조직융합의 실천과 영향요인의 분석 : 통합 공단을 중심으로

이명박 정부는 정부출범과 함께 공공개혁의 핫 이슈로 선진화 정책을 추진하였다. 공공기관 선진화는 공공기관의 역할과 기능을 재정립하기 위한 정책수단으로 활용되었으며, 공공기관 운영의 효율성을 추구하는 조직통폐합이 나타났다. 이와 관련하여 본 연구에서는 제2차 선진화 추진계획에서 조직통폐합의 대상이 되었던 근로복지공단과 한국산재 의료원의 조직융합사업을 연구대상으로 분석하였다. 조직융합은 조직발전 목표와 관련된 조직융합의 실천방안이 중요하며, 조직융합의 실천사업 추진을 통하여 이질성 극복과 조직발전에 기여할 수 있어야만 된다. 따라서 본 연구에서는 실제 조직통합기관의 조직구성원을 대상으로 조직발전 목표와 조직융합의 실천사업에 대한 영향요인을 실증적인 차원에서 검토해 보고자 하였다. 공공기관 선진화 정책의 성패는 조직통폐합 기관의 조직융합정도가 상당히 중요한 의미를 갖고 있으며, 이에 대한 실증적인 분석을 통하여 보다 적합한 융합관리 사업들이 추진되어야만 된다. 본 연구에서는 조직통폐합의 대상이 되었던 공공기관을 대상으로 실증적인 차원에서 조직특성에 부합된 조직융합관리 사업의 영향요인을 검증하고 있다는 점에서 현장사업의 기여와 제고와 함께 학술적인 의미가 내재된 것으로 설명할 수 있다. The purpose of this paper is to examine how the processes of merged-organization accomplish of successful integrative corporation. The merged organization of public agencies is meant to activate the role and function as a policy instrument. According to the perspective of merger theory, this study analyzes organizational objectives and practical methods regarding the process of merged organization. The objective of merged organization is influenced from various factors in the contents of practical programs. Also, this research investigates various integrative programs effecting the role and function of merged organizations. Based on the results, this research maintains policy implications as practical methods for the success of merged organizations.

국가 산업재해관리의 개선방안에 관한 연구 : 산재보상서비스를 중심으로

최근 정부기관 및 산하기관은 고객만족도 제고를 위한 다양한 관리운영 체계의 전환이 요구되고 있다. 그러므로 본 연구에서는 노동부 산하기관인 근로복지공단의 산재보상서비스의 추진체계와 실적?성과를 분석한 후, 정책적?제도적인 개선방안을 도출해 보고자 하였다. 국내 4대 사회보험기관의 주요 사업 중에서 산재보상서비스의 공급기반 조성과 추진실적·성과와 관련된 내용을 분석함으로써, 현장사업의 특성과 전환과정에 대한 특성, 그리고 지속적인 발전가능성을 검토할 수 있을 것이다. 산재보상서비스의 개선방안 마련은 SEQ(policy support, job efficiency, service quality) 의 효과성 관점을 토대로 재정립한 후, 관련 내용의 분석과 개선방안 마련을 위한 준거기준으로 활용하고자 하였다 . 이에 기초한 산재보상서비스의 추진실적 및 성과 분석의 결과, 근로복지공단의 산재보상서비스는 추진체계의 정비와 실적· 성과창출에도 불구, 정책적·제도적 지원 부문(S), 직무수행의 효율성 제고 부문(E), 고객서비스의 질 제고 부문(Q) 등에서 개선방안 마련을 위한 정책적 함의가 제시될 수 있을 것이다. This research is to improve the work effectiveness of worker’s compensation service that is called as an outreach service in KCOMWEL. From the theoretical perspective, the performance analysis of outreach service examines policy supports, job efficiency and service quality between work effectiveness and customer’s satisfaction. The results indicate improvements that outreach service operates effectively for work effectiveness and customer’s satisfaction. This paper explored various performance analysis related to outreach service in KCOMWEL. Also, It analyzed whole characteristics of outreach service and suggested some alternatives to improve the work effectiveness and customer’s satisfaction.

