Vol.15 No.3

(Background and Purpose) Metro, which is an important means of transport for the development of the region’s economy, culture, and industry, has made a significant contribution to the construction of public transportation infrastructure. As an increasing number of new routes have emerged, station building interiors have become more complex and large-scale, and the need for easy-to-read metro signboards has become more urgent. Currently, there is a strong tendency in Japan to plan and install signboards using different manuals for each operating company after construction on a metro station building has been completed; thus creating information complexity. The purpose of this research is to understand information complexity in metro stations from users’ standpoint by analyzing the metro’s transfer station buildings with the goal of extracting the elements that facilitate easy information transmission. (Method) With a focus on metro station users’ recognition, this study examines how information complexity affects metro station users through theoretical consideration, the review of prior research, and looking at signboard components from a public point of view. Six cases, both domestic and abroad, were compared and analyzed, and problems and improvement directions pertaining to how information complexity affects metro station users’ recognition were derived. (Results) Since the information digestion decision is more frequently stimulated by the overload and cognitive load phenomena with respect to information in users’ cognitive processes, users were found to experience confusion and stress, which greatly influence their cognitive recognition of signboards. In the case of a new route or a transfer station that is added due to the absence or non-application of an integrated signboard system guideline, unplanned guidance prevails, and as the complexity of the guidance that is offered in the metro station gradually increases, the flow of traffic between user inconvenience and movement is affected. (Conclusions) Increased cognitive complexity and reduced cognitive efficiency were noted, based on a theoretical consideration of information complexity, cognitive complexity, and recognition. In sum, the complexity of metro signboards affects user recognition. It is therefore necessary to strengthen visual perception and psychological access, and organize and deploy a guide that enhances user-centered continuity. In addition, to ensure clarity, there must be enhanced cooperation. Furthermore, satisfaction can be increased through natural-flow line guidance for users. Further research is needed to address ever-increasing metro station complexity and size, and research on ways to stimulate the development and application of comprehensive guidelines is urgently needed.

Recently, Korean government is successively driving energy saving policies. Nevertheless, the use of energy is continuously increasing, and shift toward a low-energy society is somewhat out of our expectation. The major goal of building energy retrofit is to optimize energy consumption in existing buildings which are under deterioration. Many of these old buildings with lower efficiency spend more energy than newly built ones. Thus, this paper suggests a reasonable guideline for energy retrofit. A government office building located in Kangdonggu, Seoul is selected as the subject building, and a modified bin-method called BEAT(Building Energy Analysis Tool) program is used for the analysis. The primary goal of this research is to find the best combination of influencing factors that can improve energy efficiency in old buildings. Such factors stem from design components of Building, System and also Operational facets of a building. By applying the input standards from "Green remodeling guidelines", heating energy can be reduced by 38.28% in the winter and 38.50% of cooling energy in the summer. Most of the factors contributed to reducing energy consumption except for SC(Shading Coefficient) and Internal lighting to heating energy. This is due to the blockage of solar heat gain and decrement of internal heat respectively, which results in a higher demand for heating in the winter. Finally, the total energy(HVAC+Lighting+Office equipment) on a yearly basis, can be reduced by 38.89% when all the considering factors are applied in combination. The study will further move to analyze the best solution for building energy retrofit.

Vol.31 No.-

Recently, the problem has been brought about the prosecutor's interview to witness prior to trial is fair or not in trial. From ‘2008 Criminal Procedure Act contains trial-centered proceeding and ?Civil Participation in Criminal Trial Act? is in force. Therefore, an importance of witness interrogation which is indispensible in examination of substantial facts is getting bigger and bigger. It is more important retain ‘fairness’ in trial between the prosecutor and the defendant. Fairness has been understand and confident general people about criminal justice. A fair trial in witness interrogation is based on Constitutional law, etc, due process of law. Criminal procedure should to be a constitutional. Especially, the prosecutor should to concentrate summon and attendance of witness for effective interrogation, discovery. Furthermore, in the real witness interrogation, it is desired that legal and effective ways, prohibit leading examination in the direct-examination and others. On the other hand, the right of defendants to interview witness is grounded his defence right, but attorneys must cooperate to attainment of justice. It is important of all, there must be a system which is ‘said it all and did it all’ without interference by defendants in Criminal procedure and witness interrogation.

