십이지장 전치 간문맥 : 증례보고 및 문헌고찰 A case report and review of literatures

Preduodenal portal vein is a rare anatomical varient. We report here a symptomless patient whose preduodenal portal vein was discovered at gastrectomy and reviewed the reported cases (61 cases including this case) In neonate, preduodenal portal vein usually associated with other anomaly, and may cause duodenal obstruction, so it is important to check and correct. In adult, preduodenal portal vein also may be an occasional finding during operations for biliary, gastric, or pancreatic disease, so awareness and recognition of the anomaly are essential for the avoidance of injury during such operations.

Cementation 법에 의한 흑연 분말상의 구리 코팅

We studied the copper cementation and homogeneous coating on the graphite powder by changing the activation temperature and the amount of wetting agent. When we peformed the activation process above 380℃, we were able to achieve the homogeneous copper coating layer on the graphite powder. However, it was impossible to get the homogeneous coating layer on the graphite powder without the activation process. In addition, wetting process on the graphite powder is essential for improving the efficiency of copper cementation. As a result, the optimum condition for copper coating on the graphite by cementation is to add 1㎖ glacial acetic acid and mix with 7g copper sulphate(CuSO4 · 5H2O) and 2g zinc.

미래 안보환경 변화를 고려한 지역예비군 최적화 운영에 관한 연구

1968년 창설된 예비군은 사회적⋅정책적 변화에 순응하면서 법령 및 제도 개선, 조직⋅편성 최적화 등 지속적인 변화를 통해 오늘에 이르고 있다. 그러나 국방개혁 추진에 따른 상비전력의 감축, 작전환경 변화, 작전 수행에 필요한 예비군 자원의 감소는 지역예비군 운영개념에 대한 재정립을 요구하고 있다. 본 연구는 지역예비군의 현상을 진단하고 변화되는 미래 안보환경 변화를 고려하여 지역예비군 최적화 운영방안을 도출하기 위해 지역예비군에 대해 운영체계, 작전지속지원체계, 법과 제도 세 가지 측면에서 분석하고 개선해야 할 소요를 도출하였다. 운영체계에서는 작전환경에 맞는 지역예비군의 임무와 미래를 대비한 조직⋅편성 정비 그리고 교육훈련을 통한 전투력 유지 및 발전에 대해서 제시하였고 작전지속지원체계에서는 장비 및 물자의 현대화, 급식지원체계의 시스템 보완을 제시하였다. 마지막으로 법과 제도에서는 지역예비군을 운영 및 건설하고 재정립된 임무를 고려한 법령 개정방안을 제시하였다. The Republic of Korea Reserve Forces (ROKRF), established in 1968, continue to function through continuous changes such as improving laws and systems and optimizing organizations while complying with social and policy changes. However, the reduction of standing forces, changes in the operating environment, and the reduction of reserve forces required to carry out operations require the re-establishment of the concept of operation of regional reserve forces. In this study, we aimed to diagnose the phenomenon of regional reserve groups and derive an optimized operation plan for regional reserve groups in consideration of changes in the future security environment, operation support system, and law and order system. The operating system presented the mission of establishing local reserve forces suitable for the operating environment, organization, and organization maintenance for the future as well as maintenance and development of combat power through education and training. Finally, in the law and order system section, a plan to revise laws was proposed in consideration of the task of operating and constructing regional reserve forces and re-establishing them.

미래 안보환경 변화에 대비한 비상대비 체계 개선방안 연구

· 연구 주제: 우리나라 안보상황을 고려한 비상대비 체계 개선에 관한 연구이다. · 연구 배경: 1953년 휴전협정 체결 이후 남북한의 군사적 대치는 계속되고 있다. 북한은 무인기, 핵실험 및 미사일 발사 등을 앞세워 위협을 가하고 있다. 북한의 위협에 맞서 비상대비 조직을 만들어 대응해 왔으나 비군사적 위협에 치중한 결과 재난의 하위 조직으로 전락하였다. 현재의 재난안전관리본부는 비상대비업무 수행이 부족하여 북한의 위협에 대응하기 위한 비상대비 체계 개선방안에 관하여 연구를 하였다. · 선행연구와의 차이점: 비상대비업무는 국가 위기상황에 행해지는 업무임을 고려하여 비상대비 조직을 기능과 역할에 걸맞도록 중앙부처에서 지방자치단체까지 증대 및 조정하는 안을 중점적으로 연구하였다. 아울러 비상대비 조직의 인재영입과 전문가 양성을 위한 교육 체계 신설 등을 연구하여 제시하였다. · 연구방법: 연구의 목적을 달성하기 위해 선행연구자료에 대한 문헌 조사방법과 함께 행정안전부에서 발표한 용역보고서와 자료들에 대한 분석을 병행하였다. · 연구결과: 첫째, 국가 차원에서 대응할 수 있는 조직으로 개편되어야 한다. 대통령의 국가안보보좌 기능을 강화할 수 있도록 장관급 기구로 만들어야 한다. 둘째, 전문가 교육과정을 신설하고 자격증 제도를 만드는 등 전문가를 양성해야 한다. 마지막으로, 북한의 위협을 분석하고 이를 기초로 비상대비계획을 작성해야 한다. · 공헌점 및 기대효과: 북한의 안보위협에 대응하고 국가안보보좌 기능을 강화할 수 있는 정부조직을 제시하였다. 이 연구를 통해서 우리가 당면하고 있는 위협에 대한 대응과 관련된 많은 연구가 계속해서 나오길 기대한다.

예비전력분야 연구 및 교육역량 확충 방안에 관한 연구: 예비전력연구소 설립을 중심으로

Since the establishment of the ROK Army’s reserve forces in 1968, the reserve forces have been serving as an axis of national defense. Reserve power has become more important due to changes in the security environment, war paradigm, and changes in the military structure due to population decline. Although the ROK government is pushing for the standardization of reserve forces through defense reform plan, it is still far behind in the power enhancement project or the improvement of combat capabilities of ROK Army’s standing forces. In particular, it is insufficient to train professional research institutes and experts to improve mid- and long-term policies and systems for reserve power. To improve this, two policy recommendations are proposed. First, a research institute specializing in reserve power should be established. The Reserve Power Research Center of the Korea National Defense University should be a case with the parent of the Reserve Power Research Center. It should be located at the Korea National Defense University to support public policy research and education on reserve power. Second, in order to train experts, a master's and doctorate course at the Korea National Defense University should be institionalized, and education hours should be increased in the training process so that executives, who are in the military, can command the unit with a balanced view of standing and reserve power. In order to maintain and increase the national defense capability, efforts are needed to recognize the importance of reserve power and to make reserve power a core power of national defense by training specialized research institutes and experts to support it.
