        강수량예측에서 편이보정방법과 GCM 선택에 대한 불확실성 비교

        Many climate studies have used the general circulation models (GCMs) for climate change, which can be currently available more than sixty GCMs as part of the Assessment Report (AR5). There are several types of uncertainty in climate studies using GCMs. Various studies are currently being conducted to reduce the uncertainty associated with GCMs, and the bias correction method used to reduce the difference between the simulated and the observed rainfall. Therefore, this study mainly considered climate change scenarios from nine GCMs, and then quantile mapping methods were applied to correct biases in climate change scenarios for each station during the historical period (1970-2005). Moreover, the monthly rainfall for the future period (2011-2100) is obtained from the RCP 4.5 scenario. Based on the bias-corrected rainfall, the standard deviation and the inter-quartile range (IQR) from the first to third quartiles were estimated. For 2071-2100, the uncertainty for the selection of GCMs is larger than that for the selection of bias correction methods and vice versa for 2011-2040. Therefore, this study showed that the selection of GCMs and the bias correction methods can affect the result for the future climate projection.

        대북정책에 대한 개인선호 결정요인

        South Korean policies towards North Korea under Roh Moo-hyun and Lee Myung-bak administrations remains under serious consideration regarding the use of economic engagement to foster needed changes in the North Korean economic system. Public opinion surveys have shown that South Koreans are divided into two groups?those who support engagement policies and those who support disengagement policies. However, what individual policy preferences are and what affects the establishment of individuals’ North Korea policy preferences have received little attention in inter-Korean relations studies. This study examines the determinants of individual policy preferences and the continuities and changes of the determinants of South Korean policy towards North Korea under Roh(2007) and Lee(2012) administrations, using the individuallevel survey data conducted by the Institute for Peace and Unification Studies of Seoul National University. This study shows that although the levels of public support for each administration’s policies towards North Korea are not much different, individuals are likely to support the policy based on their ideational position and regional background which become close to those of the incumbent president and ruling party. It also finds that individuals prefer engagement policy to disengagement policy if they have a strong and intense aspiration for the reunification of the two Koreas. These findings illustrate that there may be differences between elite opinion and public opinion even if public discourse on the South Korean government’s policy towards North Korea has been dominated by elite opinion.

      • 난민법 제정의 의미와 향후 과제 ; 난민법 제정과 난민의 권리보호: 법적 보호를 넘어 정착 지원프로그램 개발을 위하여

        이 글은 난민법을 통해 난민의 지위를 부여하는 것을 넘어서 난민의 지위를 부여 받은 사람들이 한국사회의 구성원으로서 정착할 수 있기 위해 정부 혹은 시민사회가 고려할 만한 점들을 미국과 스웨덴의 난민재정착 지원프로그램을 통하여 제시하고 있다. 특히 향후 한국의 정착 지원 개발을 위한 시사점을 (1) 누가 난민정착을 지원할 것인가, (2) 어떤 정착 지원을 할 것인가, (3) 극복해야 할 과제는 무엇인가로 나누어서 다루고 있다. 비록 한국이 동아시아에서 최초로 난민법을 통과시킨 국가이기는 하나, 난민지위를 인정하는 것만으로는 진정 난민의 인권을 보호하고 증진하기에 충분하지 않다. 따라서, 난민들에 대한 효율적인 정착 지원을 위해서는 정부와 시민단체 간의 역할 재정립, 난민들의 (임시) 주거시설 확보와 취업지원프로그램 마련, 난민들의 생활실태 및 요구조사 등이 가장 시급하게 해결되어야 할 과제이다. The purpose of this article is to introduce refugee resettlement programs of the United States of America and Sweden and provide policy suggestions for the development of (re)settlement programs for refugees in South Korea. The suggestions focus on three themes such as who should be in charge of refugee resettlement and assistance; what programs should be provided for the successful (re)settlement; what should be done to make (re)settlement programs more effective. After passing the refugee law, the government and refugee assistance network in Korea need to articulate further legal provisions regarding refugee status determination and (re)settlement assistance. Yet, (re)positioning the roles of the government and NGOs in raising funds, providing services, solving problems in housing refugees, establishing employmentassistance programs, and investigating and understanding the needs of refugees are as much important challenges to be faced as the articulation of legal provisions.

