This paper attempts to test empirically the independent variables of individual and group creativity in local administrative organizations, and to test effects of the creativity on individual and group productivity. The followings are the results of empirical testing. Firstly, while individual creativity is more related with individual productivity than group productivity, group creativity is more related with group productivity than individual productivity. Secondly, independent variables such as creativity quality and complex thinking, job autonomy, leadership for encouragement of creativity impact on individual creativity. Thirdly, education, creativity quality, complex thinking, leadership for encouragement of creativity, climate for creativity in group, organizational encouragement for creativity, and individual creativity impact on group creativity.
