obtaining the evaluation structure of the port logistics ability, and the process of finding the solution by applying the algorithm of the obtained evaluation structure. The acquisition of the evaluation structure follows the procedures of applying the KJ method to the abstracted detailed evaluation attributes through precedent research, and we were able to examine that the structure of the applied result evaluation is composed of a multiple attributes·multiple hierarchy evaluation structure(MAMHES) based on the representative attributes. Also in the algorithm application department, we completed the evaluation algorithm by applying the hierarchical fuzzy process(HFP) that can evaluate the MAMHES. We were able to obtain the rankings of the competitiveness according to countries and ports on the consequence of applying the completed evaluation algorithm to the actual competing countries based on our country.

        연안지역 이해상충 해소를 위한 평가구조 추출에 관한 연구

        우리 나라에서는 연안지역을 이용할 때 다양한 이해주체들간에 의견이 대립되고 있다. 그러나, 선진국과 같이 이해상충 해결을 위한 중재자의 활발한 활동, 이해갈등해소 프로그램의 운영, 정책의 일관성과 지속성 및 연안관련법의 연관성 등이 잘 정비되어 있지 못하여, 연안지역에서 이해상충이 발생될 시 큰 사회적 파장을 가져오고 있다. 이러한 문제를 개선하고자, 본 연구에서는 연안지역을 이용할 때 상충되는 이해주체간에 합리적인 의사결정을 도출 할 수 있도록 객관적이고 정형화된 평가 기준을 제시하는 것을 연구의 목적으로 하였다. 연구의 방법은 시스템의 평가구조를 유효하게 추출하는 주성인 분석법을 사용하며, 설문은 보존과 환경에 관련된 연구소, 환경단체, 지역주민을 포함하는 전문가 집단, 개발 및 이용에 관련된 정부, 지방자치단체, 지역연구소에 소속되는 전문가 집단 및 관련 분야에 연관되는 대학교수, 연구원 등의 연구분야의 전문가집단으로 구성된 전문가 자문단을 대상으로 실시하였다. 연구의 결과 이해상충 조정을 위한 객관적인 평가구조는 총 5개의 대표속성 및 35개의 복합적인 세부속성으로 구성되어 있음을 확인 할 수 있었다. 연구결과 도출된 평가구조는 중재자의 활동 및 합리적인 의사결정을 기대하기 어려운 우리 나라 현실에서 상충해소를 위해 큰 역할을 할 것으로 기대되며, 관련분야 및 후속연구에도 큰 도움을 줄 수 있을 것으로 사료된다. Currently serious conflicts arose for the use of coastal area in Korea. However, there is no mediation program or mediators` activities for conflict resolution which are shown in the developed countries. Even though, the MOMAF(Ministry of Maritime Affairs and Fisheries) was established in 1997 and the Division of Coastal Zone Management under the Ministry took over the authority to establish ICM program and formulated the CZMA(Coastal Zone Management Act) in 1998 after understanding the seriousness of coastal degradation due to the importance of coastal zone management and the understanding of dispute resolution, it still lacks consistency among legislative power on the continuous policy for wise coastal use and management which results coastal conflicts. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted the PCA(Principal Component Analysis) for the subtraction of the components of evaluation mechanism to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation mechanism and help to resolve coastal conflicts in Korea.

        Quadratic 복수 컨테이너 적재 문제에 관한 연구

        The container packing problem is one of the traditional optimization problems, which is very related to the knapsack problem and the bin packing problem. In this paper, we deal with the quadratic multiple container packing problem (QMCPP) and it is known as a NP-hard problem. Thus, it seems to be natural to use a heuristic approach such as evolutionary algorithms for solving the QMCPP. Until now, only a few researchers have studied on this problem and some evolutionary algorithms have been proposed. This paper introduces a new efficient evolutionary algorithm for the QMCPP. The proposed algorithm is devised by improving the original network random key method, which is employed as an encoding method in evolutionary algorithms. And we also propose local search algorithms and incorporate them with the proposed evolutionary algorithm. Finally we compare the proposed algorithm with the previous algorithms and show the proposed algorithm finds the new best results in most of the benchmark instances.

