        공개공지의 지속 가능한 활성화를 위한 운영체계 분석 - 뉴욕 공개공지 운영사례를 중심으로 -

        (Background and Purpose) Currently, public notice areas in Seoul are shifting towards managing and revitalizing existing spaces rather than installing new ones. This research emphasizes the need for an operational system that goes beyond simple inspections and enforcement, and considers various aspects of the maintenance and operation of privately owned public spaces. Privately owned public spaces are designated and installed through legal and regulatory frameworks to provide citizens with a pleasant urban environment. This study analyzed the operational system of public notice areas in New York, and examined cases based on the operational system to determine differences and implications for Seoul's privately owned public spaces. This study aimed to enhance the qualitative basis and purpose for creating Seoul's privately owned public spaces through systematic and efficient maintenance and operation, as identified through a comparative analysis of operational systems. (Method) A literature review identified specialized institutions in Seoul and New York, and areas that affect the operation of privately owned public spaces, such as operating entities, maintenance methods, and communication method; further, the overall operating system was analyzed. Subsequently, the results of the operating system of privately owned public spaces were identified through a case analysis according to the operating system of each city's privately owned public space. (Results) New York's privately owned public space operating system has no overlapping roles, and each operating entity is divided individually into a horizontal structure. Diversity and effective communication are implemented through participation in audits and non-profit organizations. The Seoul Metropolitan Government's operating system has a vertical structure that plays a duplicate role, making it difficult for the Ministry of Land, Infrastructure and Transport; the Seoul Metropolitan Government; and district-level local governments to collaborate; confusion is caused by the lack of participation of auditors and non-profit organizations and the lack of unity of each district office. It was impossible to compare New York and Seoul equally because the content of civic communication related to the privately owned public space of the Seoul Metropolitan Government was limited to information disclosure. (Conclusion) These results led to the conclusion that New York is evaluated as an operating system with diversity and effective communication, while Seoul needs to unify its different privately owned public space operating systems for each local government, expand the scope of information disclosure, structurally improve the operating system, and introduce standardized processes.

        The development of ICT brings the change in daily life and the digitized data are increasing in usage. The combination between GPS and internet results in extensive diffusion of space related information by way of smartphone, sensor and SNS. Jeju Island is only one special self-governing province in Republic of Korea and deserves to be proud of the unique culture, having those designated Intangible Cultural Heritage from UNESCO such as Culture of Jeju Haenyeo or Women Divers and Jeju Chilmeoridang Yeongdeunggut or Exorcism of Praying big Catch. In this paper, I suggest how to preserve fadable tradition economically and technically and expect to develop Haenyeo fitted portable sensors and IoT platform.

        신중년 사회공헌활동 지원사업의 실태와 쟁점 : 사업관계자를 대상으로 한 실증적 고찰

        본 연구의 목적은 신중년 사회공헌활동 지원사업의 실태와 주요 쟁점을 실증적으로 파악하고, 사업의 중장기적인 발전을 위한 시사점을 도출하는 것이다. 이를 위해 본 연구는 지방자치단체의 사업 담당 공무원과 사업수행 민간기관 실무자들을 대상으로 FGI와 설문조사를 실시하였다. 연구결과, 신중년 사회공헌활동 지원사업에 대한 현장 사업관계자들의 평가는 전반적으로 긍정적이며 그 필요성 또한 높게 평가되고 있는 것으로 나타났으나, 사업 내용과 운영방식에 있어서 몇 가지 개선해야 부분이 존재하는 것으로 확인되었다. 이러한 연구결과에 근거하여 본 연구진은 사업의 중장기적 발전을 위한 다음과 같은 개선방안을 제시한다. 우선적으로 신중년 사회공헌활동 지원사업 수행 단위의 다양화와 상시 수요 발굴체계를 구축할 필요가 있다. 또한 신중년을 대상으로 한 재취ㆍ창업 일자리 사업으로서의 사업 성격을 강화할 필요가 있다. The purpose of this study is to empirically understand the current status and major issues of the Social Contribution Activity Support Program for the New Middle Aged, and to derive strategies for the improvement of the program. For this purpose, the researchers conducted FGI and surveys targeting public officials of local governments and program managers in private organizations who were in charge of implementing the program at local level. The FGI and survey results showed that in general the study participants valued the program, and the necessity of the program were widely shared by them. However, it was also found that the program operators pointed out many common aspects of the program that needed to be changed. From the study findings, the researchers drew a few strategies to improve the program. First of all, it is necessary to diversify the program implementing entities and establish an effective system to identify new demand of the middle aged for the program. Also the central government must provide a clear future guideline for the program which at present serves at lease two different and modestly conflicting goals.

