최근 들어 다국적 기업들에 의한 전통지식과 유전자원에 대한 해적행위가 증가하고 있다. 이에 세계지식 재산권기구의 국제조사기관 회의에서는 전통지식을 보호하기 위해서 전통지식문헌이 Patent Cooperation Treaty 비특허문헌에 포함되어야 한다는 것에 동의하였다. 대한민국에서는 특허청과 농촌진흥청이 전통지식보호를 위한 활동에 선도적인 역할을 수행해 오고 있다. 특허청은 Korean Journal of Traditional Knowledge을 2007년 말부터 한국전통지식포탈을 통해 서비스하고 있으며, 이는 2008년에 PCT 최소문헌으로 선정되었다. 농촌진흥청은 1997년부터 현재까지 전통 농업 지식과 향토음식에 대한 정보를 발굴하여 책자로 발간해 오고 있다. 또한 농촌진흥청이 발굴한 전통지식은 2010년부터 한국전통지식포탈에서 검색 가능하다. 본 논문에서는 전통지식을 보호 및 활용하기 위한 전반적인 활동을 소개한다. In recent years, multinational companies’ pirate cases for traditional knowledge and genetic resources are growing. Meeting of International Authorities(MIA) agreed that traditional knowledge documentation should be included in the non-patent literature part of the Patent Cooperation Treaty(PCT) minimum documentation as a means of protection. In Korea, Korean Intellectual Property Office(KIPO) and Rural Development Administration(RDA) have played a leading role in traditional knowledge-related protection activities. KIPO's Korean Journal of Traditional Knowledge(KJTK) was selected as a PCT minimum documentation in 2008, and has been serviced through Korean Traditional Knowledge Portal(KTKP) since 2007. RDA has published several books which contain traditional agricultural knowledge and Korean local food information compiled from 1997 to now. Traditional knowledge of RDA is searchable in KTKP from 2010. In this paper, we introduce overview of activities for protection and utilization of traditional knowledge.

천연염색(天然染色) 기술과 산업재산권(産業財産權) 분석

한민족은 전통적으로 주거지역에서 쉽게 채취할 수 있는 식물 및 광물을 이용하여 직물을 염색하여 사용하였으며, 복식의 형태와 색을 통해 계급을 나타내기도 했던 것으로 사료된다. 본 논문에서는 농촌진흥청이 발굴하고 국역한 고농서 국역본에 수록되어 있는 전통 천연염색 관련 내용을 소개하고, 천연염색 기술과 관련된 국내 특허출원을 분석하였다. 이를 통해 기록으로 남아있는 염색관련 문화유산이 현대에 이르러 산업화되기 위해서 간과할 수 없는 산업재산권의 형태로 발전되고 있음을 확인하였다. The Korean people had been used to dye textiles with dyestuffs from plants and minerals which were collected easily around residential area. They expressed their social position with a type and color of the dresses. In this paper, We summarized traditional processes of dyeing written in old books that were collected and translated by RDA(Rural Development Administration) and also analyzed Korean patents containing natural dyeing processes. The analysis result confirmed that the processes of traditional natural dyeing on the records of ancient agricultural books have been developed into industrial property right.

참조표준정보는 그 데이터의 신뢰성이 매우 높아 산업, 과학, 기술 분야에서 반복적으로 이용될 수 있는 품질이 인증된 정보이다. 이와 같은 정보가 보다 많이 생산되어 다양한 분야에서 활용되면 될수록 산업 제품의 정밀도 및 재료의 신뢰성이 높아지며 국가의 기술 수준과 국제경쟁력을 향상시킬 수 있는 국가적인 중요한 정보자원이다. 본 논문은 참조표준정보를 구축하기 전에 국내 이용자들이 어떠한 분야에 어떤 종류의 참조표준정보를 필요로 하는지를 조사하여 향후에 개발된 참조표준정보의 개발 방향과 수요도가 높은 참조표준정보를 구체적으로 추천하는데 근거 자료로 사용하고자 한다. Reference Standard Data(RSD), which is a very high data of reliability, an authentic data of quality, can be used repetitively in industry, science and technology field. The more RSD is produced and used in various field, the more the level of detail of industry goods and reliability of material rise. It is also the nationally important information resource that improve the technology level of nation and international competitiveness. Before constructing RSD, this paper is used of the source data that recommend RSD's development direction and higher required RSD after we investigate what kind of RSD domestic users require in some field.

전통(傳統) 막걸리 제조기술(製造技術)의 동향(動向) 분석

한 민족의 식문화(食文化)가 담겨 있는 술은 인류의 역사와 함께 발전되어 왔으며 어느 민족이든 기후와 풍토에 맞는 독특한 양조 방법에 의해 만들어진 전통주(傳統酒)를 가지고 있다. 동북아시아에 자리 잡은 우리 민족은 일찍이 농경문화를 발전시켜왔으며 또한 철기가 보급되면서 본격적인 농경사회가 정착이 되었고 이와 더불어 곡식을 이용한 전통주들이 발달되어 왔다. 본 논문에서는 우리나라 농촌의 식음문화(食飮文化)를 이끌었던 막걸리를 중심으로 전통제법 및 역사, 전통음식으로서만이 아닌 전통지식으로서의 막걸리를 문헌자료와 한국전통지식포탈(KTKP)에 연계된 농촌진흥청(農村振興廳, Rural Development Administration)의 농업기술 데이터를 중심으로 분석하였다. 또한 현대적인 분석방법을 통하여 막걸리에 대한 시장 및 기술에 대한 동향을 파악하고자 하였다. Alcoholic drink to contain culinary tradition of a nation has advanced with human history, each nation has traditional alcohol by brewing unique techniques given natural characteristics. Our nation located in Northeast Asia has developed agrarian culture early and with ironware agrarian society was established. Also, traditional alcohol has developed by using grains. The origin of traditional alcohol with grain is the which is mentioned in 「Jibongnyuseol」 written by Lee, Su-gwang who was a scholar in Choseon dynasty. It is primitive grain wine and traditional technique for brewing grain wine. In the farming season in Korea, Makgeolli became driving force for formation of food and drink culture and strength the solidarity. The purpose of this is to analyze for traditional brewing technique, history and as a traditional knowledge of Makgeolli through literature information and agricultural information of Rural Development Administration on Korean Traditional Knowledge Portal. And also, through modern analysis method, it is to analyze the trend of industry and technique on Makgeolli.

특허정보는 기술정보로서 뿐만 아니라 산업정보로서 가치도 중요하게 인정되고 있다. 그러나 한국특허정보는 표기 형식과 맞춤법이 제대로 지켜지지 않고 있어 그 효용성이 떨어지며 활용하기 위해서 매우 많은 추가적인 노력이 필요하다. 이 논문에서는 일부 국내외의 데이터베이스의 평가 및 오류에 관한 연구 현황을 소개하였으며 한국과학기술정보연구원과 한국특허정보원에서 서비스하고 있는 한국특허정보에서 2008년 1월부터 10월 사이에 출원된 데이터에서 발견된 오류와 표기의 문제를 분석하고 특허정보의 가치를 높이기 위한 개선 방안을 제안한다. Patent information has a great value of industrial information as well as technical information. However, Korean patent information loses the effectiveness by the lack of description rule and requires much additional efforts to use them in variety. In this paper, some examples of the studies on the problems in databases were introduced and patent application(from Jan. 2008 to Oct. 2008) data retrieved from information service system of KISTI(Korea Institute of Science and Technology Information) and KIPI(Korea Institute of Patent Information) was surveyed.
