본 연구는 주요 광역자치단체와 관련부처에 대한 설문조사를 통하여 BCN의 환경변화 속에서 예상되는 차세대 전자정부에 대한 공무원들의 인식을 파악하고자 하였다. 본 연구는 기술적인 측면에서의 솔루션을 제시 한다기보다는 광대역 네트워크시대의 도래에 따른 정치, 경제, 사회, 문화 등 국가사회의 변화를 예측하여 도출되는 큰 틀 속에서의 차세대 전자정부의 패러다임을 탐색하는데 있다. 설문조사 결과 차세대 전자정부에 대한 예측은 다분히 현재 정부의 추구하는 이념과 정보통신기술의 발전수준, 실무적 차원에서의 조건 등의 테두리 안에서 인식되고 있는 것을 알 수 있었다. 예컨대, 고객만족 정부, 신속한 행정서비스, 시민참여 확대, 예산의 뒷받침, 청렴도 제고, 정보 및 지식공유의 확대, 보고 및 회의시간의 단축 등은 이미 현재 전자정부 관련된 사업들과 혁신과정에서 진행 중에 있으며, 차세대에 전자정부에 대한 인식도 이러한 현재 노력의 연속선상에서 이루어지고 있는 것이다. 따라서, 투명성 제고, 참여 확대 등의 이슈는 혁신지향적 행정이나 거버넌스를 지향하고 있는 전자정부 사업의 속성상 앞으로도 추가적인 노력이 필요하며, 차세대 전자정부는 이러한 이념적 지향을 계속하여야 하며, 또한 실천적인 노력이 더 필요하다는 점을 시사하고 있다.

This study discusses how to measure the effectiveness of information sharing and reuse between departments in the public sector. First of all, it explains the characteristics of information technologies and discusses the measurement issues in terms of quantitative and qualitative approaches. Following discussions focus on major perspectives for information sharing and reuse to extrapolate the definition of it as well as the limitation of quantitative measurement tools. In addition, it shows the constraints of quantitative measurement tools for the cost savings effects by examining the case of NPR reports. In conclusion, this study suggests that a new approach is needed to measure the effectiveness of information sharing and reuse in the public sector because public organizations are interactive with and vulnerable to the internal and external environments. Future studies are needed to develope theoretical model and measurement tools to correctly measure the effectiveness of information sharing and reuse in the public sector.
정보기술이 정책결정과정에 미치는 영향: 주요 광역자치단체 공무원의 인식 변화를 중심으로

본 연구는 1998년에 서울시와 부산시를 대상으로 실시한 설문조사를 토대로 2005년에 동일한 설문내용으로 재조사하여 정보기술이 정책결정과정 중 목표설정단계와 대안탐색단계와 관련된 활동에 미치는 영향을 검증하고자 하였다. 이를 위해 본 연구는 1998년에 개발된 이론모형과 지표를 2005년에도 적용하여 정보기술이 정책결정에 어떠한 영향을 주는지에 대한 공무원들의 인식 변화를 살펴보았다. 본 연구의 주된 발견사실은 첫째, 정보기술의 정책결정과정에 대한 영향이 1998년에 비해 2005년에는 보다 더 구체적인 양상으로 차이를 보이고 있고, 대체로 공무원들의 인식이 긍정적으로 변화한 것으로 나타났다. 둘째, 변수간의 유의미한 관계는 조직내부의 요인보다는 대민 간 및 정부 간의 영역과 관련된 요인들에서 나타났다. 예를 들면, 정보공유에 대한 중요성에 대한 인식이 높아진 반면에 부처 간 비협조적인 태도, 상급자의 무관심 등 주로 행태적인 요인들이 정보공유의 장애요인으로 인식되었다. 셋째, 정보기술의 효과는 직접적 이라기보다는 한 기관의 성격, 업무성격, 외부환경 등과 상호작용하여 간접적으로 나타나며, 긍정적 및 부정적인 효과가 함께 나타난다는 것을 재확인 할 수 있었다. 본 연구는 정보기술과 정책결정과정을 분석하기 위한 경험적 자료에 근거한 이론모형을 시차를 두고 적용함으로써, 그 동안 진행되어 왔던 정보화 및 전자정부사업의 추진결과 나타난 공무원의 인식변화를 검증하였고, 향후 지속적인 연구의 필요성과 함께 차세대 전자정부의 사업의 방향성을 제시하고 있다는데 의의가 있다. This study verified the effects of the Information Technologies (IT) on the policy decision making processes, especially focusing on the IT effects on the stages of the goal making and the choice among policy alternatives. It used the survey data collected in 1998 and 2005 for metropolitan areas in Korea including Seoul and Busan. The research model, indicators, and measurement instruments employed were developed in 1998. The survey results showed that the perception of government users on the IT effects on the policy decision making processes have positively changed. The perception of the government users on the relationship between the IT and the policy processes varies in the area of information sharing and related mutual interactions among different levels of local governments, interest groups, and citizens. Barriers of information sharing were found in the behavioral problems among different levels of groups and organizations. Uncooperative attitudes between organizations, a negative perception for information sharing, and the lack of clear legal systems were indicated as major obstacles in information sharing. This study contributes to the school of e-Government and IT policy research because it provides empirical results based on the same theoretical models and measurement indicators applied in the different times. It will further increase the explanatory power by decreasing the gap between theories and practices.
