        현대의 정보기술 분야의 발달은 호텔뿐만 아니라 모든 기업들에게 기업경영의 효율성 증대와 더불어 고객서비스를 향상시켰고, 직원의 만족도와 함께 수익에도 영향을 미치고 있는 것으로 인식되어지고 있으며, 인터넷의 대중화 시대가 도래함과 동시에 IT(Information Technology)의 도입이 기업경영에 있어서 필수적인 요건으로 인식되고 있다. 경영정보시스템은 조직의 운영을 위해 과거와 현재 그리고 예상되는 다가올 상황에 대한 미래의 정보를 제공하기 위해 체계화된 방법으로 조직의 의사결정자에게 적합한 시기에 필요한 정보를 제공해 줌으로써 경영자의 유형과 특성에 맞도록 생산성을 향상시키기 위한 합리적인 통합방법으로 다양한 방법을 동원해 자료를 정보로 변화시키는 포괄적으로 조직된 하위정보시스템의 집합체이다. 기업은 전략적 목표 달성을 위해 정보시스템을 활용하고 있으며 이 정보시스템은 개별적인 업무 프로세스를 향상시킴과 더불어 각 부서 간, 그리고 기업 간의 경계를 넘어 통합을 가능케 한다고 할 수 있으며, 정보시스템을 활용함에 있어 중요하게 다뤄지는 분야는 원가절감을 위한 다양한 분석으로 경영효율화 이끌어 내는 것에 있다. 호텔정보시스템의 도입 후, 고객이 느끼는 서비스의 질과 만족도에 미치는 영향 그리고 직원의 편의성과 업무를 수행함에 신속성과 생산성 등에 미치는 영향은 선행연구들로 다양하게 진행되었음에도 경영자를 포함한 실무 종사원들은 호텔정보시스템에 만족을 하지 못 하고 있는 실정이다. 본 연구에서는 선행 연구에서 진행한 호텔정보화시스템의 이론을 참고하여 시스템, 정보, 서비스 항목으로 세분화 시켜 품질측정에 척도로 사용한 호텔정보화시스템의 품질이 사용자의 만족도에 미치는 영향을 살펴보고 나아가 선행연구들의 한계점에서 자주 거론되어진 개인적 특성 중 업무성과와 깊게 연관되어 있는 자기효능감과 컴퓨터 자기효능감(Computer Self-Efficacy:CSE)이 높고 낮음에 따라 이용자별 최종 만족도가 어떻게 변화하는지를 규명함으로써 호텔정보시스템을 활용함에 중요하게 다뤄져야할 시사점들을 제시하고자 한다. 본 연구는 한국관광 호텔업 협회에 등록되어있으며 현재 숙박업으로 등록된 호텔 중 호텔정보시스템을 운용하는 3성급 이상의 호텔종사원을 대상으로 200부 배포되었으며 이중 200부가 회수 되었고, 그 중 인지여부 질문에 충족되지 않았거나 불성실한 응답들을 제외하고 총 184부가 분석에 사용되었다. 자료 분석은 사회 과학 분야에서 많이 활용되는 SPSS V25.0 통계패키지를 이용하였다. 표본의 일반적인 특성들을 검증하기 위해 빈도분석을 실시하였고, 가설을 검증하기에 앞서 탐색적 요인분석과 신뢰도 분석을 실행하여 타당성과 신뢰성을 검증하였다. 시스템 품질, 정보 품질, 서비스 품질로 나눈 호텔정보시스템의 하위요인 3가지 품질이 이용자 만족도에 미치는 영향을 검증하기 위해 다중회귀분석을 실시하였으며, 위계적 회귀분석을 실시하여 독립변수인 호텔정보시스템의 하위 품질요인이 종속변수인 이용자 만족도에 미치는 영향관계에서 자기효능감과 CSE의 조절효과를 검증하였다. 분석결과, 호텔정보시스템의 품질과 이용자 만족도와의 관계에서 품질의 하위 요인 중 서비스 품질을 제외한 시스템 품질과 정보 품질은 이용자 만족에 정(+)의 영향을 주는 것으로 나타났다. 호텔정보시스템 하위 품질 요인이 이용자 만족도에 미치는 영향관계에서 자기효능감과 CSE의 조절효과를 검증한 결과, 자기효능감과 CSE는 모두 각각의 품질 요인이 이용자 만족도에 미치는 영향관계에서 조절효과를 갖는 것으로 나타났다. 이러한 결과를 바탕으로 호텔정보시스템을 도입하여 운영함에 이용자 만족도를 위해 고려되어야 할 부분들의 시사점을 제시하는데 의의가 있다. The development of modern information technology has improved the efficiency of corporate management and improved customer service for not only hotels but all companies. It has also impacted profits as well as affected the satisfaction of employees. With the growing popularisation of the Internet, the introduction of information technology (IT) is being recognised as an essential requirement in corporate management. A management information system is a systemised method of providing information about the past, present, and expected future situations for the operation of an organisation. It is a rational integration method of improving productivity to suit the type and characteristics of the manager , providing organisational decision makers with the information they need at appropriate times. It is also a collection of comprehensively organised sub-information systems that transform data into information by utilising various methods. Companies are using information systems to achieve strategic goals. Information systems improve individual work processes and enable integration between departments as well as between companies across boundaries. An important area in the use of information systems is the improvement of management efficiency through various analyses to reduce