    In responding to the growing need for the study of organizational creativity of the government bureaucracy, this study diagnosed multilaterally the level of organizational creativity of the 4 institutes of science in the Rual Development Administration(RDA) which is the representive R&D department in Korean government in terms of the size of organization and the number of people employed and the national importance of agricultural R&D projects. And found some theoretical and policy implications.

    As a research method used a literature review and an empirical analysis. For a literature review critically looked through the preceding studies at home and abroad that had proposed the concepts of organizational creativity and attempted to make a operational definition appropriate to the conduct of this study dealing with government bureaucracy. For example, considered that organizational creativity is composed of three factors that are respectively ① individual creativity, ② creative group environment ③ creative organization environment.

    For empirical analysis, composed a sample group consisting of 315 public research officials after conducting a survey for the 179 laboratories in 4 institutes of science in RDA as of June 2017. As measuring instruments utilized 11 scales and 55 indicators developed in the preceding studies and used SPSS 23.0 to perform the following statistical analyses.

    At the very first, for the verification of the validity and reliability of the measuring instruments performed a Confirmation Factor Analysis (CFA) and measured Cronbach Alpha coefficient and finally determined 11 scales and 52 indicators. And then performed frequency analysis to identify the general characteristics of the survey respondents and performed descriptive statistic analysis at the level of 3 component factors(① individual creativity ② creative group environment ③ creative organization environment) to diagnose the level of organization al creativity which is the total of 4 institutes and that of each of the 4 institutes.
    In sequence compared whether there are differences in the level of organizational creativity among 4 institutes by performing One-way ANOVA. Finally, performed the independent t-test and One-way ANOVA based on the demographic characteristics of survey respondents in terms of position, research career, educational back ground, age, gender to compare the perception gap for the level of organizational creativity. For the analysis Duncan was used as a post hoc analysis. The results of the empirical analysis are summarized as follows.

    First, the level of organizational creativity which is the total of 4 institutes was Likert 3.80 in an individual creativity and 3.77 in creative group environment respectively. So they can be considered to be somewhat positive. But the level of creative organization environment was Likret 3.20 and is relatively insufficient. Especially in the organization level some indicators were found which are less than Likert 3.0 that is the normal level. Meanwhile, it was also confirmed that there is an order of ① Individual creativity > ② Creative group environment > ③ Creative organization environment at the results of the descrpive statistic analysis for the each of the 4 institutes.

    Second, the level of individual creativity of the National Academy of Agricultural Science(NAAS) is superior to that of the National Institute of Crop Science(NICS), but could’nt find any reasonable evidences that can differentiate the differences of the level of creativity among institutets in terms of creative group environment and creative organization environment.
    Meanwhile, couldn’t find any suffficient evidences that the National Institute of Horticultural and Herbal Science(NIHHS) and the National Institute of Animal Science(NIAS) that have been an executive agency which has much autonomy and independency over past 10 years has an ascendancy over the general agency that are NAAS and NICS on the level of organizational creativity.

    Third, in terms of demographic characteristics such as position, research career, educational background, age and gender could’n find a noticeable perception gap in the level of organizational creativity without the position. For example, the statistical mean difference was found in 8 out of 11 scales(72.7%) such as ① individual creativity ② creative group environment ③ creative organization environment. The results showed no exception in that the mean value of the team leader researchers was higher than that of the frontline researchers.

    The main implications of this study are as follows.
    First, this study criticized the attitude that the preceding studies have neglected the role of individuals and have mainly focused on the level of groups to approach the concept of organizational creativity and attempted to make a new definition more suitable for the realities of government bureaucracy and so contributed to the theoretical research.

    Second, as a result of the empirical analysis, it can be predicted that even though the level of research official’s individual creativity is relatively good the total organizational creativity which is mixed with three elements of an organizational creativity is not so high because of the limitations of the operation methods of the government beuracracy that can lower the fulfilment of their abilities. Meanwhile, it can be suggested that the relative differences among ① individual creativity ② creative group environment ③ creative organization environment are related with the speed of adatation in terms of individuals, groups, organizations cofronting changes and innovations.

    Third, the fact that employees with doctoral degrees are clearly found to have an upper level of individual creativity over those with master's degrees shows that expertise is directly related to individual creativity. Therefore, it can be suggested that the RDA should increase the rate of special employment of Ph.D.s as public research officials to enhance organizational creativity.

    Fourth, it was found that the female research officials were slightly less creative than the male employee. But this can be understood in the same context that some preceding studies reported that men were generally more creative than women. However, these results can be a kind of social and sexual bias so an active policy of consideration is needed to enhance the creativity of female public servants within the organization.

    Fifth, this study found that the older the person is, the more creative he or she is. These results support the preceding studies that report that “Creativity and age do not correlate.” as Amabile(1996) and many other scholars argue.

    Sixth, a wide range of differences between the research team leaders and frontline researchers for the awareness of the level of creative group environment and creative organization environment may be negative to the organizational creativity, as it may undermine the cohesiveness of the research teams. Therefore, it is suggested that culturing the expertise and the leadership of the research team leaders is needed.

    Seventh, the result that the level of organizational creativity of the Executive Agencies is not so prominent as that of the General research institutes arouses the problem of practical enhancement of autonomy and independency of the Executive Agency that is becoming issues lately.
