This paper analyzes the media coverage of the Cheonggyecheon restoration project. By employing the contents analysis technique, the study analyzes the articles appeared on the five major daily newspapers, Joongang Ilbo, Chosun Ilbo, Dong-A Ilbo, Hankook Ilbo, and the Hankyoreh from June, 2002 to April 2003. The analysis focuses on the report frequency of the Cheonggyecheon-related articles and the friendliness of the articles regarding the restoration project. Frequency of the articles is the barometer of the civil interests to the project, while the friendliness of the articles represents how the society likes the idea of the project. The results show that out of eleven different topics, environment, traffic, and history were the most frequently reported areas. The newspaper reports were found to be slightly friendly. However, as it approaches to the restoration date, the report frequency increased and the friendliness decreased.

민주주의의 미숙함과 갈등관리에 대한 경험부족으로 인해 우리사회에서는 최근 각종 국책사업이 난항을 겪거나 결국에는 좌절하기에 이르렀다. 따라서 정부의 사업 추진시 발생하는 갈등을 예방·완화하고 효과적으로 대처할 수 있는 방안이 그 어느 때보다도 절실히 요구되고 있다. 본 연구는 이러한 사회적 요구에 대응하여, 대형국책사업과 지역공공개발사업 및 각종 비선호시설입지 등 공공사업을 수행함에 있어 정부와 주민간 혹은 지역주민간에 빚어지는 갈등의 제도적 해결기제를 모색하고자 한다. 본 논문의 목적은 어떻게 하면 공공갈등을 잘 관리할 수 있는가라는 매우 단순한 질문에 대한 해답을 구하는데 있고, 그 실마리를 공공갈등 관리기제를 구축하는 데에서 풀어나갈 수 있다고 주장한다. 본 논문에서는 공공갈등의 대두 원인과 갈등관리체계의 문제점을 살펴보고, 갈등관리기제로서 참여적 기법과 대안적 분쟁해결(Alternative Dispute Resolution: ADR) 기법에 관해 논의한 뒤, 우리나라 공공갈등 관리기제의 구축방안과 향후 정책방향을 모색하고자 한다. Our society has witnessed that various public projects are delayed or turn out to be an outright failure due to the public opposition. The public conflicts and oppositions occur since there are not enough opportunities for the appropriate stakeholders to participate in the decision making process and discuss sufficiently about the various aspects of the projects in the public arena. Given the current situation, this paper attempts to find a clue on how to deal with the public conflict. The author argues that our society needs a conflict management system that can address the public conflicts solemnly, and that problems seem to start from the lack of it. After reviewing the problems of current system, the paper discusses two distinctive approaches-participative approach and Alternative Dispute Resolution-to see the possibilities of applying these approaches to build the conflict management system.