costs. Although prior studies have examined the impact of the quality of the hotel information system on user satisfaction, employee convenience, and the promptness and productivity of work, employees working at practical levels and managers in the field are not satisfied with the hotel information system. This study examines the impact of the quality of the hotel information system on user satisfaction with reference to the theory of the hotel information system in prior studies. The quality of the hotel information system was used as a measure for quality measurement by subdividing it into system, information, and service items. Furthermore, this study also examines how the final satisfaction of each user changes according to the level (i.e. high or low) of self-efficacy and computer self-efficact (CSE) , which are deeply related to work performance, and are among the personal characteristics frequently discussed as the limitations of prior studies. Therefore, this paper presents important implications that should be dealt with in utilising the hotel information system. In total, 200 copies of the survey were distributed to hotel employees of 3-star hotels or higher , which are currently catalogued as a lodging business, registered with the Korea Tourism Hotel Association, and use a hotel information system. Of the 200 surveys that were recovered, a total of 184 surveys were used for analysis, excluding inappropriate or insincere responses. The SPSS V25.0 statistical package, which is a widely used statistical package in the field of social science, was used for data analysis. A frequency analysis was performed to verify the general characteristics of the sample. Prior to hypothesis testing, exploratory factor analysis and reliability analysis were also performed to verify validity and reliability. Multiple regression analysis was conducted to verify the effects of the three sub-factors of the hotel information system, i.e. system quality, information quality, and service quality, on user satisfaction. A hierarchical regression analysis was performed to verify the moderating effect of self-efficacy and CSE in the relationship between user satisfaction (dependent variable) and the sub-factors of quality of the hotel information system (independent variables). As a result of the analysis, it was found that system quality and information quality had a positive (+) effect on user satisfaction among the sub-factors of quality in the relationship between user satisfaction and the quality of the hotel information system. According to the examination of the moderating effect of self-efficacy and CSE in the relationship between user satisfaction and sub-factors of quality of the hotel information system, it was found that both self-efficacy and CSE were found to have a moderating effect in the relationship between user satisfaction and each sub-quality factor. Based on these results, this study is significant in that it presents the implications of areas to be considered for user satisfaction with regard to the introduction and operation of the hotel information system.

