합병기업의 기업문화 구성요소가 조직유효성에 미치는 영향

합병기업에 있어 기업문화의 통합은 M&A의 성공 여부를 좌우하는 중요한 변수로 간주되고 있다. 본 연구는 합병기업의 기업문화 통합과 조직유효성과의 관계에 대한 선행연구를 근거로 개념적 연구모형을 수립하고, 이의 타당성을 검증하기 위하여 Pascale & Athos 및 Peters & Waterman이 제시한 7개의 기업문화 구성요소와 조직유효성의 관련성에 관한 연구가설을 설정하였다. 가설검증을 위하여 다중회귀분석을 이용한 결과 다음과 같은 사실을 발견하였다. 첫째, 합병기업의 기업문화 구성요소가 조직유효성 중 직무몰입에 미치는 영향은 기업문화의 모든 구성요소가 유의한 영향을 미치는 것으로 나타났다. 둘째, 합병기업의 기업문화 구성요소가 조직유효성 중 직무만족에 미치는 영향은 기업문화 구성요소 중 공유가치를 제외한 모든 요인이 유의한 영향을 미치는 것으로 나타났다. 셋째, 합병기업의 기업문화 구성요소가 조직유효성 중 조직융합에 미치는 영향은 기업문화 구성요소 중 사업능력 및 기술력을 제외한 모든 요인이 유의한 영향을 미치는 것으로 나타났다. 본 연구는 기업문화 구성요소 변수를 확인하고 그것이 조직유효성에 미치는 영향을 실증적으로 검증한 탐색적 연구라는데 그 의의가 있다고 할 수 있다. Integrating corporate culture in a merger enterprise is considered as one of the most important variables to decide M&A success. This study established a conceptional model according to the preceding study on integrating corporate culture and organizational effectiveness, and formulated a hypothesis on the interrelation between a seven factors of corporate culture proposed by Pascale & Athos and Peters & Waterman and organizational effectiveness. The result of applying multi-regression analysis to test the hypothesis is as follows; firstly, all of a merger enterprise's cultural factors have meaningful influence on job involvement among organizational effectiveness; secondly, all of them have sincere influence on job satisfaction among organizational effectiveness except shared value; and thirdly, all of them except skill have significant influence on organizational harmony among organizational effectiveness. This is a significant empirical and exploratory study to ascertain the variables of corporate culture factors, and to verify their effects on organizational effectiveness.

공공서비스 조직의 서비스역량이 서비스품질에 미치는 영향관계 연구 : 주거복지서비스를 중심으로

공공서비스는 국민들이 더 바람직한 생활을 하도록 하기 위하여 공공적 목적으로 제공되는 재화나 인적 서비스로 정의할 수 있다. 본 연구에서는 공공서비스를 제공하는 조직의 서비스역량의 구성요인을 고객지향 문화역량, 지식공유역량, 접점직원역량으로 정의하고 있다. 공공서비스 조직의 서비스역량이 서비스품질에 긍정적인 영향을 미칠 것으로 가정하고 공공 주거복지서비스를 제공하는 조직과 고객들을 대상으로 실증분석한 결과 고객지향 문화역량과 지식공유역량은 긍정적인 영향을 미치나 접점직원의 역량은 유의한 영향을 미치지 않는 것으로 나타났다. 한편, 공공서비스 조직의 서비스역량은 시너지 효과를 발휘하여 서비스품질에 긍정적인 영향을 미치는 것으로 나타나 서비스에 대한 조직역량이 중요함을 보여주고 있다. As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.

