      • 원자력발전소 증기발생기 수위 제어에 관한 연구

        About a half of Electric power is generated by nuclear power plants in korea. So, a stable operation of nuclear power plant is very important for suppling the essential national eletric power. A S/G (Steam Generator) level control is the most difficult system in PWR(Pressurized Water Reactor) nuclear power plant. Because of the non-linear and the non-nominal response of S/G level control, it is very difficult to control the level by automatic mode or manual mode. The goal of this study is to establish and verify a advanced control alogorithm by analyzing, modeling, stability calculation, controller parameter calculation, simulation for S/G level control system. The response of a S/G level was analyzed and understood mathmatically by modeling. Some parameters of nuclear power plant were analyzed by modeling and used to simulate the S/G level control. The S/G level control system was tested and analyzed with the S/G level model, the result of the analyzing the control loop is unstable with the present control parameters. The Nyquist mapping method was used to analyze the stability of a control loop. The phase crossover frequency is calculated and applied to verify the stability of a control loop. By calculation of a control parameter which let the phase crossover point be allways in the stability region with the phase crossover frequency, the control loop applied the caulation control parameter is also stable. The S/G level control is more stable and faster by appling the feed-forward control with the calculated control parameter. The result of this study may be applied to analyze and approve the S/G level control system of the nuclear power plants.

        Case law is a bridge between theory and practice. Case law is a practical outcome of legal theory and serves as a measure to examine to what extent legal theory is applied in actual cases. At the same time, the emergence of precedents different from the existing theories is an opportunity to seek to establish a new legal theory or to enact new legislation. In particular, in the area of administrative law, which considers the rule of law as an imperative task, analyzing Korean administrative precedents is a basic work to determine the degree of administration of the law in Korea. On the other hand, in that case law is the result of legal life, it is possible to predict the direction and trend of social development in the future as well as in those days. Therefore, it is necessary to review the precedents for each year by dividing them in a timely manner and reviewing them continuously with temporal continuity, as it has its own significance. In this article, important precedents in the theory and practice of administrative law and social ramifications were selected in terms of new legal interpretations and concrete cases among the precedents sentenced during 2019, excluding precedents that follow the existing precedents as they are. The classification method of the selected precedents was based on the existing classification system of “A General Survey on Recent Cases of Administrative Law” published in a law journal called “Administative Law Journal”. As for the description method, first of all, since the court has a strong tendency to focus on concrete validity, it is decided to highlight the characteristics of individual cases as faithfully as possible by reproducing the facts as they actually existed. The contents of precedents, such as the summary of the case, the course of the lawsuit, main Issues and holdings, summary of decision and reasoning, were introduced in an appropriate manner in consideration of the weight of each of the selected precedents, and appropriate and concise explanations were provided. As for the narrative method, first of all, since the court has a strong tendency to value concrete validity, it was decided to highlight the characteristics of individual cases in as much detail as possible by faithfully reconstructing the facts as they existed. Next, considering the weight of each of the selected precedents, it was decided to introduce the contents of precedents, such as the summary of the case, the proceedings of the lawsuit, main Issues and holdings, summary of decision and reasoning in an appropriate manner, and provide appropriate and simple analysis and commentary corresponding thereto. In this way, the recent trends of the Supreme Court and Constitutional Court's precedents related to administration in 2019 were reviewed and you will find brief information on the two court’s latest decisions in major cases.