        Our society is often referred to as an information society. The rapid growth of information society has changed human's life in quality and quantity, but it also has the reverse function. One of the reverse function is the infringement of the personal information. Recently, the fact of the spill of the personal information of the million of people is very serious problem. The possibility of infringement personal information and privacy increases not only at the state level but the corporation and interpersonal basis. It is also true that the liberal democratic system which is based on the human dignity and rights is endangered when personal information can not be protected according to his will. There since the late 19th century, the need to protect of privacy has been proposed. In the 1960s, the protection of privacy has been accepted as a constitutional rights after the case of 'right ti be alone' by Judge Cooley. Since then, as affected by the U.S., the rights of privacy has been authorized as a constitutional rights in the Germany, the Japan, and the Korea. At the outset, the concept of privacy was considered as traditional and passive one, but, as possibility of leak-out and its illegal usage increase, it has extended to the 'information privacy', as a broad concept, which means one should decide the usage of his own information. As a modern and active concept, 'information privacy' is defined as one's rights to control of the information flow related to him, which can also be called as the right to control of personal information, the right to management and control of personal information, or the right to decision to information. However Korean constitutional has not a clear definition about the 'information privacy', which has incurred the debates about related constitutional grounds in the leading cases and in the circle of academia. The arguments about constitutional ground of information privacy are various along commentators. Some commentators have argued that the constitutional ground for the information privacy can be founded from Article 10(human dignity and worth). Some argues Article 17(right of privacy), Article 16(freedom of residence and movement), and Article 18(privacy of correspondence) respectively, while others have considered both Article 10 and Article 17 as a constitutional ground. Though the analysis, I thought that Article 10 and Article 17 should be considered as a related constitutional ground because the Korean constitution is different from that of the Germany and the U.S. It is because Korean constitution prescribes separately general human rights such as human dignity and pursuit of happiness in Article 10 and right of privacy in Article 17. Because 'Information privacy' implies two features in both subjective and objective, derivative right from 'Information privacy' such as the right to anonymity, the petition for prohibition of information processing, and the petition for perusal, revision, deletion are needed to effectively protect the 'Information privacy'. Thus the article explains the protection of personal information in the light of constitutional law. This study set out to examine the problems of personal information protection/ with the current related laws based on the basic understanding. The research efforts led to the following conclusions; ChapterⅡ, described the definition and characteristic of the personal information. Thought there are so many personal information, the focus of this article is personal information on internet, e -governance etc. First, the article explains the definition of the personal information, and then explains the legal formation of the personal information. Though, A view is that the right of the personal information is recognized as the right of ownership, and that of the privacy, the article explains the protection of the personal information in the light of the individual right of personality as the right of the personal information is the most proper. The reason why the legal theory is that the protection can be by the claim for omission, damage, injunction in the process of the collection and management. One side introduced the law in order to protect the personal information related to EU, OECD, U.S.A, Germany, France, England, Sweden, Ireland, and Portugal at the international level. Especially, this chapter analyzed the act of "promoting the utilization of information communication network and protecting information" in Korea. Chapter Ⅲ, The Law of Personal Information Protection by Public Agencies of Korea need to be revised to reflect the international principles or personal information protection and to make data subject's rights practical. Further, it's urgent to make the regulations to restrict data retrieval for computer matching and to establish an organization of personal information protection, which will perform the outside control. In the private sector, although law and self regulations are applied, the law about the promotion of information protects only the personal information processed by the computer and does not protect the information not processed by computer. In addition, it has been criticized that the personal information has not been well protected because of the deficiency of regulations to control the gathering, storing the information by the public and the private sector and the low public recognition for the protection of personal information. In the sense, compared with international and other countries' laws, Korean laws for the protection of personal information are not sufficient because Korea has no basic law and no professional agencies. There it is urgent to enact a basic law for the protection of personal information. Chapter Ⅳ, It's necessary to establish a law prescribing the major contents of a census, to make it compulsory to provide concrete safety measures for personal information protection, and to statistical work under supervision of the organization of personal information protection. As for checking one's backgrounds, a law that directly stipulates for it should be enacted or the National Intelligence Service Act should include a provision that clearly regulates the major contents of it. In the long term, The law related to personal information protection established both in public and private sector, and the matter of protection of personal information is settled by the law. But the law is not enough to protect the personal information. The reason why the protection of personal information is discussed in the light of constitutional law. It is time to discuss the protection of personal information protection in the light of constitutional law. Especially The state agencies should be required of the rational and strict legal requirements in their tasks related to information in order to protect the personal information. In addition the emphasis on the protection of the personal information should not hinder the flow of information and business activities. Hence it need to harmonize and balance between the protection of personal information, sharing of information and e-commerce, with the efforts of state and private in order to protect the personal information.