        플라즈마 산화와 암모니아 SCR 복합탈질공정의 엔진적용 연구

        The technique of NH₃ SCR (selective catalytic reduction) assisted by plasma oxidation has been applied to a 2,000 cc diesel engine. The present combined deNOx process consists of two steps. The first step is that about 50% of emitted NO from the engine is oxidized to NO₂ in a plasma oxidation process. The second step is that NO and NO₂ are simultaneously reduced to N₂ in the NH₃ SCR process. The engine test results showed that the deNOx rates of the present combined process are higher than those of conventional SCR process by 20%. Such a high performance of the combined process is noticeable especially, when the exhaust temperature are relatively low, i.e., 170-220℃. To provide a feasibility of the present technique the effects of operating conditions, such as an electrical input energy, an exhaust gas temperature, an initial NO concentration, and the amount of hydrocarbon addition, were discussed.

        Chloroprene Rubber 및 Nitrile-Butadiene Rubber에 의한 Ethylene Propylene Diene Monomer 고무 컴파운드의 내열 및 내유특성 향상

        Chloroprene rubber(CR)의 내열 및 내유 특성과 유사한 물성의 고무 소재로 ethylene propylene diene monomer(EPDM)과 CR 및 nitrile-butadiene rubber(NBR) 고무 블렌드를 개발하고자 하였다. 이러한 블렌드를 기반으로 고무 컴파운드를 제조하여 그 특성을 조사하였다. CR/EPDM 컴파운드는 내열 특성이 향상되었지만 상용성이 우수하지 못하여 내유 특성이 저하되었다. NBR/EPDM 컴파운드는 내열 특성이 향상되었지만 EPDM 조성이 증가함에 따라 내유 특성이 저하되었다. CR 또는 bromo isobutylene isoprene rubber(BIIR)로 상용화된 NBR/EPDM 컴파운드는 CR 및 B I I R 함량 5 phr에서 내열 및 내유 특성이 향상되었다. BIIR보다 CR로 상용화된 NBR/EPDM 컴파운드가 NBR 성분을 더 균일하게 분산시켜 내유 특성 향상에 효과적이었다. Blending ethylene propylene diene monomer (EPDM) with chloroprene rubber (CR) and nitrile-butadiene rubber (NBR) was carried out to develop a rubber having similar thermal and oil resistance to that of CR. Both thermal and oil resistance of rubber compounds were studied based on these rubber blends. The CR/EPDM compounds showed improved thermal resistance, but the oil resistance was not satisfactory due to the poor miscibility between CR and EPDM. The NBR/EPDM compounds showed improved thermal resistance, but the oil resistance was not satisfactory as the EPDM content increased in the blend. The NBR/EPDM compounds, which were compatibilized with CR or bromo isobutylene isoprene rubber (BIIR), showed the improved thermal and oil resistance at the compatibilizer content of 5 phr. NBR/EPDM compound, which was compatibilized with CR and had a finer distribution of NBR, was more effective in improving oil resistance compared to the NBR/EPDM compound compatibilized with BIIR.

        Feasibility of a plasma burner for low NOx combustion is studied. A rotating arc generator is adopted to generate a rotating arc and a methane premixed flame simultaneously. The electrical energy consumed in the rotating arc generator is less than few % of the heat energy released from the methane flame. Test results show that the flammability limit can be significantly extended with the aids of the rotating arc. Detailed analysis on the emissions from the reactor, NOx, CO and hydrocarbons, are conducted, which suggest that technique of combustion assisted by rotating arc could be applied to low NOx combustion.

      • 회전아크와 화염과의 상호 영향에 관한 연구

        A methane-air premixed flame modified by a rotating arc has been investigated. The rotating arc and the flame are generated with a cylindrical reactor, in which tangentially supplied air and fuel rotate the arc. The test results show that the flammability limit is significantly extended by the rotating arc. Here, the power consumed for generating the rotating arc is 35 W that corresponds to few % of the heat energy released from the flame. The characteristics of the emission from the flame, which are NOx, CO, and unburned hydrocarbons, are rather complicated and vary depending on air-fuel ratios. The test data including optical emission spectroscopy confirm that the methane is decomposed not only by typical combustion process but also by methane decomposition process affected by arc.
