        건강과 행복을 추구하는 창원시설공단 경영혁신 우수사례

        우리 공단은 지난 2000년 2월 10일 창원시에서 10억원의 전액 현금을 출자하여 설립한 지방공기업으로 약 300여명의 직원이 시로부터 위탁 받은 스포츠, 청소년, 문화예술, 환경, 교통, 노인복지 시설 등을 경영하고 있다. ‘공단의 존재 이유는 시민’이라는 경영이념으로 경영전략체계를 정립하였으며, 2005부터 경영혁신을 추진하여 공단의 내·외부 환경 변화에 대응하여 ‘혁신은 선택이 아닌 필수’라는 사실을 인지하고, 직원들의 의식혁신을 위해 혁신아카데미 운영과 혁신관련 설문조사를 실시하였다. 일하는 방식 개선 및 효율적인 인력관리로 2년간 26명의 인력을 감축하여 연간 1,073백만원 인건비를 절감하였으며, 최근 2년간 수입규모 2배 증가와 수지율 90%로 연평균 22.5% 향상되어 공기업으로서 공익성과 수익성의 조화로운 성과를 거두고 있다. 그 결과 외부평가에서도 호평을 받아 행정자치부 주최 2006년 경영평가 ‘가’등급, 지방공기업학회 주최 제1회 경영혁신우수사례 최우수상 수상, 작년에 이어 2년 연속 대한민국 스포츠레저문화대상을 수상함으로서 일류 공기업으로 도약하고 있다. Changwon City Facilities Management Corporation, as a local public firm which Changwon city established by investing on billion won on Feb. 10, 2000, manages sports, juveniles, culture and arts, environments, traffics, facilities for welfare of the aged along with about three hundred staffs. On the basis of its corporate philosophy, 'Citizens, the reason for our existence', it set the management strategy system. And it has promoted managerial innovation since 2005 to let its members recognize that the innovation is not optional but essential, and operated an innovation academy and performed innovation-related questionnaire surveys for innovation in consciousness of all staffs. It settled complaints of customers positively through VOC, reduced the classes of standard plastic garbage bags from 40 to 8, developed and operated various programs for each facility, and held a conference for innovation in customer services. As a result, the monthly survey for customer satisfaction measurement showed improvement by ten points compared to the last year for the first time as a public firm. For innovation in the result-oriented organizational culture, it introduced BSC system to improve the compensation system which reflects the result of BSC performance on the assessment of an employee's performance, and reduced the team-based system consisting of four departments and three teams. In addition, it realized a win-win situation by overcoming labor-management conflicts and establishing peaceful labor-management relations. It has improved the service qualities of facilities by advancing convenient and main facilities and is forming sports complex of 36,300 square meters near the city center as a sports park. It is setting up FMS for efficient management of facilities and saved 0.1 billion won through ESCO program. It has downsized the work force (26 staffs) for two years and saved personnel expenses of 1.073 billion won every year. The income for the latest two years has risen and the ratio of earnings and expenses, which has been improved by 22.5% every year, was 90%. It is obtaining harmonious results in both public benefits and earnings as a public firm. Accordingly it gained public favor from the external evaluation. It ranked the first class from the managerial evaluation by the Ministry of Government Administration and Home Affairs in 2006 and received the first prize of excellent managerial innovation case by The Korean Association for Local Public Enterprises and so on. It is jumping up to the first-class public enterprise in Korea.