        환경변화를 고려한 우리나라 물류시스템 분석요소 평가

        본 연구는 AHP(Analytic Hierarchy Process)법을 이용하여 우리나라 물류시스템를 구성하는 분석요소인 ‘내부 구성요소’와 ‘외부 요구항목’을 추출하고, 이들 요소의 가중치 및 우선순위 제시하여 우리나라 물류시스템 효율화에 시급한 개선점 제시를 연구의 목적으로 하였다. 연구의 결과, ‘내부 구성요소’는 도로, 철도, 해운, 항공, 파이프라인의 총 5가지 요소로 구성됨을 확인하였다. AHP법을 이용한 분석결과, 설문에 응답한 전문가들은 도로(0.312)를 가장 중요한 내부 구성요소로 판단하고 있으며, 해운(0.269)을 2순위, 철도(0.239)을 3순위, 항공(0.118)을 4순위, 파이프라인(0.063)을 5순위로 중요하게 고려하고 있었다. 한편, 물류시스템 ‘외부 요구항목’은 기반시설, 운영효율성, 정보시스템, 인적자원, 비즈니스환경, 정치적환경, 연계성 등 총 7가지 요소로 구성됨을 확인하였다. ‘외부 요구항목에 대하여 AHP법을 적용한 결과 설문에 응답한 전문가들은 요구항목 중 기반시설(0.322)을 1순위, 운영효율성(0.206)을 2순위, 정보시스템(0.151)을 3순위, 인적자원(0.121)을 4순위, 비즈니스환경(0.075)을 5순위, 연계성(0.073)을 6순위, 정치적환경(0.052)을 가장 낮은 순위로 판단함을 알 수 있었다. The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of logistics system using the AHP(Analytic Hierarchicy Process) method. As for analysis regarding inner consisted factors, the results were shown as follows: a road transportation (0.312) as first rank; a marine transportation (0.269) as second rank; a railway transportation (0.239) as third rank; an air transportation (0.118) as fourth rank, and a pipeline transportation (0.063) as fifth rank. In terms of analysis regarding outer requested factors, the results were came out as follows: an infrastructure (0.322) as first rank; a performance (0.206) as second rank; an information system (0.151) as third rank; a human resources (0.121) as fourth rank, a business environment (0.075) as fifth rank; a connectivity (0.073) as sixth rank, and a political environment (0.052) as seventh rank.

        퍼지이론을 도입한 동북아 항만물류 거점간 경쟁 및 협력현상의 구조분석에 관한 연구

        최근 동북아시아에서 일어나고 있는 폭발적인 물류증가세는 동 지역 내 항만물류 거점간 경쟁 및 협력현상을 유발하고 있다. 특히, 중국항만의 확장 및 신흥항만의 급성장에 대비하기 위하여 한국 및 일본의 항만은 다양한 전략마련에 부심 하고 있다. 이러한 측면에서 본 연구는 경쟁 및 협력현상을 중심으로 동북아시아 항만을 체계적으로 분류하기 위하여, FCM (Fuzzy C-Mean)법을 사용하여 분석을 수행하였다. 그 결과 대상지역 21개 주요 항만은 총 5개의 독자적인 위상을 갖는 항만군으로 분류됨을 확인하였다. 가장 경쟁에서 우위를 점하는 항만은 A 군집에 속하는 홍콩항만이 차지하였으며 이를 근접한 위치에서 추격하는 항만군은 부산, 상하이, 선전 항만이 속한 B 군집으로 확인되었다. 또한,A와 B군 집에 이어 경쟁력을 갖춘 것으로 판단되는 중간그룹은 칭다오, 닝보, 텐진항이 포함되는 C군집으로 나타났다. 한편, 기장 하위에 위치하는 D군집(요코하마, 다렌, 고베, 나고야)과 E군집(타이충, 인천, 푸저우)은 협력항 전략과 직기항유도 전략이 필요한 군집으로 분석되었다. 한편, 기존 연구결과에 비교를 통하여, 시계열변화에 따른 동북아시아지역 항만의 위상변화를 제시하였다. The aim of this research is to classify the 21 container ports in Northeast Asia regioin using components of competition and co-operation under the well-known methodology" FCM(Fuzzy C-Mean). Through this approach, those 21 ports were classified into five port groups, and also membership degree of each port within the five port groups were suggested. As results, Honk Kong which positioned Group A, was turned out the most competitive independent port. The next competitive group was found out as Group B which consisted of port of Busan, Shanghai and Shenzen. The Group C, which located in the middle level in terms of competitiveness and seemed to have potential to compete to Group A and B, included the three ports i.e., Qingdao, Ningbo and Tianjin. Finally, the lowest competitive port groups in the targeted area were shown as Group D (Yokohama, Dalian, Kobe, Nagoya, Osaka) and Group E (Taichung, Inchon, Fuzhou), which have five and three ports respectively, were needed to search the co-operation strategies.

