선박 기관의 경제적 운전에 관한 연구 - 실습선 새누리호를 중심으로 -

선박의 운항에 소요되는 운항비는 선박의 종류, 크기, 속력, 항행구역 등에 따라 다를 수 있지만, 연료비가 차지하는 비율은 50~60 %에 달하는 것으로 알려져 있다. 최근 국제 유가의 상승으로 인한 선박 운용비를 절감하기 위하여 중소형 선박에서도 저질연료유의 사용이 검토되고 있는 추세이다. 더 나아가 해운선사들은 연료소모량을 줄이기 위한 방법으로 감속운항을 취하고 있다. 따라서, 본 연구에서는 실선을 이용하여 해상에서의 선속대비 주기관의 연료소모량을 계측하고, 부하에 따른 전진계수 대비 속력과 연료소모량의 관계를 통해 상용연속출력보다 낮은 주기관 부하의 70 % 영역이 최적의 운항조건이라고 제안하였다. Operation Abstract : Operational cost required for navigating a ship may differ from according to type, scale, economic speed, navigation area and other factors. However, it is known that the fuel oil price ratio takes 50~60 %. It is the current trend because of the use of poor quality fuel and it is reviewed even for small to medium sized ships to save the operational costs due to the recent rise of international oil price. Furthermore, ocean carriers are taking action to low speed navigation as the alternative method of reducing fuel consumption. Hence, in this study, fuel consumption of main engine was measured by using actual operating ship data compared with sea speed at sea. It was suggested that the area of M/E's load(70 %) lower than NCR is the optimal navigating condition through the relation between speed and fuel consumption compared with advance ratio together with the load.
실습선 실습기관사의 효과적인 실습교육 및 지도방안 - 목포해양대학교 실습선 교육을 중심으로 -

승선실습교육은 해기사로서의 기본적인 소양과 기능을 연마하기 위하여 이론과 실무를 겸비하도록 하고 다양한 교육 및 훈련과정을 통해 위기상황 대처능력과 자립심을 향상시켜 선박이라는 특수한 작업환경에서 부여된 업무를 효과적으로 달성시키는데 있다. 따라서 본 연구에서는 전문적인 지식 및 리더십을 겸비한 유능한 해기사를 양성하고 승선실습교육의 목적을 달성하기 위하여 실습선 실습기관사 승선실습교육 향상 및 지도를 위한 몇 가지 개선 방안을 제안하고자 한다. The aim of onboard training of apprentice engineers in the training ship is to support and enhance fundamental knowledge and ability to have both theoretical and practical skills. This diversity in education and training improve the capability to handle problems in a crisis and build-up the feeling of confidence so they can effectively accomplish their assigned tasks in special circumstance like those onboard. Therefore this study suggests some remedies for qualitative improvement and guidance of onboard training ship for apprentice engineers to achieve the aims of onboard training to foster talented marine engineer officers with professional knowledge and leadership.
A Proposal to Enhance Cultural and Language Awareness in the Training Ships

Mokpo National Maritime University have being aim of global competitiveness and recognition, employs foreign professors and lecturers. It also hosts foreign students to train onboard training ships in accord with the requirements of STCW 95 and its Protocols. This paper proposes the enhancement of inter-cultural and English language development onboard the training ships. It conducts a descriptive study and gathered feedback from the students on how best to enhance these professional skills in preparation for their professional lives. The responses to the questionnaire given to the cadets were tested for internal consistency and found to be very reliable at 0.951 using Chronbach’s alpha method. Summarily, the cadets “agreed” to these proposals weighing 40.4 in percentile means, while the means for “undecided” has 31.7 percent. There were numerous studies about this topic and the need for intercultural and language skills is vital to prepare the apprentice officers in this age of maritime diversity onboard ships. It is recommended that these proposal be practice and activated. Further studies is also recommended in preparation of new-building training ship and adjusting the ergonomics in the existing training ship.
한ㆍ일간 주민참여형 도시공원 조성ㆍ관리 유형 및 특성 비교 분석