        일원철학(一圓哲學)의 마음론과 사상인(四象人)의 마음공부(1) -『정전』 「제2 교의편」을 중심으로-

        본 논문은 『동의수세보원』에서 밝히고 있는 사상인의 마음작용을 바탕하여, 일원철학의 『정전』의 마음론으로 사상인의 마음공부에 대하여 고찰하였다. 일원철학과 사상철학은 마음학이라는 공통점을 가지고 있다. 또 『주역』의 음양(陰陽)사상을 근본으로 소태산은 정신개벽을 통해 인간의 종교적 심성과 윤리적 삶을 밝히고, 동무는 인간의 도덕적 마음에 근거한 사상의학(四象醫學)을 창안하였다. 특히 두 철학은 구한말 고통 받는 민중들의 삶을 극복하고자 하는 애민(愛民)의 마음에서 주창된 한국철학이다. 본 논문은 일원철학과 사상철학의 마음학을 융합한 첫 번째 연구로 일원철학의 근본 가르침인 사은과 사요, 그리고 팔조를 중심으로 사상인의 마음공부를 고찰하였다. 먼저 『정전』의 사은은 인의예지(仁義禮智)를 통해 사상인의 마음공부와 연결된다. 인(仁)은 부모은ㆍ의(義)는 법률은ㆍ예(禮)는 동포은ㆍ지(知)는 천지은과 결부되기 때문에 태양인은 법률은을 헤아리고 감사할 줄 아는 마음공부가 필요하며, 소음인은 동포 은혜에 대한 감사하는 마음공부가 있어야 하며, 소양인은 부모에 대한 공경하고 감사하는 마음공부가 필요하며, 태음인은 천지에 대한 감사하는 마음공부가 필요함을 알 수 있다. 또 사요에서 자력 양성은 소양인의 나심(懶心)을 극복하는 마음공부가 되고, 지자 본위는 태양인의 절심(竊心)을 극복하는 마음공부가 되고, 타자녀 교육은 태음인의 치심(侈心)을 극복하는 마음공부가 되고, 공도자 숭배는 소음인의 탈심(奪心)을 극복하는 마음공부가 된다. 다음으로 팔조(八條)의 진행 사조에서 태양인은 모든 것을 이루려고 할 때 마음을 정하는 믿음이 있음이 필요하고, 소음인은 용감하고 굳세게 목표를 향하는 분심(憤心)을 가지는 마음공부가 필요하고, 소양인은 끝까지 목적을 이루게 하는 정성의 마음공부가 필요하고, 태음인은 모르는 것을 지혜롭게 알아내는 의단(疑端)을 가지는 마음공부가 필요한 것이다. 또 사연 사조에서 태음인은 치심이 생겨서 결정하지 못하는 불신의 마음이 있고, 소음인은 탈심하는 마음이 생겨서 모든 것을 자기 식대로 왜곡하려는 어리석음이 있고, 소양인은 게으름의 마음인 나심이 있고, 태양인은 모든 것을 탐하려는 탐욕심이 있기 때문에 이를 제거하는 마음공부가 필요함을 알 수 있다. This study is about the mind practice of Sasangin from the scriptures of Won-Buddhism of Il-Won Philosophy based on the mental factors of Sasangin that are determined in Donguisusebowon. Il-Won Philosophy and Sasang-philosophy have a common point in mind practice. Based on the Yin and Yang concept of Itching, Sotaesan (少太山) has revealed the religious mentality and ethical life of the human being through psychological creation, while Dongmoo (東武) invented Sasang medicine based on humanity’s moral mind. In particular, these two philosophies are Korean philosophies originated from the mind of love that seeks to help people to overcome the suffering of life. This thesis is the first attempt to integrate the Il-Won Philosophy and the Sasang philosophy. It examines the mind practice of Sasangin centering on The Fourfold Graces, The Four Essentials and The Eight Articles which are the basic teachings of the Il-Won Philosophy. First, The Fourfold Graces of Jungjeon are connected to the mind study of Sasangin through In-ui-ye-ji. Because the In is related to the grace of parents, the Ui colligates the grace of laws, Ye is coupled with the grace of fellow beings and Ji is connected to the grace of heaven and earth. So Taeyangin needs to study mind practice to know the grace of laws and appreciate them. Soeumin must do mind practice to appreciate the grace of fellow beings and Soyangin needs to perform mind practice about respect and gratitude for one’s parents. We can know that Taeeumin needs to improve the mind that expresses gratitude for heaven and earth. In the four Essentials, ‘The Developing Self-Power’ is a way to overcome the lazy mind of Soyangin. ‘The Primacy of the Wise’ becomes a way of the self-discipline of the mind to overcome the greedy mind of Taeyangin. ‘Educating Others’ Children’ is a great method of mind practice which overcomes the extravagant mind of Taeeumin. ‘Venerating the Public-Spirited’ is a way of mind practice that overcomes the dogmatism(奪心) of Soeumin. Next, in the proceedings of The Eight Articles(八條), Taeyangin needs to have the faith that sets the mind when trying to accomplish everything; Soeumin needs their mind practice to have zeal, with brave and strong intentions toward their goals; Soyangin needs to polish up the heart until the end to achieve the goal; and Taeumin has to discipline the mind with a suspicion of knowing that which he does not know wisely. Taeumin nreuires a mind practice that has doubts arising in one’s mind for knowing wisely what one does not know. In The Four Articles to Forsake, Taeumin has a mind of disbelief that cannot be determined because of indulgence(侈心), Soeumin has a foolish mind to distort everything in his own way because of having dogmatism(奪心), Soyangin has a lazy heart and Taeyangin has the greediness to want for everything, so the four Sasangins need mind practicing to remove these faults.

