전문직적 특성의 교원 보수체계 반영에 대한 초.중등 교원의 인식 연구 = A Study on Teachers' Perception of the Teacher Salary System Which Reflects Professional Characteristics

The purpose of this study is to analyze teachers' perceptions of the salary system reflected on professional characteristics. To accomplish this, research problems were set as follows:
First, what are the characteristics of the teaching profession, and what are the requirements to reflect those characteristics into the teacher salary system?
Second, how do teachers perceive the salary system which reflects the professional characteristics?
To meet the goal of the study and to settle the research questions, document research and surveys were conducted. As a part of the documentary research, domestic and foreign documents, previous studies, journals, related legislations, and reports from research institutes were inquired into. Also analyzing the concepts on what is the teachers’ role, professionalism, and the salary system related to the professional characteristics of the teaching profession were analyzed, as well as related theories, forms, determining factors, state of the salary system and the conditions of major countries.
As a part of the survey, “A questionnaire on teachers' perceptions of the teacher salary system that reflects their professional characteristics” was created based on the theoretical views derived from the documentary research. The questionnaire was distributed to 480 persons by mail, and answers were collected from 338 persons. Through the SPSS program, 330 available questionnaires were analyzed by cross tabulation, t-test, and ANOVA with two objects: frequency analysis of the general characteristics of the people surveyed and the differences in the teachers’salaries according to the general characteristics, the professional characteristics of the teaching profession, and the improvement of the teacher salary system reflecting the professional characteristics of the teaching profession. In case there were no significant differences in ANOVA, post-hoc test of Scheff? was carried out.
The results of this study are as follows:
First, In order to engage in the teaching profession as a professional, high level of knowledge and skills in various fields and systematic theories should be acquired. The salary needs to reflect the system of the skills and knowledge that teachers should obtain. Reasonable salary should be paid to teachers so that teachers can concentrate on the education of the students with a sense of duty for the teaching profession and with ethical consciousness. It would be also be helpful in raising teachers’ morale, stabilizing teaching profession, and boosting their motivation to work. The salary should reflect teachers’ exercise of their autonomy for educating students and their accountability for their educating results. The assertions of teacher associations regarding the treatment of teachers should be accepted. Following, the revision of the legislation is inevitable because ‘Special Act for the Improvement of Teachers’ Status’ is needed in order to enforce legal binding to the negotiated results. The salary should reflect the progress and the results of negotiations. The salary must reflect each teacher's development in their professional abilities such as their achievements, training results, academic degrees, and so on.
Second, in order to increase teachers’ salary innovatively, the government's political will is needed, as well as the enactment and enforcement of ‘Acts to procure excellent teachers’ in order to reflect the specialty of the teaching profession in their salary. The people who responded to the survey took a positive view of the single salary schedule, however they thought special incentives were needed according to teaching hours. They demanded the conversion of the salary system into a double-tracked salary schedule which enables the salary to reflect each teacher’s abilities and achievements. Working for higher academic degrees, receiving training, doing research activities, and so on were considered to contribute to the improvement of teachers’ professionalism; however the people who were surveyed thought that their salary does not reflect the professional characteristics of the teaching profession. Reflection of the professional characteristics of the teaching profession in their salary was thought to be needed, as well as reflecting their academic degrees, research activities, training, and teaching achievements. If the salary reflects various activities and achievements for the improvement of teachers’ professionalism, improvement in quality of education, formation of a basis for teachers’ research activities, revitalization of the current depressed atmosphere in teaching, and so on are thought to be expected; however, deterioration of educational climate, increase of futile research and training, and negligence in educating students are the worries expected.
The conclusions of this study are as follows:
The teaching profession has the following characteristics: systemized professional knowledge and technique, developing professional competence, autonomy and accountability, ethical consciousness and sense of mission, constructing professional associations.
