환경행정에서의 시민참여 : 울산시를 중심으로 = Citizen Participation in the Environmental Administration in Ulsan Metropolitan City

국문 초록 (Abstract)

정책과정의 시민참여는 폐쇄적인 관료적 행정과정에 대한 민주적 통제의 중요한 수단이되는 동시에, 다양한 이해관계 집단의 의견을 통합함으로써 관료나 전문가 집단만에 의한 정책결정이 초래할 수도 있는 정책내용의 편중성을 극복하는 장치가 될 수 있다. 환경정책에 있어서는 이러한 시민참여의 중요성이 더욱 강조된다. 이는 환경문제가 단순히 환경문제로 그치는 것이 아니라 사회 · 경제적 문제와 밀접히 연계되어 있어서 다양한 이해관계를 통합해야 할 필요성이 크고, 환경정책의 집행과정에서도 시민참여는 시민들의 환경보전 실천을 통해 환경개선에 긍정적인 효과를 얻을 수 있기 때문이다.
이러한 관점에서 이 연구에서는 환경행정에서 시민참여가 필요한 이유와 방법·유형 등을 이론적으로 검토한 다음, 울산시를 중심으로 환경행정에서의 시민참여 제도의 현황과 문제점을 분석하여 시민참여를 활성화할 수 있는 방안을 모색해 보았다. 앞으로 환경정책 과정에서의 시민참여의 역할이 강화되기 위해서는, 정부주도의 시민참여를 가급적 제한해야 하며, 참여주체로서 시민들도 자치형 시민참여와 공익적 성격의 요구형 시민참여를 활성화 시켜야 할 것이다.

This study tries to review the patterns and developments of citizen's participation and suggest some proposals to promote citizen's involvement in the environmental administration in Ulsan Metropolitan City. This paper classifies the means and types of citizen's involvements in the environmental administraction process. On the basis of theoretical reviews, this study analyzes various institutions of citizen's participation in the environmental policy process in Ulsan city. For the useful outcomes of citizen's participation, this paper recommends some policies: to change the perception of citizen's involvements in governmental policy process, to institutionalize citizen's participation, to open environmental informations to the public, to diverse citizen partnership methods and to expand citizen partnership in the implementation process.