      • 情報通信事業 運營의 合理化에 關한 硏究 : 遞信公社化를 中心으로

        The Ministry of Information and Communications (MIC) is the former Ministry of Communications, of which functions and name have been revised and renamed as a result of the enactment of the "Law on Government Agencies" on December 23, 1994. The MIC is also a type of government-supported companies according to Friedman and Hanson's classification. Since 1984, the korean government undertook forty-four government reorganizations. However, the Ministry of Communications had been Completely shielded from the changes. This is because the Ministry of and Communications has been playing a significant role in providing information and communications services since its establishment in 1984. Today, the global community is rapidly moving towards informatization. In order to effectively respond to the latest international trend, the Korean government has recently launched a "Globalizational" campaign. In recognizing the significant importance of informatization in achieving globalization, the government has integrated telecommunications related function of the Ministries of Trade, Industry & Energy; Science & Technology; and Information into the new Ministry of Information and Communication. The MIC was established with a view to foster the infomation and communications industry as one of Korea's strategic industries. Apparently, the role of the new MIC has been expanded noticeably. Lately, the need for liberalization of postal and postal finance service markets, which were mainly monopolized by the former Ministry, through corporitization has increased quite strongly. In particular, in the field of postal services, there seem to be various types of problems including a limited budget, low working-spirit among employees, and poor service quality due to lack of high-tech machines and automation. The reason for such poor performance is due to a rigid organizational structure where autonomy in budgeting, personnel, and operation is not allowed. Therefore, a swift reform in terms of organizational structure is required for an efficient management-corporitization. In many advanced economies, such movement towards corporitization has already been initiated. Further, few countries are considering full demicratization. In this respect, the Korean government has recently taken a step towards deregulation under the rubric of " establishing an efficient, small government." In the field of information and communication, the government is planning to complete corporitization of postal and postal saving sevices by 1997. The purpose of this study is to examine unique characteristics of the information industry, identify an apparent need for corporirization, and introduce future directions. In so doing, this paper will emphasize the importance of corporitization. In addition, policy direction toward corporitization will also be introduced. Lastly, this paper will be a valuable reference for studying and undertaking corporitization, and for those who are engaged in the corporitozation process.

      • 패션정보 제공자와 이용자의 정보품질에 대한 인식비교

        The purpose of this study was to investigate the differences of recognition on the information quality between fashion information providers and users(fashion managers). The literature on the notion of fashion information, fashion information planning process and characteristics of information quality was reviewed to conduct a qualitative research. The research was performed through a depth interview. Data were collected from 14 fashion information providers who were working at fashion information service agency by utilizing face to face interviews during April to May 2007. And then the information users' interviews were gathered from 18 fashion information users(designers and merchandisers) who were working at fashion apparel manufacturers during October to November 2007. Results from the study showed that there were significant disparities between fashion information providers and users about recognition on the fashion information quality. First, information recognition attitudes of fashion information providers were analyzed into dissatisfaction factors, satisfaction factors about information and the change of information trends by using conversation analysis. The fashion information providers were dissatisfied with the process of information planning and performing their works. And the fashion information providers were satisfied with workplace atmosphere, job description, their own personal characteristics. They recognized the diversity of information business pattern, change of the information characteristics and communication process as trend changes in fashion information industry. Second, the fashion information users recognized the characteristics of information, the level of providers' service, information industry system, the structure of information industry and business environment as barriers to be overcome. The characteristics of information, the level of providers' service, information industry systems were shown as satisfaction factors among information users' barriers factors. The information users were perceiving that there were some changes in notion of preferring information, searching for information and usage of information. Third, the components of fashion information quality were derived from the results of comparison recognition of fashion information providers with users'. Fashion information quality were categorized into two groups; A fashion information characteristics and a information service & systems. And there were 17 components in fashion information quality; accuracy, objectivity, reliability, completeness, value-added, relevancy, appropriate amount of data, diversity, concreteness, ease of understanding, timeliness, currency, ease of usage and security. This study found significant recognition differences in accuracy, reliability, relevancy, diversity, concreteness, ease of understanding, timeliness, currency and ease of usage between information providers and users. The findings from this study suggest how the fashion information providers produce information of good quality to users. The major information companies which have been producing general trends so far need to produce segmented and specialized information. The segmented and specialized information can add the value of information and increase the information efficiency and users' satisfaction. The specialized information will cover the markets such as menswear, golf wear, childrenswear, lingeries and details for designing sources. The online information providers need to make united efforts with offline information providers. While online information company could strengthen contents with timeliness and currency, the offline show the tangible information such as colors, trends, and inspiration. The customized information, individualized communication systems and data mining from users' data base are needed for fashion information providers. These informations are fairly associated with the value of information. The fashion information service companies need to build strategic partnership with other information providers. The networking between specialty information agencies and information communication sharing will be able to extend to a consulting business. The fashion information providers would help the users understand the information by utilizing the emotional characteristics of information or direct explanations such as seminars and individual consultings. Besides, it is necessary to build a information business system, construct an efficient communication route, specialize human resources, standardize the information planning process module, improve the policies of state-run organization and change the recognitions and attitudes of users about information value in the fashion information industries. This research will be helpful in devising the strategies for efficient fashion information service of user oriented. The mutual understanding information concept between providers and users will make communication easier and more efficient. A new communication route in offline and online would create a multiplicity in communication factors in fashion industries.

