중국의 자유무역시범구 네거티브 리스트 제도에 관한 고찰

As the second largest economy in the world, China is tirelessly upgrading its economic power and comprehensive national strength. After China's establishment of the Shanghai Free Trade Zone as a pilot for the negative list system in 2013, Guangdong, Tianjin and Fujian’s Free Trade Zones have subsequently emerged. Since then, eight other free trade zones have been newly approved. In addition, a negative list applicable to the above 12 free trade zones was introduced. From the publication of the first negative list in 2013 to the fifth negative list in 2018, the development of China’s Free Trade Zones and the negative list's legal system have both experienced a long period of learning based the experiences of more advanced countries. Thus it turned out that the system of the negative list system of China’s Free Trade Zones, in general, still has many flaws. Therefore, further research on the negative list system has a practical significance for the future of the China’s Free Trade Zones. This paper introduces the development process for the negative list system of China’s Free Trade Zone, and analyzes the main content and characteristics of the 2018 Free Trade Zone negative list. Thus, this paper will identify ongoing problems with the negative list system, and provide valuable insight for the both for the Chinese government in resolving lingering issues, as well for Korean companies interested in entering the China market.

Due to the COVID-19 incident, logistics demand is exploding due to the rapid growth of the untact economy, and the importance of logistics is also increasing. In this era, there have been new changes in various aspects such as the environment and logistics type of global logistics, and it can be expected to continue to appear in the future. With the rapid growth of the Chinese economy after reform and opening, China's logistics industry has also developed significantly and emerged as a global logistics power. Due to the COVID-19 pandemic, China's logistics automation and digitalization are progressing faster. In addition, the Chinese government announced a series of logistics development policies to reduce national logistics costs and improve logistics efficiency, and is striving to apply new technologies and automated equipment for logistics development. This study deals with the policies and characteristics of China's smart logistics after conducting a theoretical review of modern smart logistics after the pandemic. Through case studies, we would like to present implications for the Korean government and the logistics industry after investigating and analyzing the current status and characteristics of smart logistics application by China's leading courier companies. 코로나19 사태로 인해 언택트 경제가 급성장함에 따라 물류 수요가 폭발적으로 증가하는 추세가 확인되었고 물류의 중요성도 더욱 커지고 있다. 이러한 시대에 글로벌 물류의 환경, 물류의 형태 등이 여러 면에서 변화하였고 향후에도 변화는 계속될 것으로 전망된다. 또한 정보통신기술(ICT)과 인공지능(AI)의 발전이 지속됨에 따라 물류와 관련된 새로운 기술과 형태도 계속 나타나고 있다. 그중 ‘스마트물류’는 운송, 보관, 하역, 포장 등 물류 전 분야에 정보통신기술, 센서, 정보통신 및 제어기술을 접목함으로써 물류시스템의 의사결정을 돕고, 물류 운영의 효율성을 높이며, 서비스 수준을 향상하고 물류비를 절감하는 것을 목표로 하는 현대 물류시스템을 지칭한다. 이렇게 변화하는 물류 환경 속에서 우리 정부는 포스트 코로나 시대를 대비하여 향후 10년간 물류산업의 발전을 위한 새로운 청사진을 제시하며, 제5차 국가물류기본계획(2021~2030년)을 확정하고 스마트물류 성장을 통한 ‘글로벌 물류 선도 국가 도약’이라는 비전을 제시하였다. 한편, 중국은 개혁·개방 이후 경제가 고속 성장함에 따라 물류산업도 크게 발전하여 물류 대국으로 부상하였으며, 코로나19 팬데믹으로 인해 중국의 물류 자동화·디지털화도 더욱 빠르게 진행되고 있다. 또한 중국 정부는 국가 물류비 절감과 물류 효율성 향상을 위해 일련의 물류 발전 정책을 발표하며, 물류 발전을 위한 신기술 및 자동화 장비 응용에 힘쓰고 있다. 중국 정부는 2025년까지 물류업 공급망 통합 관리, 제조업의 고품질 발전 등 물류업·제조업의 융복합 발전 수준의 향상, 창고·운송·유통 방면의 물류 자동화 수준의 개선을 제안하였다. 이렇게 중국 물류 업계의 자동화·디지털화 전환이 가속화됨에 따라 스마트물류는 중국 물류산업의 주류 트렌드 중의 하나로 자리매김하며 시장규모도 빠르게 성장하는 추세이다. 2020년 중국의 스마트물류 거래액은 5,710억 위안(약 102조 7,800억 원)으로 추정되었으며, 2025년에는 약 1조 위안을 돌파할 것으로 예측된다. 중국은 우리나라의 최대 무역 대상국이고 지리적으로 우리나라와 인접해 있다. 이에 우리나라 경제의 미래는 중국과 밀접한 관계가 있으며, 중국 물류의 환경 변화는 우리나라의 물류산업에 지속적인 영향을 줄 것으로 보인다. 또한 비대면 시대를 거쳐 포스트 코로나 시대에는 전자상거래와 소셜커머스의 확대가 두드러지고 있으며, 온라인 구매 상품이 증대되고 신규 및 비대면 이용자 수도 증가하였다. 이에 따라 한중 양국 간의 크로스보더 전자상거래도 활발해지고 양국 간의 연계 물류 서비스에 대한 요구도 높아지고 있다. 따라서 우리나라의 물류 선진화를 추구하고 스마트물류 산업의 성장을 추진하는 동시에 중국 스마트물류의 발전 상황 및 추이에 관해 지속적으로 연구하며, 팬데믹 이후의 물류 환경 변화에 따라 한중 양국 간 스마트물류 분야의 다양한 교류를 통해 공통협력이 가능한 분야를 발견하고 개척할 필요가 있다. 그동안 국내 학계에서는 스마트 융합, 스마트물류와 정보통신기술(ICT) 적용 등의 주제로 된 연구가 많이 진행된 반면에 중국 스마트물류에 관한 연구는 부족하다. 특히 중국의 대표성 있는 택배 기업과 관련된 분석이나 스마트물류의 적용 등 세부적인 주제로 진행된 연구는 더더욱 찾아보기가 어려운 설정이다. 또한 국내연구 중 중국 스마트물류 관련 ...