본 연구는 2012년 '도시 및 주거환경정비법' 개정을 통해 시행된 가로주택정비사업의 주요내용을 파악하고, 이에 대한 주민의견을 조사 분석하여 사업 활성화 방안을 제시하는 것을 목적으로 한다. 가로주택정비사업은 기존 가로체계를 유지하며 주거환경을 개선하는 소규모 정비방식으로서 외부자본에 의해 대규모 전면철거방식으로 진행되는 현행 정비사업이 지닌 문제점을 개선하기 위해 도입되었다. 그러나 이 사업에 대한 주민의견은 현 거주주택에 대한 만족, 사업 부담금 마련 어려움, 사업추진 불확실성 등의 이유로 사업반대가 과반수에 달해 우호적이지 못하다. 사업찬성자의 경우도부담 가능한 사업비가 소액인 경우가 대부분이어서 향후 사업의 추진이 낙관적이지 못하다. 하지만 사업비 조달 방식에선 자기지분의 축소, 국민주택기금의 융자 등을 통한 사업비 부담 등 매우 현실적이며 건설적인 자금조달 방안을 수용하고 있으며, 사업비 부담 정도에 대한 전략적 태도 또한 사업추진에 긍정적인 요소로 작용할 것이다. 이에 본 연구는 적정 사업지의 선택, 계층별 사업 유인, 사업부담금 경감, 연계사업 반대자의 우려 해소 등을 가로주택정비사업의 활성화 방안으로 제시하였다. This study aims to introduce "Street-Housing" Redevelopment Projects adopted by the revision of regulations in 2012 and promote them by surveying residents' needs. The objectives of the street-housing redevelopment projects are to maintain existing street systems and redevelop housing by small units, as an alternative to the large-scale housing redevelopment by the expropriation. Residents, however, do not seem to support the new projects since they are satisfied with their current housing, have difficulty in raising funds, and are uncertain about proceeding with the pre-arranged. Despite these barriers, residents may support the projects if project charges can be lowered by the reduction in each resident's share and the increase in supporting funds. This study proposes new practical methods for realizing the projects: choice of an appropriate site, engaging for resident's participation in projects, reduction in project charges, and removal of barriers to co-operative development. etc.

주거환경개선사업 구역의 소단위 주택정비 활성화를 위한 주민의견조사 연구

본 연구는 주거환경개선사업 구역내 소단위 주택정비 활성화를 위해 주민들의 인식 및 요구사항 등을 분석하여 공공의 역할을 제시하는 것을 목적으로 한다. 주거환경개선사업은 도시 저소득 주민이 집단으로 거주하는 노후ㆍ불량 지역의 주거환경을 개선하기 위해 공공에서 추진하는 정비사업으로 국고를 지원받아 추진되고 있다. 그러나 구역특성상 저소득ㆍ고령가구의 비중이 높아 주민자력에 의한 주택개량이 진행되지 않아 기반시설은 정비되었으나, 주거환경 개선효과는 미흡한 실정이다. 따라서 주거환경개선사업의 성과제고를 위해서는 합필이나 공동개발하는 가로주택 정비사업(2012년 8월 시행), 건축협정에 의한 주택정비(2014년 10월 시행) 등 소단위 주택정비 활성화가 요구된다. 이에 대한 주민의견조사 결과, 전반적으로 사업 참여에 우호적이지만 사업비 부담가능 정도가 매우 낮아 이에 대한 공공의 지원을 희망하고 있으며, 공공의 매입임대주택과 연계한 사업에 대해서도 긍정적으로 인식하고 있다. 앞으로 주거환경개선사업 구역내 소단위 주택정비 활성화를 위해서는 공공에서 주민들의 사업비 부담을 낮추기 위한 다각적 지원방안을 마련하고 매입임대주택을 활용한 민관협력 사업추진 등의 선도적 역할이 요구된다. This study analyzes the survey of residents’ opinions on small-scale housing rearrangements in the areas of Residential Environment Improvement Projects. Residential Environment Improvement Projects are intended to improve the conditions of deteriorated residential areas of relatively low-rise, high-density housing types. In spite of public supports and of government subsidies, this project is criticized as not so effective in improving the residential environment, as the total redevelopment project was before. As an alternative, the small-scale housing rearrangement is demanded in the areas of the Residential Environment Improvement Projects, based on “Block-unit Housing Rearrangement Projects,” adopted by the Regulations in 2012 and by the Building Agreement in 2014. Analyzing the Resident Survey, this study confirms that residents may support the project, if the financial shares of residents could be reduced and the subsidies by the public sector could increased. In order to revitalize the small-scale housing rearrangements, various supporting tools for lowering the residents’ shares need to be provided, and innovative roles in public-private collaborations for the projects need to be developed.
