독도의 지형도는 국가와 기관들에 의해 제작되었다. 1952년부터 2006년까지 한국 산악회, 국가기관(해군 수로국, 국립 건설 연구소, 국립 지리원 1, 2차, 수로국,국토지리정보원,국립해양조사원), 일본 국토지리원의 독도 측량과 지도 제작이 이루어졌다. 이는 기준점을 측량, 항공사진촬영 등을 바탕으로 1:25,000, 1:50,000 축척의 지도로 제작되었다. 우리나라의 1:25,000 독도 지형도는 비교적 부정확하게 표현된 반면, 일본의 1:25,000 독도 지형도는 비교적 독도의 형태를 적절하게 표현해냈다. Topographical maps of Dokdo are made by government and some state organs. From 1952 to 2006, it had measured Dokdo and made map by Korea Alpine Club, some state organs; the department of navy watercourse, national building lab, national department of geographyⅠandⅡ, department of watercourse, department of territory geography information, department of national navy examination and national department of geography in Japan. These were produced on 1 scale of 25,000 and 1 scale of 1:50,000 by measuring a datum point and aerial photograph. Japan's topographical maps of Dokdo(1:25,000) are represented exactly more than Koreaʼs.

This research aimed at analyzing the theory of movement of Jeong, inbo and Dong-A Ilbo from 1920s to early and mid 1930, checking the agreement between the two, and investigating the development of Jeong, inbo's 'Joseonhak'(Joseon studies) movement therein. It was determined that Dong-A Ilbo and Jeong, inbo formed a steady bond of sympathy on national movement. That could be found in the fact that both of them asserted the development of independent national culture as an urgent problem of national movement, which took Joseon as the unit. In the point that the selected urgent problem was the development of independent national culture based on the same ideological foundation, nationalism, agreement of the two existed. Therefore, Jeong, inbo, who began to make relationship with Dong-A Ilbo from 1924, at the latest, clarified his political opinion through Dong-A Ilbo, as well, utilized it as the major stage of developing Joseonhak movement of 1930s. Jeong, inbo's study on Joseonhak was progressed by being interconnected with national culture enhancement planning of Dong-A Ilbo. Jeong, inbo serially published a bibliographical introduction of a classical work of Joseon in Dong-A Ilbo, and asserted historic place preservation such as Admiral Yi Sun-sin enhancement project, etc. by receiving Song, jinwoo's advice. Also, he serially published "Yangmyunghak-yeonron" in Dong-A Ilbo, one of his major achievement in 66 installments. In Dasan commemoration business, the opportunity of regular Joseon studies movement, Jeong, inbo published editorial and thesis in Dong-A Ilbo and conducted commemorative lecture. 'Eol-sagwan'(historical view by national spirit), peak of Jeong, inbo's Joseon studies research, was also published in Dong-A Ilbo. This way, Jeong, inbo's Joseon studies research was developed through the medium, Dong-A Ilbo. This proved that his Joseonhak movement was developed by being mutually closely interlocked with cultural movement theory of Dong-A Ilbo, accordingly, it is not valid to divide the two into compromise and non-compromise, or left/right nationalism.

이 논문은 남북한 경찰법제 통합에 있어서 제반 과제들을 사전에 면밀하게 계획적으로 검토하여 이를 장차 남북한의 통일과정은 물론 통일 후 통일국가를 안정적으로 운영함에 있어서 필수적으로 요구되는 통일경찰법제의 입법에 반영하는 것을 목적으로 한다. 독일과 달리 우리나라는 참혹한 전쟁을 겪은 분단국가라는 점에서 아직까지도 완전히 해소되지 아니한 감정적인 간격이 있다. 게다가 북한은 지구상에서 가장 폐쇄적인 사회이다. 특히 북한의 유일체제를 유지・강화하기 위한 북한의 경찰조직은 남한과 달리 비밀조직이라는 점에서 북한 경찰조직법 및 경찰작용법의 실상을 정확히 파악하기조차 어렵다. 원래 경찰법제와 관련된 경찰행정법 역시 행정법의 한 영역에 속하는 것임은 분명하다. 그러나 북한 경찰법제는 남한의 행정법의 기본원리인 법치행정 내지 법치주의 관점에서 보면 수긍하기 어려운 내용으로 구성되어 있다는 점에서 이 또한 남북한 경찰법제의 통합에 가장 큰 장애가 되고 있다. 이러한 점들을 고려하면 남북한 경찰법제의 통합은 결코 용이한 일이 아니다. 어느 나라에서든 경찰법은 국가를 지탱하는 필수적인 요소이며, 안정적인 국가운영에 있어서 초석이 되는 핵심영역이다. 제대로 통합된 경찰법제만이 통일과정이나 통일 후 국가의 안정화에 기여함은 물론이다. 따라서 현재 통일의 시기를 예상하기 어렵고 연구 여건이 충분하지 못하다고 하더라도, 언젠가 다가올 남북한 통일을 대비하기 위해서라도 반드시 남북한 경찰법의 통합을 준비할 필요는 분명히 있다고 할 것이다. 이하 본 남북한 경찰법제 통합의 과제와 관련된 구체적인 고찰내용을 소개하면 다음과 같다. 먼저 “Ⅱ. 예비적 고찰”에서는 본격적인 논의에 앞선 기초적인 고찰로서, 경찰법제 통합의 기본방향과 연구방향, 동서독 경찰법제 통합 사례, 북한경찰 관련 법제를 고찰하였다. “Ⅲ. 경찰법제 통합 준비과정상의 과제”에서는 경찰통합방안과 법제적 과제, 경찰통합을 위한 법령정비, 행정조직의 통합, 통일과정에서의 치안유지와 탈북대비 법제정비 등을 개략적으로 고찰하였다. 이어서 경찰법제 통합의 본론으로, “Ⅳ. 남북한 경찰조직법제 통합의 과제”에서는 과도기적 경찰기관의 설치, 자치경찰제의 도입, 경찰조직의 임무와 경찰인사법제의 통합을 고찰하였고, “Ⅴ. 남북한 경찰작용법제 통합의 과제”에서는 잠정적인 경찰작용법의 제정, 개별 경찰작용법제 통합으로서 통합경찰작용기본법의 제정 그리고 형사소송법, 행정처벌법 및 행정질서벌 관련 규정들의 통합을 각각 검토하였다. 