        전라북도 지역발전을 위한 물류진단시스템구축 및 개선방안 제시에 관한 연구

        The aim of this paper is to establish the evaluation system of improving urban logistics using the QFD(Quality Function Deployment) model which can facilitate to grasp the improving degree of realizing the system conforming to the relationship of all process and the process improvement. At the first stage, the established system through the QFD method will be used to evaluate and diagnosis the level of urban logistics in Cheonbuk District. The second stage is to investigate the important components that can make prompt improvement of urban logistics. Then, the sensitivity analysis is to be performed and the degree of improving urban logistics will be presented according to the rising degree of the relevant components.

        AHP법을 이용한 한중간 물류네트워크 구축에 따른 우선과제 평가에 관한 연구

        It is an urgent problem that Korea logistics enteprises' expansion of advance into China market and the logistics network establishment between Korea and China to back up the former are to be solved. Accordingly, the purpose of this study is to deduce the subjects to establish the logistics network between Korea and China, and to evaluate the priority order. The results of this research are as follows: <br/> First, we conducted face-to-face interviews on the advisery group in China and Korean enterprises which advanced into China, and drew out 6 promoting subjects to build the logistics network between the two.<br/> Second, the AHP model was adopted, which is a multi-criteria?multi-hierarchical decision making method, to draw out the weight and priority order of the deduced 6 promoting items.<br/> Third, the resultant priority order of the promoting subjects is as follows: No.1 - to establish the distribution & logistics support center by region(0.3900); No.2 - to support various taxes in investing the logistics business abroad(0.1980) ; No.3 - to improve the management of CIQ(0.1958); No.4 - to back up the joint-venture of logistics firms(0.1169); No.5 - to enhance trade and foreign policies to deregulate the entry into logistics markets(0.0536); No.6 - to construct the logistics information system of China(Northest Ssia)(0.0458). <br/> This paper resulted in finding out Korea logistics enterprises that have not secured their own inland-transport network in China and the actual difficulties of Korean enterprises with using the inferior network that advanced into China. These problems were developed into the analysis adopting the AHP method, and the significancy of this paper is to present the priority order of promoting problems using a sophisticated technique.

        MDMG-HFP법과 퍼지역평가법을 이용한 상하이 및 북중국과 우리 나라 컨테이너항만의 경쟁력분석에 관한 연구

        The competitive environment of Northeast Asia`s intra-shipping ports is expected to change greatly due to the remarkable economic growth of China in which rapidly appeared as a production base of the world. The inter-port competition to preoccupy the hub port within the area is also expected to be much more severe. In this aspect, the main purpose of this study lies in surveying and analysing the development and status of North China`s ports including Shanghai where direct calling is taking place, considering the spreading effects on Korea`s ports, and drawing up a plan for improving Korea`s port competitiveness. The research scope is to cover the subjective ports of Korea and China`s 7 major ports (Busan, Gwangyang, Sanghai, Qingdao, Tienjin, Dalian and Kaoshuing). The substance of this study contains the extraction of port competitiveness components through the previous existing studies and the pilot test and factor analysis which reflect the opinions of working-level personnel and researchers related to the subjective ports. The evaluation structure of port competitiveness is established by utilizing the results of factor analysis. Then, we extract the relevant port competitiveness using MDMG-HFP (Multi Decision Multi Group-Hierarchical Fuzzy Process) to execute the competitiveness evaluation of the subjective ports on the basis of the established evaluation structure. Finally, we draw the factors that increase the competitiveness of major ports by applying the IRFE(Inverse Relation of Fuzzy Evaluation), and present Korea`s strategic planning and implications through the scenario analysis of the extracted components.

        중소형항만의 화주유인증대를 위한 모형개발에 관한 연구 -군산항을 중심으로-

        Although the small and medium ports are actually competing with various strategies, the definition and structural understanding of small and medium ports are not known very much. Therefore this study has launched from this fact, and has the objective of obtaining the structural model for increasing shippers' attraction of small and medium ports. The process began by abstracting the components that composed the success factors through recent research, and grouping it by FA(Factor Analysis) method. Also, by using the FSM(Fuzzy Structural Modeling) method to understand the structure of the grouped components, and the structural model for increasing shippers' attraction of small and medium ports was able to obtain as the result. When analyzing the obtained structural model, easiness of shipment, connection to hubport and efficiency of hinterland network came out to be the most important component groups.
