      The 21st century is the Lifelong Learning society to be able to learn to want in various ways. One in various ways is the Lifelong Learning City project. The Lifelong Learning City projects is consisted mostly of administration leading. To the case which is administrative leading unilateral learning program provision, Political neutral characteristic it could be damaged. There are shortcomings that does not reflect learning request rapidly, and can be influenced by local government chairman.
      The Lifelong Learning City must become accomplished with voluntary participation and learning initiated by the citizens. Therefore the role of administration supports learning of the citizens and it gives and ought to be located with the relationship which the citizen cooperates. Consequently the Lifelong Learning City does to be converted to civil leading at administrative leading.
      This study was motivated from the proposition that formating the Lifelong Learning City by the citizens will be initiative by empowered learners. This study focused in analyzing the effect of empowerment as a mediation as well as analyzing the effects of predictive factors of Lifelong Learning City. In examining the mediator effect of empowerment, its sub-category effects(intrapersonal, interpersonal, and socio-political empowerment) were also examined.
      This study was carried out by the 426 learners(339 women, 87 men) attending at 19 lifelong education centers from Gwangmyeong city, Bucheon city, Changwon city and Haeundae Gu in Pusan. The Frequency, Factor Analysis, Reliability Analysis, Multiple regression analysis, Mediation regression analysis was taken to analyze date by SPSS 14.0 program.
      The result of this study is as follows.
      First, the relation of lifelong learning activity to citizen participation was mediated though intrapersonal empowerment;
      Second, the relation of lifelong learning activity to citizen participation was mediated though interpersonal empowerment;
      Third, the relation of lifelong learning activity to citizen participation was mediated though socio-political empowerment;
      This study showed that the leaners participated in variables citizen activity through empowerment.
      The discussion of this study is as follows.
      First, how to increase mediator effect of the intrapersonal empowerment;
      A new learning program to build up learners empowerment should be developed. The Lifelong Learning City initiated by the administration ought to hold the learning event variously by the citizen. A new learning information media ought to be easily used and developed.
      Second, how to increase mediator effect of the interpersonal empowerment;
      The meeting and the event for member's(learner-learner, learner-teacher, learner-learning center officer) interaction ought to be hold.
      Third, how to increase mediator effect of the socio-political empowerment;
      The Lifelong Learning Cities ought to improve volunteer system for student and ought to do public relations. And the lifelong learning center ought to be hold the leadership program.