Results of previous studies indicate insufficiency in the teachers' salary system to reflect their professional characteristics. In foreign nations, various institutional systems are provided so that professional characteristics can be reflected in the teachers’ salaries. In order to procure talented teachers, the teacher salaries of U.S. and England have distinctions in the salary level according to educational backgrounds and job experience. Japan is working to improve their salary level and improving treatment for teachers by the legal institutions as ‘Acts to procure talents.' In addition, in these countries, higher educational degrees, educational activity performance records etc are reflected in the teacher salaries, not to mention the negotiation processes along with their results of teacher organizations is taken into account as well. Such as results and cases of other countries are suggestive in that reflection on the professional characteristics of teaching profession is needed.
Second, the teachers who were surveyed thought that the salary level they expected should allow them to be able to concentrate on teaching activities, and in order to reflect the professional characteristics into the salary system, the government’s political will is needed. In addition, in order to reflect the specialty of the teaching profession into their salaries, the enactment and enforcement of ‘Acts to procure excellent teachers’ is needed. It is clearly stated in various laws of the specialty of teaching profession and preferential treatment of the teacher salary, but those laws are not being carried out in reality. Teachers demanded the conversion of single salary schedule, which accounts educational background(career experience), into a double-tracked salary schedule that enables the salary to reflect each teacher’s abilities and achievements. The salary system is able to motivate and to promote self development to teachers, and for this, improvement of the salary system as a double-tracked salary schedule as well as performance awards according to competence is needed.
Third, teachers recognized that the enforcement of research activities, receiving training, working for higher academic degrees, receiving performance awards all contribute in an raising teachers' professionalism, and thought that these results should be reflected into the salary. Compensations for the teachers' endeavors to expand their professionalism and for teachers' achievements in education will improve quality of education, and also act effectively in raising the accountability of teaching results, thus such measures are needed. On the other hand, teachers' appraisal results do not contribute in the expansion of teachers' professionalism, and reflected this in their salary is not needed. These results indicate that teachers' appraisal contexts and methods and it's results should be improved to be able to contribute in the improvement of teachers' professionalism.
Fourth, teachers demand tasks preferentially that is able to reflect professional characteristics into the salary system, of which are enforcing ‘the Salary and Allowance Provision for Educational Personnel and Staff' and various educational achievements to be reflected in their salaries. In addition, they expected that improvement of the teachers' salary system is able to improve the education quality, formation of the basis for teachers’ research activities, revitalization of the depressed atmosphere in teaching, and on the other hand worried about deterioration of educational climate, increase of futile research and training, and negligence in educating students. The teachers' salary system should be able to serve preferentially to teachers who are developing their professionalism, and for this, an independent system from the ‘general government official salary system' is needed to reflect teacher professionalism and characteristics.

국문 초록 (Abstract)

이 연구는 교직이 갖고 있는 전문직적 특성의 교원 보수체계 반영에 대한 초·중등 교원의 인식을 분석하는 데 목적이 있다. 이를 위해 다음과 같이 연구문제를 설정하였다.
첫째, 교직의 전문직적 특성은 무엇이며, 이를 반영하기 위한 교원 보수체계의 조건은 무엇인가?
둘째, 전문직적 특성의 교원 보수체계 반영에 대해 초·중등 교원은 어떻게 인식하고 있는가?
