Investigating Keynesian Theory in Reducing Unemployment and Poverty in Indonesia

This research aims to investigate the application of Keynes's theory in Indonesia, particularly in solving unemployment and poverty problems through government spending, economic growth, and human resource capacity. The basic concepts of the Keynesian theory were used as a method, through which government spending was harnessed toward economic growth in reducing unemployment and poverty rate. The analytical materials used were panel data for the 2017-2021 period in Central Java, Indonesia. The analytical methodology used was a multiple regression experimental design in selecting the best model according to Keynes's theory, especially for overcoming formidable problems. The main results showed that large Government spending program is ineffective in encouraging pro-growth, pro-job, pro-poor, and pro-equity development policy strategies. The causes of this failure include the violation of Keynes' assumptions about rationality and the low quality of education investment, which do not encourage productive and innovative entrepreneurship, as well as self-employment opportunities. As a result, government spending, including subsidies and direct financial assistance, used to implement the macroeconomic monetary, unstructured, and fiscal policy system is insufficient to significantly reduce the enormous difficulties. The main research results confirm that human capital capacity is the key to mitigating and reducing unemployment and poverty.

Zelkova serrata is an important hardwood species for the timber industry in Japan. Tree breeding programs for this species have mainly focused on growth characteristics such as stem diameter (D), tree height (TH), stem form, and branching. In order to fulfill timber industry needs, wood quality improvement should be included in the tree breeding program of this species. In the present study, growth characteristics, such as D and TH, and the stress-wave velocity (SWV), which is highly correlated with Young's modulus of wood, were measured for 20-year-old Z. serrata from eight half-sib families planted in a progeny test site with three different initial spacings. Significant differences in all the measured characteristics were found among the eight half-sib families. The variance components of the half-sib families for D, TH, and SWV were 27.2%, 47.3%, and 33.5%, respectively. These results indicate that all the measured characteristics of this species could be improved by tree breeding programs. In addition, only low correlation coefficients were obtained between the growth characteristics and SWV, indicating that extensive selection on SWV in tree breeding programs may not always lead to a reduction in yield volume.
The Role of Government Expenditure and Investment for MSME Growth: Empirical Study in Indonesia

In Indonesia, micro-, small- and medium-sized enterprises (MSMEs) are introduced to increase income by providing many easier jobs to improve economic growth. They have also been reported to be generally supportive of the local industry. The government policies on investment and expenditure have the ability to promote MSMEs and economic growth. Therefore, this research was conducted to analyze the theoretical background and empirical study to investigate government's role to promote MSMEs growth in Indonesia. The secondary data after the 2008 global financial crisis recorded quarterly from 2009 to 2019 Q3 were analyzed using the Ordinary Least Square (OLS) regression model. The results showed government expenditure has a positive and significant contribution to small- and medium-sized enterprises, but the effect was not significant for micro-businesses. Meanwhile, the investment sector was discovered to have a positive and significant effect on MSMEs. The policy implications of the Indonesian government are expected to focus on its expenditure's role as the most important factor for "social-economic protection of the community" through micro-enterprises, which are numerous and more attached to the real community economic-social life. Therefore, the existence of micro-businesses is very helpful for the lower classes despite their high vulnerability to crisis.
Swarm Intelligence for Additive White Gaussian Noise Level Estimation

This paper presents a simple technique for estimating the noise levels in noisy images corrupted by additive white Gaussian noise. The proposed technique modifies the existing singular-value-decomposition-based noise level estimation method. The proposed method calculates the sum of trailing singular values to infer noise levels. Particle swarm optimization and its variants can be used compute the optimal scalar value for the proposed noise level estimation method over a set of training images. As discussed in the experimental section, the proposed method outperforms existing schemes on noise level estimation tasks. Additionally, the estimated noise obtained from the proposed method can be used to improve the quality of denoised images.
Comparison of Deep Learning-Based Object Classification Methods for Detecting Tomato Ripeness

Examination of the technological development in agriculture reveals that not many applicationsuse cameras to detect tomato ripeness; therefore, tomato maturity is still determined manually. Currently, technological advances and developments are occurring rapidly, and are, therefore,also inseparable from the agricultural sector. Object detection can help determining tomatoripeness. In this research, faster region-based convolutional neural network (Faster R-CNN),single shot multibox detector (SSD), and you only look once (YOLO) models were tested torecognize or detect tomato ripeness using input images. The model training process required 5hours and produced a total loss value <0.5, and as the total loss became smaller, the predictedresults improved. Tests were conducted on a training dataset, and average accuracy values of99.55%, 89.3%, and 94.6% were achieved using the Faster R-CNN, SSD, and YOLO models,respectively

Rethinking Indonesia’s E-Government Strategy: Between the Current and The Future Development

Recent developments in Indonesia indicate that the existing conception of e-government, which emphasizes improved quality and efficiency in public services, needs to be re-examined, particularly from the long-term perspective. The study offers a prospective perspective that characterizes e-government in the world as a tool for improved government in the most general sense. It positions egovernment at the center of public management modernization and reform, where technology is used as a strategic tool to modernize public administrations' structures, processes, regulatory frameworks, human resources, and organizational cultures in order to deliver better government and, ultimately, increase public value. In this opinion, e-government must be increasingly networked, dispersed, and knowledge-based. Unfortunately, there are numerous approaches concerning the strategy of e-government that could give us the misapprehension. By combining the definitions and goals of e-government strategy, especially from the valid literature, this article intends to propose a thorough and encompassing definition of e-government strategy and to outline the goals of carrying out such projects in order to provide the suggestion for the government of Indonesia.
Fabrication of high purity silica precipitates from quartz sand toward photovoltaic application

The development of renewable energy is becoming a crucial aspect because fossil fuels are non-renewable energy and will runout in the near future. Since Indonesia is in the equator area which gets sunshine throughout the year, solar cell is one of therenewable energy which is very promising as renewable energy. The obstacle to develop solar cell is the high cost of solar panel. Therefore, new technology to produce silica with high purity is important to be performed in order to be used as material inmaking solar panels. Here we fabricated high purity silica precipitates from quartz sands from Kendawangan, WestKalimantan. We fabricated silica precipitated by roasting quartz sand and then dissolving the sodium silicate into boilingwater followed by leaching, precipitation and repeatedly washing using hydrochloric acid. The content of SiO2 of atomicabsorption spectroscopy of quartz sand from Kendawangan contains SiO2 of 99.2% and the remaining trace elements areimpurities. The roasting process was conducted using sodium carbonate with the comparison of quartz sand: sodiumcarbonate = 55:45 (% ratio) at 1.200 °C for 2 hours obtaining sodium silicate crystal. The final result of silica precipitatesobtained in this research showed that the silica precipitates has very high purity with content of SiO2 up to 99.99%. Thissuccessful result will contribute for domestic industry which can provide high purity silica precipitates for material source ofsolar grade silicon in photovoltaic device.