        Long-term outcomes of single-port laparoscopic myomectomy using a modified suture technique

        Objective To evaluate the long-term outcomes, including the pregnancy outcome and recurrence rate after single-port laparoscopic myomectomy (LM) using a modified suture technique with a Hem-o-lok clip (Choi’s LM) and conventional 4-port LM. Methods A retrospective study of patients who underwent Choi’s LM (n=55) and 4-port LM (n=102) in a single institutional hospital was conducted. Patients with <3 symptomatic myomas sized <10 cm each and operated on by a single surgeon were included. Recurrence was confirmed when a myoma measuring ≥3 cm was detected. Results The patients in both groups had similar demographic characteristics. Single (76.4% vs. 62.7%) and intramural (52.7% vs. 56.9%) tumors were commonly detected in both groups in the mean diameter (6.8±1.5 cm vs. 7.0±1.6 cm; P=0.40). In Choi’s LM, 16 patients (29.1%) needed an additional port; those who were nulliparous and/or had a large leiomyoma more frequently required an additional port (P=0.023 and 0.04, respectively). During a median follow-up period of 69 months, 17 patients (7.1% vs. 14.6%) had recurrence. The size of dominant myomas at recurrence was significantly smaller in patients who underwent Choi’s LM (3.4±0.7 cm vs. 5.7±2.4 cm; P=0.004). All 13 patients in both groups who successfully conceived had a full-term delivery. No major complications occurred during pregnancy. Conclusion Although an additional port was frequently used, the long-term outcomes of patients who experienced recurrence and pregnancy after Choi’s LM were acceptable. Considering its usability, Choi’s LM is feasible for the treatment of uterine leiomyoma.

      • Effect of Activated Charcoal on Growth of Zingiber mioga ROSC

        Activate charcoal (AC) can be utilized as a soil conditioner in agricultural crop areas. This study was conducted to investigate the effect of AC on growth and yield of Zingiber mioga ROSC as affected by different amounts of AC. The results obtained are summarized as follows. Growth characteristics including plant height and leaf length were the highest when activated charcoal added with 10-30%, suggesting that optimum amount of activated charcoal was ranged from 10 to 30%. Growth and enlargement of the root were improved by 10% AC with higher rhizome length and weight.

        Exception Handling in Defense Industry Logistics Process Using Process Repository

        일상적인 상황에서 방위산업에 관련된 물류관리의 중요성은 일반 산업에 비하여 크지 않으나, 예외적인 상황이 발생했을 때에는 신속한 해결책을 찾아내어 문제를 해결하지 않으면 국방에 있어서 전략적 공백으로 이어질 수 있다. 그러므로 예외상황에 대한 신속한 대비책을 구축하는 것이 필요하며 본 논문에서는 업무절차관리(BPMS) 시스템을 도입하여 물류 프로세스의 지속적인 개혁 및 개선을 유도한다. 이를 위하여 프로세스 저장소의 사용을 제안하며, 예외발생시 신속한 처리방안을 검색하기 위한 검색트리의 사용방법론을 제시한다. 획일적인 업무처리가 강조되는 군사작전 및 방위산업의 환경 하에서 예외상황의 처리를 위한 효율적 장치를 마련하는 것은 방산운용의 측면에서 매우 중요하다. 본 논문에서는 특히 지식경영의 관점에서 예외처리 시 생성되는 새로운 프로세스 지식을 프로세스 저장소(process repository)에 저장하고, 예외발생시 이 문제의 해결에 적합한 프로세스를 저장소에서 신속하게 검색하는 데 활용할 수 있는 검색트리의 생성과 활용에 대한 방법론을 연구하였다. 검색트리의 생성과 활용을 위하여 ‘상황변수’와 ‘의사결정변수’의 개념을 새로 도입함으로써 문제의 상황을 체계적으로 기술하고 저장 및 검색하는 방편을 제시하였으며, 예외상황의 인식능력(context awareness)을 제고시켰다. 정보의 엔트로피를 기초로 한 C5.0 알고리즘을 적용하여 정보이득을 최대화하는 검색트리를 생성하는 방법을 제시하였다.

