Integration of Geographic Information System and Air Dispersion Model

Environmental Impact Assessment (EIA) in Korea has worked toward environmental conservation and decision making since the Environmental Impact Statement of 1981. In order to implement the EIA process effectively, we have developed a system for and various methods of EIA. Among these methods, the Geographic Information System (GIS), which was introduced recently in Korea, can be used to integrate geographic and attribute data effectively. So GIS begins to increase the necessity of the application in EIA process. This study includes the integration method of the GIS and air dispersion model on the odor impact assessment of $NH_3$ emission in landfill sites. First, it computes surface values by grids using the Digital Elevation Model (DEM). Second, it presents predicted data considering topography and climate by grids. Third, it shows the overlaying analysis of the administrative map including population and odor predictive data. The results could systematically analyze impact areas, and assess residential impact by alternatives. Integration analysis of the air predictive model and GIS as a residential area assessment can support negotiations of public and proponent in EIA. 환경영향평가는 1981년 환경영향평가서가 작성된 이후로 환경보전과 의사결정용 위한 수단으로 발전해 왔다. 환경영향평가 과정을 효과적으로 실행하기 위하여 환경영향평가 제도개선과 기법개발을 하고 있으며, 최근에는 도면자료와 속성자료를 효과적으로 통합할 수 있는 지리정보체계가 도입되었다. 그리고 지리정보체계의 환경영향평가 과정에 적용을 위한 필요성이 점차적으로 증가하고 있다. 이 연구는 폐기물매립지에서 $NH_3$ 악취물질의 예측과 평가에 대하여 지리정보체계와 대기확산모델의 통합방법을 제시하는 데 있다. 첫째로 수치고도모델을 이용하여 각 그리드별 고도를 추출하고 둘째, 이 고도자료와 기후, 오염원 자료를 확산모델에 입력하고 셋째, 통 리별 인구를 포함한 행정구역도와 악취예측자료의 중첩분석 방법을 제시한다. 이 결과들은 주거지역에 대한 영향평가와 영향지역을 체계적으로 분석한 수 있고, 이러한 체계적인 분석은 사업자와 주민의 환경분쟁의 협상시 지원될 수 있다.

Environmental monitoring data is applied to EIA process such as prediction and post management. It must he collected and managed systematically for effective applying in EIA process. This article explains factors such as air quality, water quality, soil, ocean, odor, noise & vibration, ecosystem, etc. and organizations of environmental monitoring managed by Ministry of Environment.

Vegetation is an important factor in EIA (Environmental Impact Assessment) and it is assessed according to DGN (Degree of Green Naturality) in EIS (Environmental Impact Statement) preparation. But DGN has room for improvement of assessing vegetation status. This study introduced NDVI(Normalized Difference Vegetation Index) for improving status assessment method that subjects to DGN. For the application of NDVI, Landsat TM data of Chunchon on May 2, 1989 and June 1, 1994, and data of Ulsan on November 5, 1984, November 2, 1992 and May 9, 1994 were used. It compared NDVI with DGN according to season and location. The correlation coefficient value for the spring image (1994, 0.7, p=0.01) was proved to be higher than that of autumn (1984, 0.5, p=0.01).

Vegetation Index (VI) derived from remote sensing data is used to assess ecosystem factor in Environmental Impact Assessment (EIA) process. Ecosystem factor has been prepared by Degree of Green Naturality (DGN) mainly in Environmental Impact Statements. But DGN has room for improvement of assessing actual ecosystem situation. The objectives of this study are to define the relationship between field measure DGN and VI, and to develop methodologies to use VI for assessing the status and conditions of natural ecosystem. For verification of DGN and VI, 35 sites using global positioning system are selected and reviewed. Correlation coefficients of DGN and VI shows highly as 0.69. Also VI in EIA found it can be applied to assess ecosystem. It concluded that VI as well as DGN can be applied to assess ecosystem newly and largescale.

This study includes methods by which we may use the Environmental Information System. First of all, it explains building EIA factors on the natural environment, the living environment, and the socio-economic environment defined by Environmental Impact Statement regulations in Korea. This study also presents some applications of the assessment methods concerning suitability analysis of landfill sites. Finally, it shows the effectiveness of the Environmental Information System in odor impact assessment. Based on these analysis, the study makes some conclusions for the applications of the Environmental Information System.

Remote sensing begins to be applied in Environmental Impact Assessment(EIA), and it can systematically assess land use which is an important factor in EIA. This study is to predict land use change of Ulsan region and to assess impact on land use using the past and the present data of remote sensing. Also we analyzed an impact area influenced by EIA projects through the integration of remote sensing and GIS. This technique will be applied to the screening stage in FIA.

Environmental Impact Assessment(EIA) in Korea has developed as a tool for environmental conservation and decision making since Environmental Impact Statement(EIS) preparation in 1981. For effective implementation of it, we do system development and method enhancement continuously. The recently introduced GIS (Geographic Information System) can integrate geographic and attribute data, which will be applied to scoping, assessment, and alternative assessment, etc. in EIA. This study has three major components. First, it explains building of EIA factors of natural environment, living environment, and socio-economic environment of the study area defined in EIS preparation regulation. Second, the study presents applications of assessment method concerning suitability analysis of landfill site using GIS. Finaily, it shows intergration of GIS and odor impact assessment. Based on these analysis, the study makes some recommendations and conclusions.