하이난(海南) 자유무역항의 투자정책에 따른 우리나라 기업의 진출전략에 관한 연구

This study firstly investigated the theory of ‘Free Trade Port’ in the special economic zone with the highest level of openness in China. After analyzing the policy characteristics of Hainan Free Trade Port, it analyzed the specific content of the legal provisions on investment policies in the latest laws and regulations related to the construction of Hainan Free Trade Port. And from the standpoint of Korean enterprises, the current situation of the industry and investment preferential policies in Hainan's potential fields were investigated. In addition, in order for Korean enterprises to successfully enter the Hainan Free Trade Port through investment and other means, this study proposes some basic strategies. And through the investigation of the construction and investment policy of Hainan Free Trade Port, it has given implications to the Korean government and industry. Therefore, this study can be used as basic data for Korean enterprises to enhance their understanding of the investment policy of Hainan Free Trade Port and to establish a business expansion strategy. 본 연구는 중국에서 개방 수준이 가장 높은 특수경제구역인 ‘자유무역항’에 대한 이론적 고찰에서 시작하여 하이난 자유무역항의 정책적 특징을 살펴본 후, 하이난 자유무역항 구축과 관련한 최신 법안 및 규정 중 투자정책에 대한 법조항의 구체적인 내용을 분석하고, 우리나라 기업이 하이난에 진출하기에 유망한 영역의 산업 현황, 투자 우대정책 등을 고찰하고자 한다. 또한, 우리나라 기업들이 하이난 자유무역항에 성공적으로 진출하기 위한 기본 전략을 도출하고, 하이난 자유무역항의 건설 및 투자정책을 참고하여 우리 정부와 산업계가 생각해봐야 할 시사점을 제시하고자 한다.
