정부출연연구기관의 연구 효율성 및 생산성 향상 방안 연구 : DEA/Malmquist 분석과 Quadrant 분석을 이용하여

본 연구는 정부출연연구기관의 연구 효율성 및 생산성을 향상 방안을 제시한 연구이다. 방안 제시를 위해 자료포락분석(DEA)과 맘퀴스트 생산성 지수 분석, 그리고 Quadrant 분석을 이용하였다. 총 24개의 국가과학기술연구회 산하 연구기관을 2014년부터 2018년까지 분석하였다. 분석결과, 1개 연구기관을 제외한 23개 연구기관에서 효율성 또는 생산성의 문제점이 드러났다. 효율성 상승을 위한 가장 중요한 요소로는 내부프로세스의 혁신으로 나타났다. 제안된 연구 프레임워크는 현재의 연구기관의 효율성과 생산성을 진단하고 향상 방안을 제시하는데 도움을 줄 수 있다. 또한 본 연구의 프레임워크를 이용하여 타 영역에서의 활용도 가능할 것이다. This study suggests ways to improve the research efficiency and productivity of government-funded research institutes. Data Envelopment Analysis(DEA), mamquist productivity index analysis, and quadrant analysis were used to suggest remedies to improve research efficiency and productivity. From 2014 to 2018, we analyzed the efficiency and productivity of 24 research institutes under the National Institute of Science and Technology Studies. As a result, 23 research institutes had efficiency or productivity problems. The most important factor for increasing efficiency is the innovation of internal processes. The proposed research framework can help to diagnose and improve the efficiency and productivity of current research institutes.

본 연구는 소비자들의 농협보험에 대한 이미지 이미지를 분석하기 위해 텍스트 마이닝과 텍스트 네트워크 분석을 실시하였다. 최근 소셜미디어의 발달로 많은 텍스트가 생산 및 재생산되고 있으며, 텍스트는 기업에게 중요한 정보들을 제공한다. 이러한 정보의 의미를 도출하기 위해, 텍스트 마이닝 과 텍스트 네트워크 분석을 많은 연구에서 실시하고 있다. 텍스트 분석결과, 농협보험의 긍정적 이미 지는 주로 안전과 안정으로 나타났다. 농협보험의 부정적 이미지로는 우려와 불안으로 나타났다. 텍 스트 네트워크 분석을 통해 도출한 농협보험의 이미지는 안전과 우려를 중심으로 형성되었다. 텍스트 네트워크 분석을 통해 도출된 결과를 인터뷰를 통해 확인하였다. 인터뷰 결과, 농협은 자산규모 등을 통해 안정적인 재무와 보험금 지급은 안전함이 긍정적 이미지의 주요한 요인이었다. 부정적 이미지로 는 최근의 정보유출 사태로 인해 소비자들의 개인정보유출에 대한 우려가 큰 것으로 나타났다. 본 연 구에서 분석을 통해 타 상품의 이미지 분석도 사용가능할 것이다. This study researched text mining and text network analysis to analyze the images of Nonghyup Insurance for consumers. With the recent development of social media, many texts are being produced and reproduced, and texts of social media provide important information to companies. Text mining and text network analysis are used in many studies to identify image of company and product. As a result of the text analysis, the positive image of the Nonghyup Insurance is safety and stability. Negative images of the Nonghyup Insurance is concern and anxiety. As a result of the textual network analysis, Centered mage of Nonghyup Insurance is safety and concern. This paper allows researchers to extract several lessons learned that are important for the text mining and text network analysis.

사회적 기업의 효율성 예측: 데이터 마이닝 기법을 이용하여

최근 많은 사회적 기업이 설립되었으며, 사회적 기업은 정부의 지원이 반드시 필요하다. 정부는 제한된 자원을 효과적으로 사용하기 위해 사회적 목적과 경제적 목적을 효율적으로 달성하는 사회적 기업을 예측해서 지원해야한다. 본 연구는 효율적인 사회적 기업을 판별하기 위해 자료포락분석(DEA)를 이용하였으며, 효율적인 사회적 기업이 가지는 패턴을 찾기 위해 데이터마이닝 기법을 사용하였다. 분석결과, 효율적인 사회적 기업을 예측하는 가장 우수한 데이터 마이닝 기법은 의사결정나무로 나타났으며, 차후 사회적 기업뿐만 아니라 기타 영역으로 까지 확장하여 의사결정지원에 도움을 줄 수 있을 것이다. Many social enterprises have recently been established, and they need to be supported by the government. Governments should anticipate and support social enterprises that effectively achieve social and economic objectives in order to effectively use limited resources. This study used data envelopment analysis (DEA) to identify effective social enterprises and data mining techniques to find patterns of effective social enterprises. As a result, the best data mining technique for predicting an effective social enterprise is decision tree, and it can be extended to not only social enterprises but also other areas to help decision support.

Recently, physical examinations have become an important strategy to reduce costs for individuals and society. Pre-physical counseling is important for an effective physical examination. However, incomplete counseling is being conducted because the demand for physical examinations is not predicted. Therefore, in this study, the demand for physical examination was predicted using text mining and stepwise regression. As a result of the analysis, the most recent text data showed a high explanatory power of the demand for physical examination. Also, large amounts of data have high explanatory power. In addition, it was found that the high frequency of the text "health food" reduces the number of health examination customers. And the higher the frequency of the text of the word "food", the lower the number of physical examination customers. However, when the word "wild ginseng" was exposed a lot on Twitter, the number of physical examination customers visiting hospitals increased. In other words, customers consume efficiently by comparing the health examination price with the price of consumer goods. The proposed research framework can help predict demand in other industries.

본 연구는 정부출연연구기관의 연구개발 효율성 및 생산성을 진단하고, 이를 토대로 전략적 제안을 제시하는 연구이다. 이를 위해 자료포락분석(DEA)과 맘퀴스트 생산성 지수 분석, 그리고 Quadrant 분석을 이용하였다. 총 24개의 국가과학기술연구회 산하 연구기관을 2014년부터 2018년까지 분석하였다. 분석결과, 1개 연구기관을 제외한 23개 연구기관에서 효율성 또는 생산성을 높일 필요성이 진단되었다. 효율성 상승을 위한 가장 중요한 요소로는 내부프로세스의 혁신으로 나타났다. 연구결과, 복리후생비와 시차출근제도를 도입한 기관과 기술혁신을 지속한 기관이 높은 효율성과 생산성을 보였다. 연구결과를 통해 정부출연연구기관의 효율성과 생산성을 향상시키는데 도움을 줄 수 있을 것으로 기대된다. 또한, 본 연구의 프레임워크를 다양한 산업 및 기업에 적용하여, 효율성 및 생산성을 진단하고 전략적 제안을 도출하는 것에 활용이 가능할 것이다. This study suggests ways to improve the research efficiency and productivity of government-funded research institutes. Data Envelopment Analysis(DEA), malmquist productivity index analysis, and quadrant analysis were used to improve research efficiency and productivity. From 2014 to 2018, we analyzed the efficiency and productivity of 24 research institutes under the National Institute of Science and Technology Studies. As a result of the study, it was analyzed that the institutions that increased welfare costs and introduced the flexitime system and those that continued technological innovation had high productivity and efficiency. The research results are expected to improve the efficiency or productivity of 23 research institutes. The most important factor for increasing efficiency is the innovation of internal processes. The proposed research framework can help to diagnose and improve the efficiency and productivity of current research institutes.