        남북한 경찰법제 통합의 과제

        이 논문은 남북한 경찰법제 통합에 있어서 제반 과제들을 사전에 면밀하게 계획적으로 검토하여 이를 장차 남북한의 통일과정은 물론 통일 후 통일국가를 안정적으로 운영함에 있어서 필수적으로 요구되는 통일경찰법제의 입법에 반영하는 것을 목적으로 한다. 독일과 달리 우리나라는 참혹한 전쟁을 겪은 분단국가라는 점에서 아직까지도 완전히 해소되지 아니한 감정적인 간격이 있다. 게다가 북한은 지구상에서 가장 폐쇄적인 사회이다. 특히 북한의 유일체제를 유지・강화하기 위한 북한의 경찰조직은 남한과 달리 비밀조직이라는 점에서 북한 경찰조직법 및 경찰작용법의 실상을 정확히 파악하기조차 어렵다. 원래 경찰법제와 관련된 경찰행정법 역시 행정법의 한 영역에 속하는 것임은 분명하다. 그러나 북한 경찰법제는 남한의 행정법의 기본원리인 법치행정 내지 법치주의 관점에서 보면 수긍하기 어려운 내용으로 구성되어 있다는 점에서 이 또한 남북한 경찰법제의 통합에 가장 큰 장애가 되고 있다. 이러한 점들을 고려하면 남북한 경찰법제의 통합은 결코 용이한 일이 아니다. 어느 나라에서든 경찰법은 국가를 지탱하는 필수적인 요소이며, 안정적인 국가운영에 있어서 초석이 되는 핵심영역이다. 제대로 통합된 경찰법제만이 통일과정이나 통일 후 국가의 안정화에 기여함은 물론이다. 따라서 현재 통일의 시기를 예상하기 어렵고 연구 여건이 충분하지 못하다고 하더라도, 언젠가 다가올 남북한 통일을 대비하기 위해서라도 반드시 남북한 경찰법의 통합을 준비할 필요는 분명히 있다고 할 것이다. 이하 본 남북한 경찰법제 통합의 과제와 관련된 구체적인 고찰내용을 소개하면 다음과 같다. 먼저 “Ⅱ. 예비적 고찰”에서는 본격적인 논의에 앞선 기초적인 고찰로서, 경찰법제 통합의 기본방향과 연구방향, 동서독 경찰법제 통합 사례, 북한경찰 관련 법제를 고찰하였다. “Ⅲ. 경찰법제 통합 준비과정상의 과제”에서는 경찰통합방안과 법제적 과제, 경찰통합을 위한 법령정비, 행정조직의 통합, 통일과정에서의 치안유지와 탈북대비 법제정비 등을 개략적으로 고찰하였다. 이어서 경찰법제 통합의 본론으로, “Ⅳ. 남북한 경찰조직법제 통합의 과제”에서는 과도기적 경찰기관의 설치, 자치경찰제의 도입, 경찰조직의 임무와 경찰인사법제의 통합을 고찰하였고, “Ⅴ. 남북한 경찰작용법제 통합의 과제”에서는 잠정적인 경찰작용법의 제정, 개별 경찰작용법제 통합으로서 통합경찰작용기본법의 제정 그리고 형사소송법, 행정처벌법 및 행정질서벌 관련 규정들의 통합을 각각 검토하였다. 결론적으로 보면, 남북한 경찰법제에 관한 연구는 부족하고 그것도 주로 경찰행정학에서의 경찰행정조직과 관련된 연구를 하여 왔다고 할 수 있으므로, 앞으로는 행정법적인 관점에서 경찰행정작용법에 보다 더 중점을 두고 남한의 경찰관직무집행법에 대응하는 북한의 인민보안단속법을 비롯한 북한의 행정처벌법, 형사소송법, 소방법 등에 관하여 보다 많은 관심을 기울여야 할 것이다. 또한 국・내외 문제를 효율적으로 대처하기 위해서는 여・야를 떠나 일관성을 유지할 수 있는 초당적인 통일정책에 관한 국민적 합의를 도출해 내는 것이 급선무라고 할 것이다. This paper has the purpose to closely and deliberately review various legislative issues on the integration of the police laws between South and North Korea in advance and to reflect them on the legislation of the Unified Police Law, which will be indispensably required for the future unification process as well as for the stable operation of a unified state after the unification of the two Koreas. Unlike Germany, two Koreas have an emotional gap that has not yet been completely resolved in that they, as divided countries, have been technically in a state of war even after the devastating 1950-53 Korean War. Furthermore, North Korea is the most closed society on earth. In particular, it is difficult to accurately grasp the reality of the police organization and action law of North Korea in that the police organizantion of North Korea has been valued as a secret organization unlike South Korea, which has been always made by the intent to maintain and strengthen the monolithic system of North Korea. It is clear that police administrative law originally belongs to an area of administrative law. However, from the viewpoint of the general principles of administrative law or rule of law, the police acts of North Korea have been composed of the unacceptable contents. This problem is the biggest obstacle to the integration of the police laws of two Koreas. Considering all these facts, it is very difficult to expect to achieve the integration of the police laws of two Koreas. In any country, the police law is a vital element that supports and sustains the state and a core area that is the cornerstone of stable operation of the state. Of course, only a properly unified and integrated police law can contribute to the unification process of two states as well as the stabilization of the unified state. Therefore, even if the time schedule of unification cannot be easily predicted now and the environment to research the police law of North Korea is not sufficient, it can be said to be clearly necessary to prepare for the integration of the police laws at least in preparation for the unification of two Koreas. Hereinafter, concrete contents of contemplation related to legislative tasks for the integration of the police laws of two Koreas are introduced as follows. First of all, the “Ⅱ. Preliminary Considerations” outlined the basic and research direction of the integration of police laws, the integration case of Germany, and the police law of North Korea. “Ⅲ. The legislative Issues of Preparation for Integration of Police Law Systems” summarized such as police integration plan, legislative preparation for police integration, and security maintenance and public order especially in the process of unification. As the main issues of the integration of police laws, “Ⅳ. Legislative Issues of Integration of Police Organization Laws of two Koreas” was to consider the installation of transitional police organization, the introduction of local autonomous police system, the integration of police duties and police personnel system, and “Ⅴ. Legislative Issues of Integrating of the Police Action Law of Two Koreas” reviewed the enactment of the framework act on a basic police action as an integrated police action act of the unified state, and analyzed the integration of criminal procedure act, administrative punishment act, act on regulation of violations of public order, etc. respectively. In conclusion, it can be said that the studies on police laws of two Koreas are insufficient and that even the studies conducted thus far have been related to the systems of the police administrative “organization” in the science of public administration.         고전력 전송을 위한 다중 모드 원형 혼 안테나에 관한 연구

