국제적 무력충돌 상황에서 교전국의 교전권과 중립국의 무역 활동을 통한 경제적 이익의 이해 균형을 맞추고자 발달한 중립법상 '전시금제품 제도'는 19세기 해상무역의 발달에 따라 제도의 변천과 발전이 이루어지기 시작했다. 특히, 제1, 2차 세계대전을 거치면서 물자 통제의 범위가 확대되어 오늘날까지 지속되고 있으며, 군사용과 민간용으로 모두 사용될 수 있는 '조건부 금제품'의 군사적 사용을 막기 위한 추세로 발전했다. 이 과정에서 전시금제품 제도는 개념적으로 평시까지 확대되어, 국제기구를 중심으로 하는 '국제 수출통제 체제'가 형성되기도 하였다. 오늘날에도 여전히 전시금제품 제도는 유효하다. 하지만, 우리나라에는 한반도 유사시를 대비한 전시금제품 제도 관련 법령이나 지침은 부재한 실정으로 보인다. 전시금제품 목록 작성과 대외적 공표가 국제적 실행임을 고려하면, 우리나라도 이를 대비할 필요가 있다. 이에 본 논문에서는 중립법상 전시금제품 제도의 역사적 연원과 발전을 확인하고, 전시금제품 통제에 대한 국가실행을 시대 흐름에 따라 살펴 보고자 한다. 이를 통해 전시금제품 제도의 변천과 국가실행 변화가 한반도에 주는 함의를 도출하고자 한다. In international armed conflict, 'the contraband of war' under 'the law of neutrality' was developed to balance the interests of belligerents' belligerent rights and neutrals' economic interests and it began to change and evolve with the development of trade in the 19th century. The scope of material control expanded during the First and Second World Wars and continues to this day. In particular, a trend toward preventing the military use of 'conditional contraband' that could be used for both military and civilian purposes. In the process, the law regulating contraband of war expanded conceptually to become an 'international export control system' led by international organizations. Today, the contraband of war is still in effect, but there are no laws or guidelines related to the contraband of war in Korea in case of an emergency for the Korean Peninsula. Considering that it is an international practice to create and publicize a list of the contraband of war, it is necessary for Korea to prepare for it. Therefore, this paper examines the historical origins and development of the law regulating of war under the law of neutrality and examines the state practice of the contraband of war control over time. In doing so, this paper will examine the implications of the law regulating contraband of war for the Korean Peninsula through changing in the law regulating contraband of war and state practice.

기술현황분석 - 원전 격납건물 Containment Liner Plate 공법

원자력발전소의 구조건전성 및 안전성을 확보하는데 있어서 격납건물의 중요한 목적은 방사성물질의 유출을 방지하는 최후의 보루 역할을 한다는 것이다. 또한 원전의 격납건물 선설에 있어서 고려해야 될 가장 중요한 인자는 안전성과 경제성이다. 이러한 목표를 달성하기 위해, 최근 국내에서 첨단 CLP(Containment Liner Plate) 공법이 개발되어 신월성 원전 2호기에 적용되었다. 이 공법은 기존의 CLP 2단 모듈화 공법에서 한 단계 발전한 CLP 3단 모듈화 공법으로 건설기간 단축, 비용 절감 및 구조건전성을 확보하는 계기가 되었다. 그리고 이러한 공법을 바탕으로 국내건설 뿐만 아니라 원전 수출에 커다란 기여를 하게 되었다. 이 글에서는 국내 원자력발전소 CLP 설치에 있어서, 기존의 방법과 새로운 공법에 대한 비교/분석, 공정, 장/단점 등을 연구, 조사해 보았다.

국내 문헌정보학 분야의 연구협업 패턴에 관한 연구: - 협업지수의 적용 -

본 연구는 국내 문헌정보학 분야의 연구협업의 특성을 기관 단위로 협업지수들을 활용하여 비교 분석 하였다. 학문 분야로서 문헌정보학 분야에서의 협업에 대한 연구는 국가 단위로 비교하는 연구는 몇몇 이루어졌으나, 단위 국가 내에서 일어나는 기관 단위 협업에 대한 연구는 많지 않다. 본 분석을 위해 KCI(Korea Citation Index) 웹사이트에서 주제별 분류를 통해 문헌정보학 분야에 해당하고 KCI에 등재된 8개의 저널들을 데이터로 선택하였다. CC(Collaborative Coefficient), CAI(Co-Authorship Index), Local Collaborative Index(LCI), Domestic Collaborative Index(DCI)의 협업지수를 통하여 문헌정보학 분야 기관 간 협업 패턴에 대해서 비교 분석하였다. 중앙대학교, 연세대학교, 이화여자대학교의 경우 대학교라는 기관 특성 상 공동 연구가 주로 교수와 대학원생 간의 협업, 교수들 간의 협업 형태로 많이 이루어지는 점이 반영되었다. 멀티, 메가 단위의 공동 저자 유형에서 매우 높은 지수를 나타낸 KISTI의 경우 연구소라는 기관의 특성이 반영된 것으로, 팀 단위로 프로젝트 성격의 공동 연구가 이루어지는 것이 보편적인 연구소의 특성이 영향요인으로 작용한 것으로 볼 수 있다. The purpose of this study is to compare the characteristics of research collaborations in the field of LIS. While there are several studies under the unit of analysis of country, there are only a few studies under the unit of analysis of institution in LIS field. For this analysis, we selected eight journals in the KCI (Korea Citation Index) web site, which correspond to the field of LIS through subject classification. The collaborative indices, Collaborative Coefficient, Co-Authorship Index, Local Collaborative Index (LCI), Domestic Collaborative Index (DCI) allowed us to comparatively analyze institutional collaboration patterns in LIS field. In the case of Chung-Ang University, Yonsei University, and Ewha Womans University, collaborative research among professors, graduate students, and professors reflected the fact that collaborations among universities are often performed with professors. In the case of KISTI, which showed a very high index value, the characteristics of project-based research are reflected in the research collaboration pattern.

〈돌아오지 않는 해병〉스토리텔링의 이중적 구조에 대한 연구

This study focuses on the dualism of storytelling in Lee Man-Hee’s feature film 〈The Marines Who Never Returned〉(1963). At first glance, this film looks a faithful realization of genre conventions, but on a closer view it is far more individual and unique for a typical Korean war film which aimed to preach a stereotypic anti-communist propaganda under the military regime of those days. The story in this film chronologically follows the actual incidents and situations happened during the Korean War, but the plot proceeds in a different manner and precisely fits the conventional “three act structure” paradigm for ideal narrative feature films. While the story shows the military gains and intrepidness, the plot reveals the individual squad member’s sacrifice and helplessness. If the elaborate plot deftly plays with genre conventions, the combination of iconic characters and unusual characters reflects the auteur’s innovation. It also helps to create an unconventional atmosphere. The duality is also found in and between the characters. The pairs of characters, which at first cause conflict, complement each other at the end. The double-sidedness within individual characters represents the self in two parts: the persona and the shadow. It is not the exciting spectacle of war but the human inner existential anguish that virtually dramatizes through such a dynamic form. And if not, it presents a kaleidoscope of manifold human types which is imaginable only in an extraordinary situation like a war.