공공기관 서비스 전달체계의 전환과정 분석

최근 공공기관은 고객가치 실현을 위해 고객지향적인 서비스 공급을 추구하고 있다. 공공기관의 고객지향성은 서비스 전달체계에서 고객가치를 추구하는 제공형태를 의미하며 경영성과 달성과 함께 질 높은 서비스 제공을 목표로 서비스 전달체계의 전환과정을 모색하고 있다. 이와 같은 고객 지향적인 서비스로의 전환과정은 서비스 전달체계의 조정을 통해 구현되며 관련 조직 및 인력의 구성, 업무수행과정의 개편을 통해 확인 될 수 있다. 산재 보험은 산재 근로자의 업무상 재해로 인한 건강 및 소득 손실을 보존하는 사회안전망 역할을 수행하고 있다. 다른 사회보험과 달리 8종에 이르는 법정 보험급여를 가지며 급여항목 간 연관성을 지니고 있어 보험급여 지급과 관련하여 공공서비스 제공영역이 폭 넓게 발생할 수 있는 특성을 내재한다고 하겠다. 실제 산재 보상서비스 전달체계는 2005년 이후 2차례에 걸친 개편과 전환과정을 추진하였으며, 공공기관 내부에서 고객지향적인 서비스 전환과정이 어떻게 발생되고 있는가를 검증할 수 있는 실증사례라고 할 수 있다. 따라서 본 연구는 공공기관의 고객 지향적인 공공서비스 제공이 어떻게 전환되고 있는지를 분석하기 위해 공공고객관계관리(CRM: customer relationship management)의 관점에서 근로복지공단의 산재보상서비스 전달체계를 연구대상으로 선택하였다. 연구의 결과, 고객지향적인 공공서비스 전달체계는 고객가치 제고를 위한 조직, 인력, 업무프로세스 상의 많은 변화를 경험하고 있으며 이 과정에서 정책지원 및 경영성과 달성을 위한 목표 설정을 제시하고 실천하기 위한 노력을 경주하고 있는 것으로 확인되었다. 또한 서비스 제공 유형 및 내용 측면에서 법률 및 규정에 근거한 법적 서비스와 가외적 서비스와의 상충문제 해결, 고객지향성 측면에서 정책지원, 경영성과와 고객가치의 균형성 유지, 서비스 수행과정에서 계획적인 고객접점관리 등이 중요한 의미로서 논의될 필요성이 확인되었다. In recent times, most quasi-public organizations have emphasized customer-oriented service. In a quasi-public organization. Customer-oriented service pursues several values through improvements in the service delivery system. Most public organizations have achieved omanagerial performance and customer value by improvement of transmitting service process. Conversion of the transmitting service process can take place with deliberate changes in the organizational structure, the activation of human resources, and the preparation of a working system. From the perspective of management of public client relationships, this research attempts an analysis of customer services in the area of worker compensation and to explore the transmitting service system of the Korean Workers’ Compensation & Welfare Service (KOMWEL) following its two transformations after 2005. The aim of this study was to review the practical aspects of the transmitting service process in KOMWEL. The findings showed that the foundations of a customer-oriented service are dealing with the coordination of legal services and alternative services, policy support in the management of public-client relationships, the balance between managerial performance and customer value, and the management of customer contact in the service executive process.

국가 사회안전망 정책의 탐색

최근 사회안전망은 국가수준의 중요한 정책영역으로 이슈화되고 있다. 사회안전망은 국민의 삶을 보호하고 생활?건강 등 다양한 사회문제의 대응능력을 강화하는데 있어 주된 관점과 실천방안을 제시할 수 있다. 이와 같은 점에서 본 연구에서는 사회안전망 정책의 특성을 사회복지 및 재난관리와 연계하여 검토하고자 하였으며, 사회복지와 재난관리의 통합적 시각에서 검토해 보고자 하였다. 특히 국가의 정책체계와 구조에 기반을 둔 통합적 관점에서 사회복지와 재난관리를 연계하여 탐색함으로써 실천가능성을 제고해 보고자 하였다. 이와 같은 문제제기는 사회안전망 정책은 사회복지와 재난관리의 정책연계를 통한 효과성 제고에 있어서 중요한 시사점을 내재할 수 있기 때문이다. 사회안전망의 정책체계는 사회복지와 재난관리의 정책연계 가능성을 탐색함으로써 개인 및 집단의 생활보호와 안전체계를 동시에 추구하는 유용한 결과가 예상될 수 있다는 가정 성립이 가능하기 때문이다. The purpose is to explore the policy characteristic of social safety net between social welfare and disaster management in national level. In this study an integrated perspective was used the connectivity of national policy such as social welfare and disaster management for the social safety net. For the searching of this perspective, the study is focusing about what is the policy objective as social safety net in the integrated policy structure. And results of this study suggest several possibilities to connect social safety net in the national policy structure.