        본 논문에서는 고전력을 전송하기 위한 시스템에 사용되는 혼 안테나에 요구되는 특성을 연구하고 그에 따라 여러 혼 안테나의 특성을 비교, 분석하였으며, 최종적으로 다중 모드를 사용하는 원형 혼 안테나를 제안하였다. 고전력 전송 시스템에서는 전력 전송 효율이 매우 중요하며, 이를 위해 반사판 급전 혼 안테나로서 원형의 대칭 적인 방사패턴이 필요하며, 전력 누수와 간섭을 줄이기 위해 부엽이 억제되어야 한다. 뿐만 아니라 다중 모드를 사용함으로써, 혼 안테나의 전체적인 길이를 줄일 수 있고, 반사판 안테나의 형태, 방향에 따라 혼 안테나의 방사 패턴을 자유로이 조절할 수 있다. 또한 제작을 통해 이를 확인하였다. In this paper, the characteristics of the horn antenna for the high power transfertation system is stuided and several kinds of a horn antenna are compared and finally a conical hem antenna using multi-mode is proposed. In the high power system, the efficiency of power transfer is very important. Therefore the feeding hem of a reflector must have a circular symmetric radiation pattern. And the side lobe must be suppressed to reduce a spillover power loss and interference. By using multi-mode in a circular hem antenna, the whole length can be shorter and the radiation pattern can be adjusted according to the shape and direction of a reflector. This is confirmed by the experiments.