        Organization is Experienced various changes including informational technology - econonic, technological, institutional, cultural change and so on - in their activity and they benifit organizational prosperity or not. Organizations that shall held competitive advagntage not only adapt new circumstances but also have to modify organization itself. Here is included changes of organizational elements like structure, task, technology, people. These four are the core strategies of organizational change and each is called structural change strategy, behaviral change strategy, technological change strategy. What change strategies are used depend on contingencies which organization is faced. To achive organization change that employees are satisfied with and that production effectiveness is raised, organizations will have to design contigent change administrative strategy. Here, organizational performances are success of introduced information system To fulfill the purpose of this study, 49-items of standardized questionaire were developed to measure organization member's perceptions for the characteristics of each variables. 267 questionaires were gathered from ship equipment manufacturing companies, 10 companies of the Pusan Kueung sang resional companies. Statistical methodology applied on this research are three tools : ANOVA, correlation and multiple regression. The conclusion of this paper are summarized as following First, organization changes strategies are the more used as long as retainment degree of informational technology equipment and its usage time Second, as organization is more used change strategy, organization is succeed in performance informational technology system introduced.

      • 기록정보의 안전한 보호와 접근통제에 관한 인식과 과제

        정보통신 기술의 발달로 정보화사회로 진입함에 따라 정보의 생성과 이용이 편리해진 이면에 개인정보 유출, 고객정보 유출, 산업기밀의 유출 등 다양한 부작용도 증가하고 있다. 4차산업 혁명으로 상징되는 IT 기술의 발달과 전자정부의 등장 및 환경의 변화 등에 따라 기록관리 영역에도 급격한 변화가 나타나고 있다. 대부분의 정부산하 공공기관은 전자문서시스템과 기록관리시스템, 온나라시스템 등 정보보호의 대상이 되는 정보시스템을 이용한다. 이용자중심의 기록관리 환경에서 물리적 환경과 전자시스템을 통한 기록정보의 접근통제는 기록정보의 보호를 위한 필수적인 요소라고 할 수 있다. 그러나 실제 업무현장에서는 정부산하 공공기관의 기록물관리 전문요원들에게 기록정보를 관리할 수 있는 실질적인 권한이 없는 것처럼 보인다. 따라서 정부산하 공공기관에 근무하고 있는 기록물관리 전문요원을 대상으로 기록정보의 보호와 접근통제에 관하여 어떻게 인식하고 있는지, 실제 얼마나 관련 업무에 관여하고 있는지 등 현황에 대하여 알아볼 필요가 있다. 이에 본 연구는 공공기관 기록물관리 전문요원들의 기록정보의 안전한 보호와 접근통제에 대한 인식을 조사하여 개선해야 할 과제를 도출하고, 이를 개선하기 위한 논의와 제안점을 제시하였다. 먼저, 우리나라 정보보호 체계에 대한 법·제도 현황을 살펴보고, 접근통제에 대한 규정을 분석하여 기록관리 법·제도 및 접근통제 현황과 비교함으로써 시사점을 도출한다. 다음으로 질적연구 방법을 활용하여 정부산하 공공기관에서 근무하고 있는 전문요원들을 대상으로 심층인터뷰를 진행하였고, 그 결과를 분석하였다. 정부산하 공공기관 일반직원을 대상으로 설문조사를 병행하여 전문요원들의 관점만 조사한 한계점을 보완하였다. 심층인터뷰 자료와 설문조사 자료를 분석한 결과, 실제 현장에서 일하는 전문요원들은 전문요원의 낮은 지위, 기관 내 인프라 부족 및 전문요원과 기록관리에 대한 인식을 문제점으로 인식하고 있었다. 따라서 기관 내 기록관리 및 전문요원의 인식개선을 위한 요소로 기록관의 독립 및 독자적 업무수행 환경 구성, 국가기록원의 역할 확대, 전문요원의 역할 확대, 기록물관리에 관한 법률 개정, 시스템 기능개선, 타 부서와의 협업체계 마련 등을 도출하였다. 이를 바탕으로 기록정보의 안전한 보호를 위한 접근통제를 수행하기 위하여 전반적인 기록관리 수준의 향상과 기록관리체계 개편을 위한 전문기관의 설립, 기록관리 거버넌스 구성, 기록관리 시스템 및 프로세스 개선 등을 제안하였다. 본 연구는 정보보호 체계와 기록물관리 체계의 법·제도 및 접근통제 관련 국제표준 항목 등을 비교 검토하여 두 영역의 접근점을 제시하였다. 또한 공공기관 전문요원들의 인식을 조사하기 위하여 연구자가 정부산하 공공기관 기록물관리 전문요원으로서 근무하면서 경험한 내용을 바탕으로 연구질문을 설계하였고, 심층인터뷰를 통한 자료수집과 코딩을 통한 자료분석 등 질적연구 방법을 통하여 실제 현장에서 느끼는 문제점과 개선이 필요한 사항을 도출하였다. 이를 바탕으로 기록정보의 안전한 보호와 접근통제를 위하여 기록관리 영역의 체계 개편 등을 제안하여 정부산하 공공기관 기록관리의 개선과 전문요원들이 실질적인 권한과 통제권을 가지기 위한 제안을 통하여 기록관리 내실화를 꾀하였다는데 의의가 있다. 본 연구를 진행하면서 정부산하 공공기관에 실제 근무하고 있는 전문요원들의 목소리를 생생하게 담아내고자 노력하였으며, 외부에서는 드러나지 않았던 전문요원들이 느끼는 애로사항을 충분히 담고자 노력하였다. 