Decommissioning plan of nuclear facilities require the radiological characterizations and the establishment of a decommissioning process that can ensure the safety and efficiency of the decommissioning workers. By utilizing the rapidly developed ICT technology, we have developed a technology that can acquire, analyze, and deliver information from the decommissioning work area to ensure the safety of decommissioning workers, optimize the decommissioning process, and actively respond to various decommissioning situations. The established a surveillance system that monitors nuclide inventory and radiation dose distribution at dismantling work area in real time and wireless transmits data for evaluation. Developed an evaluation program based on an evaluation model for optimizing the dismantling process by linking real-time measurement information. We developed a technology that can detect the location of dismantling workers in real time using stereovision cameras and artificial intelligence technology. The developed technology can be used for safety evaluation of dismantling workers and process optimization evaluation by linking the radionuclides inventory and dose distribution in dismantling work space of decommissioning nuclear power plant in the future.

An instrument was developed for the simultaneous determination of gas- and aerosol-phase nitrous acid (HONO). Gaseous HONO (HONO(g)) was sampled by a diffusion scrubber and particulate nitrite (NO2 −(p)) was collected by a particle growth chamber. The collected samples were analyzed in time-sharing manner, based on the peroxynitrite-induced luminol chemiluminescence. The automated system was found to be sensitive with 13 pptv of detection limit, fast with 4 min. of sampling frequency, and simple and affordable to construct and operate. The system was optimized by adjusting the experimental parameters. The system was applied to the field measurement of gas- and particle-phase HONO during the springtime of 2004 in Gwangju, South Korea. HONO(g) concentrations varied diurnally from 200 pptv around 3 P.M. to 800 pptv at 5 A.M. The variation of NO2 −(p) was not significant with the maximum of 240 pptv at 11 P.M. and the minimum of 170 pptv at 4 P.M., not displaying distinct characteristics.
Multi-user Fair Scheduling in the Downlink of CDMA Packet Systems

<P>A fair scheduling algorithm is proposed to improve the system throughput while maintaining the fairness in the downlink of a code-division multiple access (CDMA) system employing AMC and multicodes. R. Kwan and C. Leung suggested an optimal scheduling to maximize the total throughput based on simultaneous transmissions strategy. In this letter, we extend the optimal scheduling so that some degree of fairness can be maintained. We formulate a mixed-integer nonlinear programming problem to assign the radio resources such as the transmit power and codes to several users effectively. The result shows that the proposed algorithm provides a significant throughput gain over PF scheduling with one-by-one transmission at the same level of fairness</P>

Superconducting properties of thin film MgB2 superconductors irradiated with 45 MeV ${\alpha}$-particle beam were studied. After the irradiation, enhancement of the critical current density and pinning force was observed, scaling close to strong pinning formula. Double logarithmic plots of the maximum pinning force density with irreversible magnetic field show a power law behavior close to carbon-doped MgB2 film or polycrystals. Variation of normalized pinning force density in the reduced magnetic field suggests scaling formulas for strong pinning mechanism like planar defects. We also observed a rapid decay of critical current density as the vortex lattice constant decreases, due to the strong interaction between vortices and increasing magnetic field.

<P>As construction projects become larger and more diversified, various factors such as time, cost, quality, environment, and safety that need to be considered make it very difficult to make the final decision. This study was conducted to develop an integrated Multi-Objective Optimization (iMOO) model that provides the optimal solution set based on the concept of the Pareto front, through the following six steps: (1) problem statement; (2) definition of the optimization objectives; (3) establishment of the data structure; (4) standardization of the optimization objectives; (5) definition of the fitness function; and (6) introduction of the genetic algorithm. To evaluate the robustness and reliability of the proposed iMOO model, a case study on the construction time-cost trade-off problem was analyzed in terms of effectiveness and efficiency. The results of this study can be used: (1) to assess more than two optimization objectives, such as the initial investment cost, operation and maintenance cost, and CO2 emission trading cost; (2) to take advantage of the weights as the real meanings; (3) to evaluate the four types of fitness functions; and (4) to expand into other areas such as the indoor air quality, materials, and energy use.</P>