        This study was conducted to investigate the effect of Activated charcoal (AC) for stimulating growth and productivity of Curcuma longa Linne as affected by different concentrations of AC. Growth characteristics such as plant height and leaf length were the highest with the optimum amount of activated charcoal ranged from 10 to 30%. Root growth was elongated by the addition of 30% AC with the highest rhizome length and weight.

        하악 제1대구치의 치근 만곡에 영향을 주는 요인

        Purpose : To find the cause of root curvature by use of panoramic and lateral cephalometric radiograph. Materials and Methods : Twenty six 1st graders whose mandibular 1st molars just emerged into the mouth were selected. Panoramic and lateral cephalometric radiograph were taken at grade 1 and 6, longitudinally. In cephalometric radio graph, mandibular plane angle, ramus-occlusal plane angle, gonial angle, and gonion-gnathion distance (Go-Gn distance) were measured. In panoramic radio graph, elongated root length and root angle were measured by means of digital subtraction radiography. Occlusal plane-tooth axis angle was measured, too. Pearson correlations were used to evaluate the relationships between root curvature and elongated length and longitudinal variations of all variables. Multiple regression equation using related variables was computed. Results : The Pearson correlation coefficient between curved angle and longitudinal variations of occlusal plane-tooth axis angle and ramus-occlusal plane angle was 0.350 and 0.401, respectively (p<0.05). There was no significant correlation between elongated root length and longitudinal variations of all variables. The resulting regression equation was Y=10.209+0.208X_(1)+0.745X_(2) (Y: root angle, X_(1): variation of occlusal plane-tooth axis angle, X_(2): variation of ramus-occlusal plane angle). Conclusion: It was suspected that the reasons of root curvature were change of tooth axis caused by contact with 2nd deciduous tooth and amount of mesial and superior movement related to change of occlusal plane.         Analysis of the Reduction Gear in Electric Agricultural Vehicle

        In electric agricultural machine a reduction gear is needed to convert the high speed rotation motion generated by DC motor to lower speed rotation motion used by the vehicle. The reduction gear consists of several spur gears. Spur gears are the most easily visualized gears that transmit motion between two parallel shafts and easy to produce. The modelling and simulation of spur gears in DC motor reduction gear is important to predict the actual motion behaviour. A pair of spur gear tooth in action is generally subjected to two types of cyclic stress: contact stress and bending stress. The stress may not attain their maximum values at the same point of contact fatigue. These types of failure can be minimized by analysis of the problem during the design stage and creating proper tooth surface profile with proper manufacturing methods. To improve its life expectation in this study modal and stress analysis of reduction gear is simulated using ANSYS workbench based on finite element method (FEM). The modal analysis was done to understand reduction gear deformation behaviour when vibration occurs. FEM static stress analysis is also simulated on reduction gear to simulate the gear teeth bending stress and contact stress behaviour.

      • A Study on Storage of Major Herbal Medicine Materials, Zingiberis Rhizoma

        To develop optimal storage method of root of Zingiberis Rhizoma, which has been grown as major cultural herbal medicine materials, root of Zingiberis Rhizoma, was stored for 10 months with different packing materials and sealing methods. The loss in dry weight as influenced by packing materials and sealing methods was the lowest at vacuum packing and followed by complete sealing methods with transparent polyethylene film. The ratio of root rot during the storage period was not significantly different between packing materials but was significantly different between sealing conditions. Conclusionally, vacuum packing and complete sealing with polyethylene film appears to be optimal for storage of Zingiberis Rhizoma.

      • Study on Leaf Production of Angelica acutiloba by Mulching with Polyethylene Film

        This study was conducted to produce effectively more leaves of Angelica acutiloba through year-round production system by using various mulching materials and polyethylene(PE) tunnel. Soil temperature by covering treatment was higher in PE mulching and PE tunnel than in rice straw mulching, especially showing the highest temperature in PE tunnel from April through May. Water content of soil was higher in PE mulching than in non-mulching. Leaf production of Angelica acutiloba through year-round production showed the highest in PE tunnel and root production in PE mulching. These results suggest that leaf production of Angelica acutiloba can be maximized through PE tunnel cultivation system.