결론적으로 보면, 남북한 경찰법제에 관한 연구는 부족하고 그것도 주로 경찰행정학에서의 경찰행정조직과 관련된 연구를 하여 왔다고 할 수 있으므로, 앞으로는 행정법적인 관점에서 경찰행정작용법에 보다 더 중점을 두고 남한의 경찰관직무집행법에 대응하는 북한의 인민보안단속법을 비롯한 북한의 행정처벌법, 형사소송법, 소방법 등에 관하여 보다 많은 관심을 기울여야 할 것이다. 또한 국・내외 문제를 효율적으로 대처하기 위해서는 여・야를 떠나 일관성을 유지할 수 있는 초당적인 통일정책에 관한 국민적 합의를 도출해 내는 것이 급선무라고 할 것이다. This paper has the purpose to closely and deliberately review various legislative issues on the integration of the police laws between South and North Korea in advance and to reflect them on the legislation of the Unified Police Law, which will be indispensably required for the future unification process as well as for the stable operation of a unified state after the unification of the two Koreas. Unlike Germany, two Koreas have an emotional gap that has not yet been completely resolved in that they, as divided countries, have been technically in a state of war even after the devastating 1950-53 Korean War. Furthermore, North Korea is the most closed society on earth. In particular, it is difficult to accurately grasp the reality of the police organization and action law of North Korea in that the police organizantion of North Korea has been valued as a secret organization unlike South Korea, which has been always made by the intent to maintain and strengthen the monolithic system of North Korea. It is clear that police administrative law originally belongs to an area of administrative law. However, from the viewpoint of the general principles of administrative law or rule of law, the police acts of North Korea have been composed of the unacceptable contents. This problem is the biggest obstacle to the integration of the police laws of two Koreas. Considering all these facts, it is very difficult to expect to achieve the integration of the police laws of two Koreas. In any country, the police law is a vital element that supports and sustains the state and a core area that is the cornerstone of stable operation of the state. Of course, only a properly unified and integrated police law can contribute to the unification process of two states as well as the stabilization of the unified state. Therefore, even if the time schedule of unification cannot be easily predicted now and the environment to research the police law of North Korea is not sufficient, it can be said to be clearly necessary to prepare for the integration of the police laws at least in preparation for the unification of two Koreas. Hereinafter, concrete contents of contemplation related to legislative tasks for the integration of the police laws of two Koreas are introduced as follows. First of all, the “Ⅱ. Preliminary Considerations” outlined the basic and research direction of the integration of police laws, the integration case of Germany, and the police law of North Korea. “Ⅲ. The legislative Issues of Preparation for Integration of Police Law Systems” summarized such as police integration plan, legislative preparation for police integration, and security maintenance and public order especially in the process of unification. As the main issues of the integration of police laws, “Ⅳ. Legislative Issues of Integration of Police Organization Laws of two Koreas” was to consider the installation of transitional police organization, the introduction of local autonomous police system, the integration of police duties and police personnel system, and “Ⅴ. Legislative Issues of Integrating of the Police Action Law of Two Koreas” reviewed the enactment of the framework act on a basic police action as an integrated police action act of the unified state, and analyzed the integration of criminal procedure act, administrative punishment act, act on regulation of violations of public order, etc. respectively. In conclusion, it can be said that the studies on police laws of two Koreas are insufficient and that even the studies conducted thus far have been related to the systems of the police administrative “organization” in the science of public administration. Therefore, from the viewpoint of administrative Law, more attention should be placed on the police administrative “action acts” of North Korea that correspond to “Act on the Performance of Duties by Police Officers” of South Korea, as well as “Act on the Regulation of Vi...
