Purpose – The purpose of this study is to verify the effect of a high-performance work system on human resource performance and the mediating effect of informal learning in this causal relationship. Design/Methodology/Approach – The research method of this study is a quantitative approach, and the data was aggregated to the 1st Human Capital Corporate Panel Survey II (HCCPS) by the Korea Research Institute for Vocational Education & Training (KRIVET) due to its focus on the experience of accounting experts in Korean companies. A total of 1,024 participants were included in this study. Findings – The study found that high-involvement work organization and high-commitment HRM had a positive effect on organizational commitment and job competence in Korean companies, and that informal learning had a partial mediating effect in the causal relationship between a high-involvement work organization and organizational commitment and job competence. Research Implications – From a theoretical perspective, this research highlights the importance of informal learning in linking high-performance work system with human resource performance. In addition, this study also demonstrates the relational impact of high-commitment HRM and high-involvement work organization in Korean companies, further expanding the literature on workplace performance. From a practical perspective, this study suggests that companies need to incorporate effective high performance work systems, and build an environment to enable active informal learning opportunities. In addition, institutions should promote learning initiatives to maximize human resource effectiveness, ultimately improving organizational performance.
Traffic convexity aware cellular networks: a vehicular heavy user perspective

<P>Rampant mobile traffic increase in modern cellular networks is largely due to large-sized multimedia contents. Recent advancements in smart devices as well as radio access technologies promote the consumption of bulky content, even for passengers in moving vehicles, referred to as vehicular heavy users. In this article the emergence of vehicular heavy user traffic is observed by field experiments conducted in 2012 and 2015 in Seoul, Korea. The experiments reveal that such traffic is becoming dominant, as shown by the 8.62 times increase in vehicular heavy user traffic while total traffic increased just 3.04 times. To resolve this so-called VHP, we propose a cell association algorithm that exploits user demand diversity for different velocities. This user traffic pattern is discovered first by our field trials, which is convex-shaped over velocity, that is, walking user traffic is less than stationary or vehicular user traffic. As VHP becomes severe, our numerical evaluation verifies that the proposed cell association outperforms in practice a well-known load balancing association, cell range expansion. In addition to cell association, several complementary techniques are suggested in line with the technical trend toward 5G.</P>

Personal information (hereinafter referred to as “PI”) infringement has recently emerged as a serious social problem in Korea. PI infringement in the public and private sector is common. There were 182,666 cases of PI in 2,624 public organizations during the last three years. Online infringement cases have increased. PI leakage causes moral and economic damage and is an impediment to public confidence in public organizations seeking to manage e-government and maintain open and aboveboard administration. Thus, it is an important matter. Most cases of PI leakage result from unsatisfactory management of security, errors in home page design and insufficient system protection management. Protection management, such as encryption or management of access logs should be reinforced urgently. However, it is difficult to comprehend the scope of practical technology management satisfied legislation and regulations. Substantial protective countermeasures, such as access control, certification, log management and encryption need to be established. It is hard to deal with the massive leakage of PI and its security management. Therefore, in this study, we analyzed the conditions for the technical protection measures during the processing phase of PI. In addition, we classified the standard control items of protective measures suited to public circumstances. Therefore, this study provides a standard and checklist by which staff in public organizations can protect PI via technical management activities appropriate to laws and ordinances. In addition, this can lead to more detailed and clearer instructions on how to carry out technical protection measures and to evaluate the current status.
