In order to quantitatively evaluate a seawater exchange rate in Gamak Bay, the field measurements of water temperature, salinity and current have been conducted in the vicinity of the two mouths of the bay in the winter, 2010. tidal currents at the east mouth revealed phase lags between the upper and lower layers while tidal currents at the south mouth had similar directions between the upper and lower layers, although the upper velocity doubled compared to the lower one. During the observation period, water temperature ranged from 8 to 13℃(mean : 11℃), and represented no difference of water temperature between the two mouths but comparatively severe variations at the south mouth. Based on spectral analysis, water temperature and air temperature appeared to have a major period of 12 hours and 6 hours, respectively. Seawater exchange rates in terms of the salinity in Gamak Bay during 29 tidal periods turned out to be 5.05~87.83%(mean : 33.54%) at the east mouth while 7.60~87.86%(mean : 39.31%) at the south, respectively.

Eight temperate seagrass species have been previously reported in coastal waters off the Korean Peninsula. Recently, the species, Halophila, which are mainly predominant in tropical and subtropical areas, have been discovered in the southern coast of Korea for the first time. This species were identified as Halophila nipponica. H. nipponica has been distributed in a warm temperate region of Japan where is under the influence by Tushima Warm Current, and was not previously found outside the Japanese archipelago. In this study, we carried out some numerical experiments to understand the process how the spores of H. nipponica disperse under the influence of the flow in coastal waters of Korea. For this, we used the EFDC to reproduce the dispersion process of the spores in terms of a particle tracking method. The numerical results represented a clockwise circulation of the flow at ebb tide with a velocity of roughly 3 cm/s. However, the particles did not move away too far from the spores site because the flow is fairly weak. In addition, the flow patterns had no significant difference from season to season.

The devolution of the national functions with concerns of the regional quality raises the necessity of new debate, including the expansion of the existing debate, about the sovereignty of the people from the national scope to the local scope. This study aim to propose the concept, the major values of the sovereignty of residents, and the institutional limits and the reformation to secure it. First, the concept of the sovereignty of residents is to reflect the residents` intention for the regional problem. Second, the expansion of the decision making by themselves and the improvement of the credibility for the local administration are proposed as a plan to hold the sovereignty of residents. Third, the major value of sovereignty of residents is composed of the legal value and institutional value. Those values express the legal equity, the guarantee of the chance for residents`s choice, and procedural validity of the residents` participation. This study can contribute to make ideal frameworks of the local government and the decentralization with the discussion of the devolution from the national scope to regional scope.
