지방분권형 주거복지정책에 관한 소속기관별, 지역별 인식 차이

중앙권한의 획기적 지방이양을 강조하는 정책 기조와 주거여건의 지역별 차별화에 따라주거복지정책의 분권화에 관한 관심이 커지고 있다. 이 연구는 주거복지정책의 현황과 분권화 필요성에 대한 소속기관별, 지역별 인식 차이의 양상과 원인을 분석함으로써 지방분권형 주거복지정책 추진에서의 시사점을 제시하고자 하였다. 실증분석에는 전국 226개 시ㆍ군ㆍ구의 주거복지 분야 공무원, 주거복지 전문가, 공기업 직원을 대상으로 한 설문조사결과를 활용하였다. 분석결과 지방분권형 주거복지정책의 필요성에 대해 광범위한 공감대가 형성되어 있는 것으로 나타났다. 특히 수도권 지방자치단체와 전문가는 기존의 주거복지정책에 지역의 의견이 잘 반영되지 않았다는 인식이 강했다. 이에 대해 비수도권 지방자치단체는 수도권과 상반된 인식을 가진 것으로 나타났다. 정부의 공공주택정책 대응 경험이 많을수록, 지역의 주거복지 수요가 높을수록 중앙정부 주도의 정책에 문제의식을 강하게 느끼는 것으로 해석할 수 있다. 소속기관이나 지역과 관계없이 공공임대주택의 공급량과 입지가 지역 여건을 적절히 반영하지 못하고 있다는 인식이 공유되고 있음에 주목하여지역맞춤형 공공임대주택 확대를 지방분권형 주거복지정책의 우선순위로 채택할 필요가있을 것이다. 주거복지정책의 분권화를 위해 가장 시급한 해결과제는 지방자치단체의 열악한 재정과 조직 및 인력 문제라는 인식이 지배적이었다. 주거복지정책의 분권화는 이와같은 다양한 인식 차이의 이면에 존재하는 문제들을 함께 발견하고 풀어가는 과정이 될것이다. The decentralization of housing policy is drawing considerable attention because of the regional differentiation of residential conditions. This study aims to identify potential challenges to the decentralization of housing policy by analyzing how key stakeholders and various local governments perceive differently the current status of housing policy and the prospect of decentralization. To collect empirical data, we conducted an online survey of local government officials, housing welfare experts and employees of public housing corporations. We found that there is a broad consensus on the need for a decentralized housing policy. In particular, local governments in the Seoul Metropolitan Area and experts are strongly aware that local opinions are not well reflected under the centralized housing policy system. Other local governments are found to have a contrary opinion. It seems that the more experience there is in dealing with the central government housing initiatives, the stronger the discontent with the centralized housing policy becomes. It should be noted that there is a broad consensus that the availability and location of public rental housing do not properly accommodate local needs under the current system. To make meaningful progress, majority of the survey respondents think that, above all, local governments’ poor financial and organizational conditions have to be resolved. The decentralization of housing policy would be a process of discovering and resolving issues that exist behind the differences in perception among various stakeholders.

Purpose : The purpose of this study was to investigate the effect of functional change of the whole body to wear hidden increaser. Subject : We examed 21 students undergraduate in M college who had healthy male. Experimental group of ten subjects weared hidden increaser. Control group of eleven subjects. Method : First of all, Balance test was operated unilateral stance test and functional reach test(FRT). Functional reach test(FRT) was divided to the whole surface and the side surface. Sensory test was operated to two point discrimination, tactile sense test and sense of position test. The last, range of motion(ROM)test of ankle was operated goniometer. Results : The results were as follows; 1) It showed significantly differences between pre and post test on experimental group in FRT heel up test and FRT heel down test(p<.05), also pre-post variation at heel up test showed significantly difference on experimental group(p<.05). 2) The LRT test showed significantly differences between pre and post test on experimental group(p<.05). 3) The range of motion(ROM) test showed significantly differences between pre and post test on experimental group, also pre-post variation at range of motion test showed significantly difference on experimental group(p<.05). 4) It showed significantly differences between pre and post on experimental group in two-point discrimination and sense of position test(p<.05), also pre-post variation at two-point discrimination and sense of position test showed significantly difference on experimental group(p<.05). Coclusion : When experimental group wore hidden increaser for 4 weeks, the balance ability of experimental group was more decreased than control group, two point discrimination and sense position test was decreased and range of motion(ROM)of ankle test was increased, but, tactile sense test was not changed at sense ability. The result suggest that long time experience in wearing hidden increaser may be caused sensory change, decreased balance ability and range of motion change.

Rapid growth in nanotechnologies promises novel benefits through the exploitation of their unique indus-trial applications. However, as the production volume of nanomaterials increases, their unintentional exposure to the environment has been occured. Potential impacts of nanoproducts on the environment can be evaluated in the life cycle assessment (LCA). LCA is the systematic analysis of the resource usages and emissions over the life time from the pri-mary resources to the moment of disposal. In this study, we performed LCA for fabrication processes of superhydro-philic oil/water separator using nano-TiO<sub>2</sub>. TOTAL<sup>TM</sup> freeware was used to analyze for all fabrication processes, and 6- environmental impact factors (resource depletion, climate change, ozone depletion, acidification, eutropication, and pho-tochemical oxidation) were introduced. In addition, the use of nano-TiO<sub>2</sub> in the fabrication of superhydrophilic oil/water separator was actively contributed to the environmental impact factors, compared to the bulk-TiO<sub>2</sub>.

The aims of the present study were to estimate the possibility for toxicity test and compare acute toxicity of potassium dichromate in the larva stage of Neocaridina denticulata, Daphnia magna and the juvenile stage of Oryzias latipes. N. denticulate, a freshwater shrimp lives in Korea, is an indigenous species and considered to be useful for toxicity test. D. magna and O. latipes were recommended as a test species for the OECD test guideline. The 96 h-LC50 potassium dichromate value was 0.62 mg L^-1 for the larva stage of N. denticulata and 168.44 mg L^-1 for the juvenile stage of O. latipes. The 48 h-EC50 value was 1.27 mg L^-1 for the D. magna. The study was confirmed higher sensitivity of the larva stage of N. denticulata to potassium dichromate compared to the D. magna and the juvenile stage of O. latipes.

The skin is the largest organ that blocks invasion to the outside. Due to external stimuli, the skin barrier collapses and immune function abnormalities occur. This leads to skin diseases such as atopic dermatitis and psoriasis. Through this study, we attempted to develop a natural material that can be used for various dermatitis diseases. In this study, the gene expression of skin barrier-related proteins was confirmed using tumor necrosis factor-α/interferon-γ-stimulated HaCaT cells through real-time PCR. As a result, it was confirmed that the gene expression of skin barrier-related proteins and ceramide-related proteins was improved by the ABE-M. In this study, it was confirmed that the gene expression of filaggrin, involucrin, and loricrin, which are skin barrier-related proteins, was improved by ABE-M, and it was confirmed that the gene expression of the tight junction-related proteins, occludin and zonula occludens proteins-1, was also increased. As such, it is expected that ABE-M can be used as a material for skin inflammation such as atopic dermatitis.
