노무현정부의 지속가능발전정책은 전체적으로 거버넌스모델의 민주적 속성에 보다 충실한 양상을 보여주었다. 투명성, 반응성 그리고 참여성의 요소를 대체적으로 만족시키고 있었다. 반면에 효율성의 측면에서는 다소 미흡한 점이 있었다. 특히 참여를 강조하다보니 전문성에 있어서 미흡하다는 비판이 종종 제기되었다. 반면 이명박정부의 녹색성장거버넌스는 상대적으로 효율성을 강조하는 모양새를 가지고 있었다. 정부주도적 성격이 강하고 시민의 참여가 약한 경향이 관찰되었다. 특히 참여를 강조하는 민주성이 매우 약했고 정책에 대한 국민들의 반응을 수렴하는 반응성도 낮은 수준을 보여주었다. The Roh Moo-hyun government s policy of sustainable development tended to reflect the democratic nature of the governance model by satisfying the factors of transparency, responsiveness and participation, while lacking in efficiency. In particular, it was criticized that the sustainable development policy fell short of professionalism. By contrast, the Lee Myung-bak government s green growth policy tended to emphasize the efficiency factor most. It was of state-centrism with the weak participation of civil society. Also, it showed a low level of responsiveness.

<P>This paper presents a new pin/energy-efficient data and clock signaling scheme, named braid clock signaling (BCS). This signaling scheme efficiently embeds clock information into the data stream without data overhead, unnecessary pins, and channels for clock. To remove the data overhead, the clock information is embedded in every other data period. This high transition density (TD) leads to the enhanced jitter tracking performance of a receiver and increased stability. Furthermore, a spread transition scheme (STS) removes the additional power consumption for the embedded clock with little electromagnetic interference (EMI). As non-return-to-zero (NRZ) signaling uses only two voltage levels, the NRZ BCS secures a large input voltage margin at the receiver side, unlike other pin-efficient multi-level signaling schemes. An analysis of the secured voltage margin shows improved energy efficiency over conventional pin-efficient multi-level signaling schemes, even without consideration of their clocking power dissipation. The prototype transceiver is fabricated in a 28-nm CMOS process with a 12-Gb/s delay-locked loop (DLL)-based receiver over four lines.</P>
ASEM IN RETROSPECT : A BRIEF HISTORICAL OVERVIEW

This article attempts to briefly review the history of ASEM. The birth and development procedures of ASEM as well as the outcomes of the two ASEMs in 1996 and 1998 are reviewed. Contending issues are also raised at the macro level. Finally, existing limitations of the meeting will be pointed out from an Asian perspective.
EMERGENCE OF THE REGULATORY STATE IN KOREA AND THE GOVERNMENT-INDUSTRY RELATIONSHIP

Since implementing open economic and stabilization policies in the 1980's, Korea has changed from a developmental state into a regulatory state, with slightly different characteristics from the regulatory states in North America and Europe that replaced their welfare states. The regulatory state in Korea still retains some of the characteristics of the developmental state. The purpose of this paper is to explain how the "new regulatory state," in which the characteristics of the developmental state and the regulatory state co-exist, is being developed in Korea by analyzing the relationships between the government and large business groups and between the government and small-to medium-sized companies.
