본 논문은 우리나라 임도사업의 법적, 제도적 기틀을 위한 기초자료를 제공하기 위하여 임 도사업의 경험이 축적된 일본의 민유림 임도사업에 대한 정비방침, 보조체계, 사업체계 및 관련법규에 대하여 자료를 정리·고찰하였다. 그 결과, 일본의 민유림 임도사업은 다양한 시 대적 요청에 따라 법적·제도적 기틀을 마련하여 실행하므로서 효율적인 임업경영의 전개, 삼림의 적정한 유지관리, 산촌지역의 진흥 및 생활환경 등에 일익을 담당하고 있다. Japan is considered to have accumulated much experience of the maintenance, financial support. construction, and related law system of non-national forest road. These data were collected and reviewed to provide the basis of the legal and institutional framework for the forest road construction of Korea. The results show that the non-national forest road plays a key role in the development and enhancement of rural areas' surroundings as its legal and institutional systems are brought to effect and meet the period's requires.

To evaluate forestry machine design with improved ride, it is required to determine ride limiting operating speeds and to test in that speed. This study is designed to collect information on ride vibrations and to discuss their criteria having relevance to forestry machines through the reviewed and measured data. Tested tracked mini-forwarder operates a wide range of absorbed power levels, from 1.67 watt to 8.19 watts in working cycle. These estimated absorbed power levels indicate that working forestry machine reaches the ride limiting condition represented by the 6-watt level of absorbed power. Currently, although the useful criteria such as VDI 2057, ISO 2631, and BS 6841 have been used to assess vibration exposure, little information is available on how to use them in determining ride limiting speed of off-road vehicle like forestry machine. However, the 6-watt level of absorbed power criterion would be more useful to determine the ride limiting speed, because absorbed power criterion is a crude representation of the operators` vehicle control response to ride vibration. Therefore, although there still exist many deficiencies. absorbed power criterion would be pertinent criterion for the ride quality evaluation of forestry machines along with other standards.
임업기계의 동특성 시뮬레이션을 위한 임지 및 임도로면 조도의 해석

To analyze ride quality and predict dynamic characteristics of forestry vehicles, the roughness of forest ground such as forest road, strip road, and forest floor was measured and analyzed. The power spectral density functions of roughness of forest grounds for forestry vehicles were determined by use of an accelerometer mounted on a towed the fifth wheel of which the transfer function had previously been known. The measured PSD(power spectral density) functions of forest grounds were compared with roughness constant K. The results show that the measured PSD functions of forest ground were different by surface conditions. Therefore, the proposed measurement and analysis method is suitable to estimate or classify the forest ground for dynamic simulation of forestry vehicles and will be utilized as a maintenance tool fores road.