앞으로 기록물관리 전문요원들이 기관 내 기록정보의 보호와 접근통제가 기록관리에 필수적인 요소임을 인식하고, 이를 위한 정책결정 및 집행에 적극적인 참여가 필요하다. 향후, 정부산하 공공기관의 상황과 기록물관리 전문요원들의 업무환경 등에 관한 좀 더 활발한 연구가 이루어지길 기대해본다. The production and use of information have become more convenient with the development of information technology and the advent of the information society. Yet various side effects are on the rise, such as leakage of personal information, customer information, and industrial secrets. The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. However, professional records management employees of public institutions in the actual field do not appear to have the authorization to manage record information. Therefore, it is necessary to examine how records management employees recognize protection and access control of record information, as well as how much they are engaged in relevant tasks. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. Next, a qualitative research method was applied in in-depth interviews with professionals who work in public institutions under the government. To supplement the perspectives of records management professionals, a questionnaire was also administered to other employees of public institutions. Based on the analysis of in-depth interviews and questionnaire responses, this study points out the low status of professionals, lack of infrastructure within the institution, and perceptions on professionals and records management as key problems recognized by professionals. The derived elements to improve the recognition of records management and professionals include the following: independence of records center and an environment that allows for independent projects, expansion of National Archives of Korea, expansion of the roles of professionals, amendments to laws on records management, improvements to system functions, and development of collaborative systems with other departments. Based on these findings, this study suggests the establishment of a professional agency to improve the general management of records and to restructure records management system, formulation of a records management governance, and the improvement of records management system and process to carry out access control to ensure protection of record information. This study conducted a comparative analysis of international standards for law/policy and access management of records system and information protection system to present where the two areas come together. Further, the researcher utilized her experience as a records management professional in designing questions to analyze the recognition of professional sin public institutions. Qualitative research methods that included data collection through in-depth interviews and data analysis through coding derived problems in the field and areas that require improvement. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control. This study aimed to represent the voices of professionals working with public government institutions, while bringing to light the difficulties that are less apparent to those outside. In the future, records management professionals must recognize that protection and access control of record information are crucial elements of records management, and actively participate in making and carrying out policy decisions. Future studies ought to focus more on the situations within public institutions and the working conditions of records management professionals.