The purpose of this study is to provide basic data for improving construction and management of residents participation type urban park by comparing Korea and Japan in terms of program, technique and type. This study examined general theories on residents participation type urban park centering on document research. For analysis of characteristics of resident participation type urban park, this study selected urban parks in Korea and Japan visited them and had interviewed with persons in charge about programs, park management type and park construction. Findings of this study about characteristics of residents participation type urban park in Korea and Japan are as follows. First, both Korea and Japan pursue the third sector method. And role of experts is more emphasized in coordinating conflict between residents and administration in Japan. Second, in Japan, experts in parks or ecology play a key role in coordinating conflict between residents and administration under the coordinator which leads new management expert operation system. Third, as far as operation and participation method of residents participation programs, Japan provides more opportunity for residents to participate in residents participation programs in a free manner. Fourth, In Japan, provisions of residents participation have been made systematically through ordinance or agreement on residents participation concerning urban park management which helps residents participate in urban park management more actively. Findings of this study suggest that various programs about residents participation in korea should be developed and coordinators should be cultivated and relevant systems such as ordinance and agreements that support residents education. And residents participation should be arranged to improve capability of residents participation type urban park management in Korea.
해양계대학교 실습해기사들의 유해화학물질 취급에 관한 연구

해양계대학교 실습해기사들은 승선하기 전 필요한 안전교육을 충분히 이수하고 승선해야 되지만 기초안전교육만 이수하고 승선을 하며 승선실습을 마치고 졸업 전까지 남은 학기 중 상급안전 교육과 탱커선 교육을 이수하고 있다. 그러나 해양대학교 실습해기사들은 선박회사 승선실습 과정 중에 위험에 노출되는 많은 작업들을 하게 된다. 이처럼 대부분의 상선들은 ISM관리 하에서 선박회사 및 승선하는 선박에서 각종 점검표에 의해 사전 교육을 행하고 작업을 하는 것이 당연한 것이다. 그러나 본 연구조사 결과 선박회사와 승선하는 선박 및 해양대학교에서도 교육이 제대로 이루어지지 않고 있으며 특히 '유해화학 물질의 취급'은 승선 경험이 없는 실습해기사들에게 상당한 위험이 되고 있다. 또한 승선실습 해기사들은 유해화학물질 취급에 관한 개인안전과 취급에 관한 사전교육이 없이 승선하게 되는 경우가 대부분이다. 이로 인해 실습해기사들이 승선실습 중 유해화학물질 취급 부주의와 무지로 인해 신체적 손상을 입고 하선을 하거나 승선에 어려움에 처하는 경우가 종종 발생하고 있다. 따라서 사고를 미연에 방지하기 위해서는 승선 실습 전에 해양대학교에서 이 부분의 철저한 교육이 이루어져야 하고, 선박회사에서는 취급하는 유해화학물질의 안전에 대한 데이터 베이스화가 체계적으로 갖추어져야하며, 각 선박에 맞는 유해화학물질 안전교육을 위한 온라인 켄텐츠 개발이 절실히 필요하다. 또한, 선박회사에서는 유해화학물질 안전점검일지를 만들어 관리감독하고, 선박에서는 이에 관한 교육을 이수한 관리책임자를 지정하여 안전교육과 관리를 하여야 할 것을 제안한다. Maritime University cadets must be on board ship's after thoroughly completing a Basic Safety Training Course. During their spare semester they must complete basic principle of the course and then, attend to both Advanced Safety Training Course and Tankers Training Course before they graduate. However, all cadets are exposed to risks during their onboard training. It means that most of commercial ships have to train them before boarding and perform duties according to all sorts of check lists based on the ISM. Accordingly, this research will deal with the treatment for toxic chemicals which is not fully covered by shipping firms, vessels and even a Maritime University for cadets. The lack of pre-knowledge about it is considerably hazardous to the cadets who have no onboard experience. As stated above, the majority of the onboard cadets board their ships without previous training on treatment and knowledge for toxic chemicals. As a result, there are some cases that cadets are injured due to the lack of knowledge to treat toxic chemicals and due to carelessness. Furthermore, they end up leaving a ship prematurely. To prevent these incidents from occurring, this paper recommends thorough training before going onboard provided by Maritime University, the systematic database on the safety of the toxic chemicals and the development of the online contents for safety education of toxic chemicals fitted on each ship's types are necessary to avoid risks and accidents onboard. Furthermore, it is suggested that shipping companies should manage the ship according to the safety check list on toxic chemicals and the crew in charge with qualification for the treatment of toxic chemicals should provide a safety education and supervision.