        Although the mirror has been used for a long time primarily for personal purposes, such as adornment by reflecting feature of mirror, it can also be used to expand from its legacy function to safety and lots of unpredictable applications. However, the mirror can be used as an information or investigation base, it is subject to human beings in the private region, objects and private purpose in the public and industrial fields. This paper suggests the wide usage of mirror equipped with smart technology, considering current Korea domestic regulation by law.

      • Estimating Scene-Oriented Pseudo Depth With Pictorial Depth Cues

        <P>Estimating depth information from a single image has recently attracted great attention in 3D-TV applications, such as 2D-to-3D conversion owing to an insufficient supply of 3-D contents. In this paper, we present a new framework for estimating depth from a single image via scene classification techniques. Our goal is to produce perceptually reasonable depth for human viewers; we refer to this as pesudo depth estimation. Since the human visual system highly relies on structural information and salient objects in understanding scenes, we propose a framework that combines two depth maps: initial pseudo depth map (PDM) and focus depth map. We use machine learning based scene classification to classify the image into one of two classes, namely, object-view and non-object-view. The initial PDM is estimated by segmenting salient objects (in the case of object-view) and by analyzing scene structures (in the case of non-object-view). The focus blur is locally measured to improve the initial PDM. Two depth maps are combined, and a simple filtering method is employed to generate the final PDM. Simulation results show that the proposed method outperforms other state-of-the-art approaches for depth estimation in 2D-to-3D conversion, both quantitatively and qualitatively. Furthermore, we discuss how the proposed method can effectively be extended to image sequences by employing depth propagation techniques.</P>

        Transcutaneous application of ultrasound enhances the effects of finasteride in a murine model of androgenic alopecia

        Purpose: The purpose of this study was to evaluate if transcutaneous application of low-intensity ultrasound can locally enhance the effects of finasteride on hair growth in a murine model of androgenic alopecia (AA).Methods: AA mice (injected twice per week with testosterone enanthate, n=11), under daily oral administration of finasteride, received 1-MHz ultrasound for 1 hour at the unilateral thigh area five times per week for 5 weeks. Non-thermal and non-cavitational ultrasound was delivered in a pulsed manner (55-ms pulse duration with a repetition frequency of 4 Hz). Skin temperature was measured during sonication, and the measurements were validated with numerical simulations of sonication-induced tissue temperature changes. Hair growth was assessed both photographically and histologically.Results: We found more hair growth on the sonicated thigh area than on the unsonicated thigh, beginning from week 3 through the end of the experiment. Histological analyses showed that the number of hair follicles doubled in the skin sections that received sonication compared to the unsonicated zone, with thicker follicular diameter and skin. An over five-fold increase was also observed in the anagen/telogen ratio in the sonicated area, suggesting an enhanced anagen phase. Skin temperature was unaltered by the administered sonication.Conclusion: The findings of the present study suggest that pulsed application of ultrasound promotes hair growth, potentially by disrupting the binding of albumin to finasteride. This may suggest further applications to enhance the pharmacological effects of other relevant drugs exhibiting high plasma protein binding.