이 연구는 연구목적과 연구문제를 해결하기 위해 문헌고찰과 조사연구 방법을 병행하였다. 교직의 전문직적 특성과 관련된 교원의 직무와 역할, 교원의 전문성, 교원 보수체계와 관련한 개념, 이론, 보수체계 형태 및 결정요인, 보수체계의 현황, 주요국의 교원 보수체계의 실태에 대해 문헌연구를 실시하였다. 문헌연구는 국내·외 문헌자료, 선행연구물, 학술지, 관련법규, 연구기관에서 발행한 각종 연구보고서 등을 고찰하였다. 조사연구는 문헌연구에서 탐색한 이론적 배경을 바탕으로 하여 지도교수에게 자문을 구하여 ‘교원 보수체계의 전문직적 특성 반영에 대한 초·중등 교원의 인식에 관한 설문지’를 개발·배포하여 실행하였다. 설문지는 2009년 9월 초순에 480여명에게 우편으로 배포하였고, 338명으로부터 설문지가 회수되었다. 회수된 설문지 중에서 가용성이 있는 330부를 SPSS 통계프로그램에 의해 ① 조사대상자의 일반적 특성에 대하여 빈도분석과 ② 일반적 특성에 따른 교원의 보수, 교직의 전문직적 특성, 교직의 전문직적 특성을 반영한 교원 보수체계 개선의 차이를 알아보기 위하여 교차분석과 t-test, ANOVA(분산분석)을 실시하였다. ANOVA에서 유의한 차이가 있는 경우, Scheffe의 사후검정을 실시하였다.
이상의 과정을 통해 얻어진 결과는 다음과 같다.
첫째, 교원은 전문직으로서 교직에 종사하기 위해서 높은 수준의 지식과 기술, 그리고 체계적인 이론을 갖고 있어야 한다. 이러한 교원으로서 갖추어야할 지식과 기술의 체계가 보수에 반영되어야 한다. 보수는 교원들이 교직에 대한 사명감과 윤리의식을 갖고 학생 교육에 전념할 수 있도록 하며, 교원의 사기를 진작시키고 교직사회의 안정과 교원의 직무의욕을 높일 수 있도록 하기 위해서 적정한 수준의 보수 지급이 필요하다. 학생 교육에 대한 교원의 자율성 행사와 교육의 결과에 대한 책임을 보수에 반영할 필요가 있다. 교원처우에 대한 교원단체의 주장을 수용하여 교섭·합의한 사항에 대해서는 반드시 실행해야 하는 법적 구속력을 지닌 ‘교원지위향상을위한특별법’이 되도록 법 개정이 필요하며, 교직단체와의 협의과정과 그 결과를 보수에 반영하여야 한다. 교원 개개인의 능력과 성취, 연수이수 결과, 학위취득 결과 등 지속적인 전문능력의 개발을 보수에 반영할 필요가 있다.
둘째, 교원의 보수를 획기적으로 인상하기 위해서는 정부의 정책적인 의지가 필요하며, 교직의 특수성을 보수에 반영하기 위해 ‘우수교원확보법’의 제정과 이의 시행을 요구하고 있다. 학교급별에 관계없이 일률적으로 적용되는 단일호봉제에 대해서는 긍정적으로 생각하고 있으나, 수업시수의 차이에 따른 차별화된 보상책을 별도로 마련해야 하고, 교원 개개인의 능력, 성과를 호봉에 반영할 수 있는 복선형 호봉제로의 전환을 요구하고 있다.
교원의 연구활동, 연수활동, 석·박사 학위취득 등은 교원의 전문성 향상에 기여한다고 생각하고 있으나, 교직의 전문직적 특성은 보수에 반영되지 않고 있다고 인식하고 있다. 교원들의 전문직적 특성을 보수에 반영해야 한다고 인식하고 있으며, 교원의 연구실적, 연수실적, 석·박사 학위취득, 교수·학습활동 실적, 학생지도 실적 등을 보수에 반영할 것을 요구하고 있다. 교원의 전문성 향상을 위한 다양한 활동과 실적을 보수에 반영할 경우 교육의 질 개선, 교원의 연구활동 기반 조성, 침체된 교단의 분위기 쇄신 등을 장점으로 생각하고 있으며, 예상되는 문제점으로 교직풍토의 악화, 불필요한 연구·연수활동의 증가, 학생 교육활동의 소홀을 예상하고 있다.
이상의 연구결과에 따라 도출된 결론은 다음과 같다.