        The continuous increase in car sales parking problem is serious, depending on the date of the resolution and to resolve the difficulties of expanding the parking facilities for efficient operation and management of existing parking facilities through the park management plan will need to be taken. Communications and computer technology to the development of the management applied to parking, parking management system, the introduction and implementation of effective alternative is emerging. However, there need to be weighted more, whereas, in research and development level of the parking information system related to the incomplete research and development on a dramatic and daring package will continue to be said. The system design required for parking information, parking information systems technology development of the prediction algorithm in the field to be the core of the system's development, as well as the development of algorithms to predict the actual test and verification is necessary to be involved. In addition to the existing system to upgrade the hardware progress and will be done. Therefore, the parking information systems, perform research and development of the prediction algorithm, the actual test (Test Bed operation), perform a comprehensive test and verification of results. Also, unlike the existing system of information collection and delivery system based on USN introduced, ubiquitous in the field of Transportation (u-Transportation) to consider progress in the environment were present in the system plan. Therefore, the change in parking patterns in the recent past between the extreme predictions of Data to be using will have to implement the algorithm. 자동차 등록대수의 지속적인 증가에 따라 날로 심각해지는 주차문제의 해소와 주차시설물 확충의 어려움을 해결하기 위해서는 기존 주차시설의 효율적인 운영 및 관리를 통한 주차관리 방안이 강구되어야 할 것이다. 이를 위해서 발전되고 있는 통신 및 컴퓨터 기술들을 주차관리에 적용한, 주차관리시스템의 도입 및 구축이 효과적인 대안으로 대두되고 있다. 그러나 필요성이 더욱더 가중되고 있는데 반해, 국내의 주차정보시스템 관련 연구 및 개발 수준이 미비한 것으로 판단되어 이에 대한 연구개발이 지속적으로 추진되어야 할 것으로 판단된다. 특히 주차정보시스템 설계에 필요한 기술 중에 주차정보시스템의 예측알고리즘 개발은 이 시스템의 핵심적인 분야라고 할 수 있는데, 예측알고리즘의 개발뿐만 아니라 개발내용에 대한 실제 테스트 및 검증이 수반되어야 할 필요성이 있다. 또한 기존 시스템에 대한 하드웨어적인 진보 및 업그레이드도 이루어져야 할 것이다. 따라서, 연구를 수행하면서 주차정보시스템의 예측알고리즘 개발, 실제 테스트(Test Bed 운영), 테스트 결과 검증 등을 종합적으로 수행하였다. 또한 기존의 시스템과는 달리 USN 기반의 정보수집 및 제공체계를 도입하여, 교통 분야의 유비쿼터스(u-Transportation) 환경의 진전을 고려하여 시스템 구상안을 제시하였다. Test-Bed를 통해 얻은 실측자료를 바탕으로 시스템 및 알고리즘 상의 문제점들을 분석·검토하였는데, 입출고 및 점유율 패턴의 변화에 따라 동질구간을 A~D의 4개의 구간으로 구분하는 것이 타당함을 검증하였으며, 분산분석 등을 분석을 실시하여 동질구간의 구분에 대한 통계적 유의성을 검토하였다. 동질구간 A(오전 첨두, 07~09시)는 입고차량의 급격한 증가로 점유율에 급격한 변화가 발생하는 구간이고, 동질구간 B(오후 비첨두, 10~17시)는 점유율이 높고 오차율이 낮은 안정된 상태의 구간이며, 동질구간 C(저녁 첨두, 18~21시)는 출고차량의 집중으로 점유율에 급격한 변동이 발생하는 구간이고, 동질구간 D(야간 비첨두, 22~06시)는 점유율과 오차율이 모두 낮고 입출고 대수의 변동이 작은 구간으로 분석되었다. 이 동질구간의 구분은 모든 경우의 주차장에 적용가능한 객관적이고 정규화된 시간개념으로 제시하기는 곤란한 부분이 있다. 그러나 대부분의 주차장에서 시간대의 차이만 있을 뿐 동일하게 나타나는 것이라 할 수 있으므로 이를 반드시 고려해야 할 것이다. 동질구간의 특성을 검토한 결과, 입·출고 대수의 급격한 변화가 나타나는 동질구간 A, C의 경우 오차율이 상대적으로 높은 것으로 분석되었으며 예측시간이 증가할수록 이 비율은 더욱 증가한다. 따라서 알고리즘의 정확도를 향상시키기 위해서는 동질구간으로 구분된 구간의 특성을 고려하여 알고리즘의 검증이 이루어져야 할 것으로 판단된다. 특히 동질구간 A, C의 경우 알고리즘의 오차율, 오차 제고를 위한 알고리즘의 구현 및 개선이 필요함을 알 수 있었다. 알고리즘에 따른 주차수요 예측 시 예측시간이 길어질수록 제공되는 정보의 신뢰성이 저하됨을 알 수 있었는데, 주차수요의 예측은 최대 10분 이내로 하는 것이 타당함을 분석을 통해 파악 할 수 있었다. 또한 과거자료의 사용을 통한 장래수요를 예측하는 시계열 분석기법을 적용한 만큼, 주차수요의 예측을 위한 과거자료의 활용범위는 최대 60분을 초과하지 않는 것이 오차율을 최소화 하는 것으로 분석되어, 과거 Data의 적용범위는 최대 60분 이내로 설정해야 할 것으로 분석되었다. 