지역평생교육추진체제의 사회 네트워크 분석

국문 초록 (Abstract)

본 연구의 목적은 지역평생교육추진체제의 네트워크 구성과 작동에서 ‘누가, 왜, 어떻게’ 영향을 미치는가 라는 문제의식을 가지고 출발하였다. 지역평생교육정보센터를 중심으로 네트워크에 참여한 행위자들을 누구이며, 이들 행위자들 간 네트워크의 상호작용과 관계구조가 어떻게 작동되었는지 네트워크의 내부과정을 실증적으로 분석하고자 하였다. 이러한 분석을 통하여 네트워크상에서 중심적 영향력을 발휘하는 기관은 어떠한 기관이며, 중심적인 영향력을 결정하게 되는 요인들이 무엇인지를 밝히고자 하였다. 이를 통해 향후 지역평생교육진흥원의 효율적 네트워크 운영 방향을 모색하는데 있다. 이러한 연구목적을 위해 3가지 네트워크 사례를 중심으로 주요 행위자, 상호작용과 관계구조 등 3가지 구성요소로 분석틀을 구성하였다. 자료의 분석은 사회 네트워크 분석을 적용하기 위하여 NetMiner 3 프로그램을 사용하여 행위자간의 관계구조를 시각화하였다. 분석결과를 통해 다음과 같은 결론을 제시할 수 있다.
첫째, 네트워크에 참여하는 주요 행위자 중 핵심기관은 연계기관간의 다양한 수요와 참여를 위해서는 합의된 사항에 대하여 반영될 수 있도록 네트워크 관리자로서 상호 조정하는 역할을 수행해야 한다. 둘째, 네트워크의 상호작용이 지속성을 유지하기 위해서는 상호협력을 강화시킬 수 있는 영향요인을 찾아냄으로써 긴밀한 네트워크를 형성하는 것이 관건이다. 이때 신뢰는 행위자간의 높은 수준의 협력을 이끌어내는 요인으로 갈등문제를 해결할 수 있도록 네트워크 관계를 유지하기 위한 핵심요소를 작용할 것이다. 셋째, 참여하는 행위자간의 원활한 관계구조를 위해서는 중심조직인 허브기관의 역할이 중요하다. 이러한 허브기관은 네트워크 전체의 질서와 신속한 정보교류를 촉진시켜주는 중요한 기관이다. 향후 지역평생교육의 구심체로서 네트워크의 역할과 기능을 모색하는데 가능성을 제시해야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to examine entities which had influence upon the network composition and operation of local lifelong education system and the reason and method of its influence. The investigator empirically analyzed the internal process of network focusing on Incheon Local Information Center for Lifelong Education in order to find out actors who taking part in the network, together with the interaction of networks among those actors and the operational methods of relation structure. By means of this analysis, the investigator tried to find out a most influential agency in the network and the decisive factors of its influence, in order to grope after an efficient operational strategy of network of local information center for lifelong education in the future. For this, the investigator established an analytic frame consisting of such three components as main actors, interaction and relation structure on the basis of three examples of network. In order to apply the technique of social network analysis, the relation structure among actors was visualized using the NetMiner 3 program. Study findings are as follows:
First, among main actors who taking part in network, an integral agency must play the role of mutual adjustment as a manager of network in order to reflect agreed things on the diversified demands and participations.
Second, in order for a network to maintain the continuity of mutual action, a crucial factor is to find out an influential factor which could strengthen mutual cooperation and then to establish a close network. At this point of time, reliability can play the role of inducing high-level cooperation among actors and of maintaining the relationship of network to settle down the problem of conflicts.
Third, for the smooth relationship structure among participating actors, the role of a hub agency as a central organization is important. This hub agency is a crucial organization in the promotion of network order on the whole and speedy exchange of information. This agency must present possibilities in groping after the role and function of network, as a centripetal body of local lifelong education.