지방정부 문화정책의 관리능력과 기대효과에 관한 연구 - 도, 시ㆍ군의 지방공무원을 중심으로 -

본 연구는 지방정부의 문화정책에 대한 관리능력과 기대효과를 검토하고자 하였다. 최근 지방정부는 지역내부에 잠재화된 문화자원의 가치를 새롭게 조명하고 있고, 다양한 관점에서 문화자원의 사회적 가치를 재발견하기 위한 노력들이 증가하고 있다. 이와 같은 시점에서 K광역정부와 일부 C시ㆍH군 지방정부의 지방공무원을 대상으로 문화가치의 인식실태와 관리능력, 그리고 사회적 기대효과와의 영향력 관계가 어떻게 발생하고 있는가에 대한 실증분석을 시도하였다. 특히 지방공무원의 문화정책에 대한 관리능력을 검증한다는 점에서, 문화정책의 관리능력과 관련된 측정지표를 개발ㆍ적용하였다. 지방정부의 문화정책에 대한 관리능력은 단편적 차원에서의 전통적인 지원방식보다는 문화자원의 사회적 가치와 유용성에 토대를 둔 종합적인 관리능력이 필요할 수 있다는 인식에서 비롯되었다. 따라서 그 결과로서 지방정부의 문화정책에 대한 관리능력과 사회적 기대효과와의 관계에서 요구될 수 있는 정책적인 시사점을 발견해 보는데 의미를 두고자 하였다. The purpose of this study is to explore factors influencing to management ability and social effects of culture policy in local governments. For the empirical analysis, the local governments called K provincial, C municipal and H borough were selected and investigated using a random sampling method to public servants that were employed at the levels of the local governments. The results of analysis examine of the factors influencing culture policy, which are based on various management factors connected with the social effects. According to the result of this study, the specializing education and implementation among independent variables presented relatively a positive factor affecting social effects than different factors among local governments. Finally, the other factors of cultural policy have partly influencing to the social effects. It is considered that the cultural policy of local government is to review much desirable social effects.

인터넷을 통한 원격제어기의 임의 시간지연의 예측가능성에 대한 연구

One of the important problems which should be solved in the telecontroller control is the time delay problem. In this paper, we propose a method of solving a random time delay problem using QoS(quality of service), and we show not only how to solve an unpredictable time delay problem but also how to compute a maximum time delay that could satisfy a basic assumption of many telecontroller methods. Using our proposed method, it is find that we can offer more stable time delay in telecontroller than using TCP and UDP.

Web-패턴 Si 광다이오드의 감도특성 개선

광이 입사되는 수광면에 그물망(web)모양의 얕은 $P^{+}$ -diffusion 영역을 갖는 새로운 구조의 적색광 검출 Si pin photodiode를 제작하고 그 특성을 분석하였다. 제작된 소자의 전기.광학적 특성을 -5V의 동작전압에서 측정한 결과, 접합 커패시턴스와 암전류는 각각 4pF와 235pA로 나타났으며 670nm의 중심파장을 갖는 1.6㎼의 입사광 전력 아래에서 광신호 전류와 감도특성은 각각 0.48$\mu\textrm{A}$와 0.30A/W로 나타났다. 제작된 소자는 종래의 circular type photodiode에 비해 개선된 감도 특성을 나타내었으며 670~700nm의 파장영역에서 최대 spectral response를 보였다. 본 연구에서의 web-patterned Si photodiode는 red light optics 응용에서 디지털 신호처리시 우수한 신호분리 능력을 나타낼 것으로 기대된다. We have fabricated and evaluated a new Si pin photodiode for red light detection with the web patterned $p^{+}$ -shallow diffused region in the light absorbing area. From the measurements of electro-optical characteristics under the bias of -5V, the junction capacitance of 4pF and the dark current of 235pA were obtained. When the 1.6㎼ optical power with peak wavelength of 670nm was incident on the device, the optical signal current of 0.48$\mu\textrm{A}$ and the responsivity of 0.30A/W were obtained. The fabricated device showed the improved sensitivity compared to the conventional circular type device and the maximum spectral response in a spectrum of 670~700nm. The web-patterned Si photodiode can be expected to have the good discrimination characteristics between digital signals in the application of red light optics.