주차수요예측 알고리즘의 오차 및 오차율 검증을 위해서는 기존 알고리즘과 개선 알고리즘간의 비교검증을 실험계획법을 활용하여 실시하였으며, 기존의 알고리즘에서 정의한 분석기법 및 예측단위, 예측시간 등을 설정된 시나리오에 따라 경우의 수를 설정하여 검증하였다. 검증에는 t-Test (P-Value), MAPE(평균절대오차율), RMSE(평균제곱오차)를 사용하였다. 시나리오를 통한 알고리즘의 검증결과 동질구간 A의 경우 지수평활법, C구간의 경우 단순이동평균법과 지수평활법, B, D구간의 경우 단순이동평균법이 t-Test 값, MAPE, RMSE를 가장 최소화하는 분석기법인 것으로 분석되었다. 각 동질구간의 알고리즘개선 방안은, 동질구간 A의 경우 기존의 분석기법인 지수평활법(α=0.2)을 적용하는 알고리즘에서 α값을 예측단위별로 변화시켜(α=0.3, 0.4, 0.5) 적용하는 것이 오차율을 최소화 하는 것으로 분석되었다. 3분 예측시 단순이동평균법이 오차율을 최소화하는 분석기법으로 도출되었으나 지수평활법(α=0.2)을 적용하는 경우와 차이가 미미하여 A구간의 경우 같은 지수평활법(α=0.2)를 적용하고 가중치를 증가시켜는 방향으로 알고리즘을 구현하는 것이 적절할 것으로 판단된다. 또한 동질구간 C의 경우, 출고대수의 급격한 변동이 발생하는 구간으로 이 경우 지수평활법(α=0.3)과 단순평균법을 번갈아 가며 적용하는 것이 오차율을 최소화하는 것으로 분석되었으나, 두 분석기법의 오차율의 차이가 미미하고 알고리즘에 복수의 분석기법 적용에 따른 프로그래밍 상의 난점 등을 고려할 때 지수평활법(α=0.3)을 전체에 걸쳐 적용하는 것이 타당할 것으로 판단된다. 동질구간 B, D의 경우, 지수평활법에 비해 간단한 분석기법인 단순이동평균법을 사용하여 예측하는 것이 오차율을 최소화하는 것으로 분석되었는데, 이 구간의 경우 입·출고대수의 변동이 없는 안정화된 구간으로 오차율도 비교적 낮기 때문인 것으로 판단된다. 특히 동질구간 A의 경우 예측시간이 증가함에 따라 지수평활화법의 가중치를 증가하여 적용하는 것이 적합한 것으로 분석되었는데, 이는 가장 최근의 과거 Data를 활용하여 예측을 실시하는 것이 정확한 값을 제공한다는 것이다. 따라서 주차패턴의 변동이 극심한 구간에서는 최근의 과거 Data를 활용하여 예측을 실시도록 알고리즘을 구현해야 할 것이다.

        This article discusses the findings of an empirical study. The major purpose of the study was to analyze the relationship between various organizational factors affecting the use of information telecommunication technology and the utilizational performance and organizational performance. In this study organizational environment factor, organizational structure factor, information technology factor, task characteristic factor, organizational members factor, and top management factor are extracted for organizational factors affecting the use of information telecommunication technology, and the degree of use, user satisfaction are extracted for utilizational performance. Also, the save-cost and the improvement of competitiveness are extracted for organizational performance. A total 107 final questionnaire data were analyzed, and cannonical analysis are used to test the research model. The major findings empirical analysis are as follows; First, in the relation between the factors affecting the use of information telecommunication technology and the degree of use, the use of information telecommunication technology is affected strongly by the every affective factors, that is, organizational environment factor, organizational structure factor, information technology factor, task characteristic factor, organizational members factor, and top management factor. Second, in the relation between the degree of information telecommunication use and user satisfaction, user satisfaction is affected by the degree of information telecommunication use. Third, in the relation between the degree of information telecommunication use and organizational performance, as measured by the save-cost and the improvement of competitiveness, organizational performance is affected by the degree of information telecommunication use. Forth, in the relation between user satisfaction and organizational performance, user satisfaction is strongly related the organizational performance. Overall, the study delineated factors most significant to managers in adopting and using information telecommunication technology. That is, it provides managers with guidance concerning situations which is most appropriate to using information telecommunication technology, how its technology can be better used, and what factors should be considered to achieve strategic-competitive advantage.