첫째, 교원은 전문직으로서 교직에 종사하기 위해서 전문적인 지식과 기술의 체계, 전문능력의 개발, 자율성과 책임, 사명감과 윤리의식, 전문단체의 구성 등과 같은 특징을 갖고 있다. 선행연구에서 나타난 결과들은 현행의 교원 보수체계가 전문직적 특성의 반영이 미흡함을 지적하고 있다. 외국의 교원 보수는 전문직적 특성을 보수체계에 반영하기 위한 다양한 제도적 장치들을 마련하고 있다. 미국과 영국의 교원 보수는 우수한 교원을 확보하기 위하여 학력과 경력에 따라 보수수준에 차등을 두고 있으며, 일본은 ‘인재확보법’과 같은 법적 장치를 마련하여 보수수준의 향상과 교원의 처우 개선에 노력하고 있다. 또한 이들 나라는 교원의 연수결과, 상위학위 취득, 교육활동 실적 등을 보수에 반영하고 있으며, 교직단체와의 협상과정과 그 결과를 보수에 반영하기 위해 노력하고 있다. 이러한 연구결과와 외국의 사례는 교원 보수체계에 시사하는 바가 크며, 교직의 전문직적 특성의 보수체계 반영이 필요함을 알 수 있다.
둘째, 초·중등 교원은 교육활동에 전념할 수 있는 보수수준을 기대하고 있으며, 보수체계에 전문직적 특성이 반영되기 위해서는 정부의 정책적인 의지가 필요하다고 인식하고 있다. 또한 교직의 특수성을 보수에 반영하기 위해 ‘우수교원확보법’의 제정과 이의 시행을 요구하고 있다. 교직의 특수성과 교원 보수의 우대는 각종 법률에 명시되어 있으나 실제적인 역할을 하지 못하고 있음을 알 수 있다. 초·중등 교원은 연공(근무경력)을 중시하는 단선형 호봉제에서 교원 개인의 능력, 성과를 반영할 수 있는 복선형 호봉제로의 전환을 요구하고 있는 것으로 나타났다. 이는 보수가 교원들에게 성취동기의 부여와 자기계발을 촉진할 수 있도록 해야 하며, 이를 위한 복선형 호봉제, 능력별 성과급제와 같은 보수체계 개선이 필요함을 나타낸다고 할 수 있다.
셋째, 초·중등 교원은 연구활동, 연수활동, 상위학위 취득, 성과급제의 시행은 교원의 전문성을 신장하는 데 기여한다고 인식하고 있으며, 이의 결과가 보수에 반영되기를 희망하는 것으로 나타났다. 교원의 전문성 개발을 위한 노력과 교육적 성취에 대한 보상은 교육의 질을 향상시킬 뿐만 아니라 교육의 결과에 대한 책무성의 증대에도 효과적으로 작용할 수 있으므로 보수에 반영될 필요가 있다. 반면에 교원근무성적평정의 결과는 교원의 전문성 신장에 기여하지 못하며, 이를 보수에 반영하는 것에 대해서도 매우 부정적으로 인식하는 것으로 나타났다. 이러한 결과는 교원평가의 내용과 방법, 이의 결과가 교원의 전문성 향상에 기여할 수 있도록 개선되어야 함을 나타낸다고 할 수 있다.
넷째, 초·중등 교원은 보수체계에 전문직적 특성을 반영하기 위한 우선적인 과제로 ‘교육공무원 보수 및 수당 규정’의 별도 제정과 교원의 각종 교육적 실적의 보수 반영을 요구하는 것으로 나타났다. 또한 그들은 교원 보수체계의 개선은 교육의 질 개선, 교원의 연구활동 기반 조성, 침체된 교단의 분위기 쇄신 등을 이룰 수 있으나, 교직풍토의 악화, 불필요한 연구·연수활동의 증가, 학생 교육활동의 소홀과 같은 부작용을 우려하고 있다. 교원 보수체계는 전문성을 개발하는 교원들을 우대할 수 있어야 하며, 이를 위해 일반공무원 보수체계에서 독립하여 교직의 전문성과 특수성을 반영할 수 있는 독자적인 보수체계의 제정이 필요하다고 할 수 있다.