Vol.34 No.-

Recently, the problem on the criminal justice reform has been brought from National Assembly. It is reflected by the public opinion whether the criminal judiciary system is fair or not. But recent discussion has almost concentrated on functional improvement of behavior of juror and prosecutor, etc. On the other hand, there still are fundamental dissolution about criminal justice in the viewpoint of the general people. Therefore now I suggest that several general ways for raising up confidence in judicial systems and realization people sovereignty in the Criminal Jurisdiction. The fixed direction of our criminal judiciary are, the first, ‘by the people’ which is participate general people on the investigation and judiciary proceedings. The second, the realization of constitutional criminal proceedings which is to oriented to fair trial by guarantee proceeding rules. And the way to go are, the first, the lawsuit structure and reasonable direction of criminal procedure is cleary, the second, Internationally recognized norms relating to human rights must be adopted. From now on, the Framework of criminal judiciary reform is adjust to the following elements, the first, the complement and enlargement of Civil Participation in Criminal Trial that is in force, and introduction of Civil Participation in investigation, impeachment including the civil-prosecutor committee. the second, it is necessary for guarantee of the investigation power and strength control to the investigation power. the third, the judgement have to democratic property and confidence. Distrust in judiciary system has brought injurious to the rule of law. So, It is indispensible for criminal judiciary reform to abolish judiciary distrust. The keypoint is that open and advance criminal judicial system reflected on general people’s opinion.

Vol.29 No.4

Recently rampant juvenile delinquency shows collective and intelligent features. Juvenile delinquents departing from the educational institution or home constitute a peer group in order to find psychological peace of their mind. Aggregated delinquents form a youth pam and, as a result, lead to commit various crimes, being unaware of the illegality of their conduct. By being stigmatized as young offenders, juvenile delinquents had hard time to returning stably to the society due to the imprints, and it becomes much easier to repeat this vicious circle and inevitably be exposed to a continuous crime again. Therefore, the current national institutions offers youth protection to help juvenile delinquents with the reintegration and care to faithfully serve as a member of society, through protective custody before the criminal punishment. The increasing number of juveniles in protective disposition, according to the recently upward trend, makes protection agency which accepts them cannot afford to secure more facilities and professional staffs. Furthermore, this overcrowding problem can give rise to the non-treated human rights problem. Due to the limited human resources, the concentration on training and therapy treatment―reformatory's inherent task as a reforming and educational institution―has significantly dropped and the center relatively focuses on just the custody business. In particular, we cannot overlook that the increasing number of those who accommodated in the juvenile protection center can lead to serious problems on the safety of the facility, especially and more severely in 24 hour institutions which need continuous observation due to the increase in blind spots in custody caused by increasing persons. The congestion of the external custody business such as external activities of protective juveniles, prosecutor' summons, transfer or convoy to other institutions also can be a problem to the youth detention center. When it comes to the characteristic of the center which performs general training and criminal custody simultaneously, as the proportion of custody business increased, the general education hours can be relatively expected to decrease. Hence, an aggressive effort is required to solve this expected problem. In 2014, there was an effort introducing the so-called "Special Private Security Guard System in Youth Detention Center" to resolve this problem. The new system had an aim for relieving some of the training and care burden and improvement in the personal treatment of the staffs as well as juveniles. Special private security guard, a kind of private security guaranteeing its status based on current security law, has performed the duties in an important national institution and national security facilities. As the protection agency is designated as a national security facility in 2013, it is very encouraging that the agency ensures to provide the required basis for inducing the new system. As it has been two years after introduction of special private security guard system, it is time for each institution to review the overall operational performance on the new system itself and the guards from the system.
