Recently, as the frequency of natural disasters has increased, causing enormous human and material damage, the importance of managing disasters is emphasized. In particular, as the concept of Build Back Better becomes meaningful, it has appeared that considering it during Post-disaster Reconstruction is a necessity. Therefore, in this study, the relative importance evaluation and correlation analysis were performed for each influencing factor through the derivation of the influencing factors that should be considered during the reconstruction approach stage of reconstruction after disasters, and a survey of overseas disaster-related experts. As a result of the analysis, 'Adaptability to the environment changes in the future was derived as the most significant influencing factor. It seems that the results of this study can be used as basic data when carrying out the reconstruction project.

EDCF사업에 대한 국내 건설기업의 역량 평가 분석 연구

우리나라 정부는 해외 건설 연간 수주 금액 1,000억 달러, 해외 건설 5대 강국 진입이라는 해외건설 산업 비전을 제시하였다. 이러한 비전 목표 달성을 위해 건설기업들은 해외 건설사업 진출 확대를 위한 전략수립에 고민을 하고 있다. 특히 건설사업의 리스크가 낮은 공적개발원조를 활용한 EDCF 사업에 많은 관심을 가지고 있다. EDCF 사업은 OECD-DAC 가입에 따라 2015년까지 ODA/GNI 0.25% 수준으로 공적개발원조 금액이 증가하면서 사업 금액이 지속적으로 증가할 것으로 전망되나 비구속성(Untied) 원조 기조 확산에 따라 글로벌 건설 기업과의 수주 경쟁이 불가피 할 것으로 전망된다. 따라서 본 연구는 한국의 공적개발원조 사업 중 EDCF 사업에 대한 국내 건설 기업의 진출 활성화를 위한 역량확보 방안을 제시하고자 한다. 한국 건설기업들의 수주 경쟁력 요소를 파악하기 위해 EDCF 사업 경쟁역량을 문헌조사와 관련 전문가들을 대상으로 한 표적집단면접법을 활용하여 49개의 경쟁역량 항목을 도출하였다. 도출된 경쟁역량을 바탕으로 EDCF 관련 전문가들에게 설문조사를 실시하였으며, 설문 데이터를 IPA와 GAP 분석을 적용하여 EDCF 경쟁역량 항목별 대비 현재 건설기업의 역량 수준을 분석하였다. IPA 결과 공사의 품질 관리, 고위급 외교를 통한 발주국과의 관계 형성, 프로젝트 관리 역량은 높게 평가되었으며, 현지국 리스크에 대한 대처, 프로젝트 자금 조달, 참여 기업의 개발 노하우 역량은 시급히 개선되어야 할 역량으로 분석되었다. With the Overseas Construction Promotion Plan, the Korean government presented overseas construction industry visions for international orders of US$ 100 B and entering the top five countries in global construction market. Korean companies are developing strategies for entry into and expansion of international markets. With the expansion of untied aid, it is expected that Korean construction companies will inevitably compete globally. In this study, the authors provide data-based advice on securing competence for Korean construction companies entering the global market through the EDCF program. A literature search and a focus group interview (FGI) targeting relevant professionals were used to derive 49 competitive competences for the ECDF program. Based on those derived competitive competences, EDCF professionals were surveyed and Independent Project Analysis, Inc (IPA) Construction Readiness Assessment (CRA) and GAP analysis were applied to the surveyed data. Competences highly assessed were construction quality control, relationship building through high-level diplomatic activities, and project management. Competencies requiring urgent improvement were handling risks of local countries, financing projects, and developing know-how within participating companies.

시설물 안전 및 유지관리 성과 평가에 관한 연구 - 시설물 안전등급 변화를 중심으로 -

Recently, the paradigm shift of new construction into efficient operation and maintenance of infrastructure is seen. Also, concerns about infrastructure safety, especially the aged infrastructure, are on the increase. This study evaluates the current status of infrastructure safety and maintenance using data from 1994 to 2014 in Facility Management System operated by Korea Infrastructure Safety Corporation. Also, a quantitative analysis of safety performance of infrastructure is conducted to find out the enhancement of infrastructure safety in Korea. It was found that safety of facilities in Korea have been enhanced for the past decades. Improvement of safety performance of facilities is attributed to periodic safety inspection and repair and reinforcement. The result of the study can be used as a basic material for efficient and effective facility maintenance policies and strategies. 최근 인프라 투자는 신규 건설 중심에서 기 시공된 시설의 효율적인 운영과 유지관리로 패러다임이 전환되고 있다. 이와 함께 시설물 노후화에 따른 안전에 대한 국민적 관심이 증폭되고 있다. 본 연구에서는 한국시설안전공단의 시설물관리종합정보시스템에 등록되어 있는 1994년부터 2014년까지의 시설물 유지관리 관련 데이터를 바탕으로 점검진단지수와 보수보강지수 등의 정량적 분석 방법론을 적용하여 유지관리 활동의 성과를 평가하였다. 또한 과거에 비해 현재 시설물의 안전도가 어느 정도 향상되었는지 안전등급 데이터를 토대로 분석을 실시하였다. 분석 결과 우리나라 시설물의 안전성은 과거 대비 크게 향상된 것으로 나타났으며 안전성이 향상된 요인으로는 정기적인 안전점검과 그에 따른 보수 보강 활동의 결과로 추정해 볼 수 있다. 본 연구를 통해 도출 된 결과는 향후 시설물의 유지관리 정책 및 전략 수립에서 기초적 자료로 활용이 가능할 것으로 판단된다.
