인터넷 기반 건설업의 통합 조달 시스템 구축방안에 관한 기초 연구

As characteristic of construction industries, the Issues of construction management have been pointed out because of time and space limit among construction project participants (owner, supervisor, builder, experiment specialty institute, specialty construction company, material supplier and equipment supplier). To improve these issues, procurement system has been introduced by using internet and intranet. Procurement system that was developed by some of large construction companies was considered only internal supply on closed system method. They also restricted to article supply as supply concept. In this paper, we suggest a plan to establish integrated construction procurement system that expands to the article, service and construction work supplies by utilizing the bi-directional and real-time contact system and presents related following research program.

When constructing buildings, planning, design, construction, using & maintenance as building life cycle. Due to industrialization in 1960s and development of new town from the late 1980s to the early 1990s, Korean housing supply rate reaches almost 100%. After construction companies confronted limit of new building construction, they recognized remodeling as a part of construction, and organized remodeling team or FM team to improve sustainable industrial area. However, since companies in Korea are lack of experience and research activities for remodeling, it makes obstacle to improvement of remodeling business. So the objective of this study is to help carry out remodeling business by suggesting the counterplan through investigation of a risk of apartment remodeling business.

재건축과 관련한 각종 규제들이 강화됨에 따라 향후 공동주택 리모델링사업이 활발하게 이루어 질 것으로 예상된다. 그러나 공동주택 리모델링사업을 수행할 수 있는 관리시스템의 부재로 사업의 어려움을 가지고 있다. 이에 본 논문에서는 리스크관리에 필요한 리스크 인자를 식별하고 분석하여 AHP에 의한 쌍별비교와 리스크 레벨분석을 위한 확률평가를 시행하여 리스크 수준을 제시하였다. 본 연구가 공동주택 리모델링사업의 리스크를 최소화하고 사업을 원활히 수행할 수 있는 기초자료로 활용되어 건축산업의 기조가 신축위주에서 지속 가능한 산업으로 발전하는데 도움이 되지를 기대한다. 향후 연구과제로 본 연구의 리스크 인자분석의 자료를 활용하여 리스크 관리 모델구축이 있어야 할 것으로 사료된다. Recently, apartment-remodeling project is booming since various reconstruction controls are tightened. However, the project has difficulties because management systems used for apartment-remodeling projects are not available. Identifying and analyzing risk factors that are required for risk management, this paper suggests the risk level through paired comparison performed by AHP method and probability assessment for risk level analysis. It is expected that this research will be utilized to minimize the risk of apartment remodeling project and for basic materials to perform the project and helpful to change newly build-oriented construction into sustainable industries. Hereafter using the risk factor analysis data of this paper for this research project, risk management model is considered to be constructed.

건설분야에서 국내표준과 국제표준의 부합화 방안 - 콘크리트 시료채취와 시험방법에 대한 규격을 중심으로 -

국가간 무역거래가 활발해 지면서 통일된 국제규격의 중요성이 강조되고 있다. 이에 따라 세계무역기구(World Trade Organization, WTO)와 APEC(Asia-Pacific Economic Cooperation)에서는 각국의 무역에서 기술장벽에 관한 협정(Agreement on Technical Barriers to Trade, TBT협정)과 무역투자위원회(CTI)회의를 통해 점진적으로 국가표준을 국제표준에 부합시키도록 결의하였다. 또한, ISO(International Organization for Standardization)에서도 ISO/IEC Guide 21을 작성하여 국제규격을 국가규격으로 채택하도록 지침을 마련하였다. 이러한 대외 환경의 변화에 따라 국내에서도 건설시장 개방에 따른 건설분야의 표준 정비와 함께 국제규격과의 부합화에 대한 대비가 필요하게 되었다. 따라서 본 연구는 한국산업규격의 토건부문(KS F)규격 중 콘크리트 시료채취와 시험방법에 대한 규격을 ISO/IEC Guide 21과 통상산업부 부합화 지침서를 기준으로 대응규격인 ISO건설 분야 규격의 구성체계와 내용에 대해서 상호 대비하고, 이에 따른 문제점 도출 및 대안을 제시함으로써 국내 건설분야 표준규격의 부합화 방향을 설정하고자 한다. As the international trade has been increased, unified worldwide standards are getting more important and necessary. At the TBT(Agreement on Technical Barrier to Trade) of WTO(World Trade Organization) and the CTI meeting of APEC(Asia-Pacific Economic Cooperation), they made an agreement with applying International Standards to National Standards gradually. In addition, ISO (International Organization for Standardization) established the ISO/IEC Guide 21, a guideline for applying International Standards to National Standards. In these environment, Korean Industrial Standards has to be prepared for it. This paper introduce the comparison between Korean Industrial Standards and ISO Standards about the standards of sampling and testing the fresh concrete, based on ISO/IEC Guide 21 by ISO and the Applying guideline by Korean Agency for Technology and Standards, and then discuss the problem about applying them. The overall objective is to establish the applying guideline on construction fields, which is civil and building engineering part(KS F) of Korean Industrial Standards.

턴키공사 설계품질관리에 관한 연구(시공단계의 설계변경을 중심으로)

본 연구는 턴키공사의 문제점 가운데 설계변경에 있어 부실한 설계관리가 상당한 비중을 차지하고 있음에 착안하여, 당초의 설계물이 시공단계에서 설계변경을 초래하게 하는 제도적 문제점을 찾아보고, 현행 책임감리제도하에서 시공자가 수행하는 현장설계변경 절차를 ISO에서 권고하는 절차와 비교하여 그 개선 방안을 알아보고자 하였다. 설계변경상에서 나타나는 문제점으로는 첫째, 시공단계의 설계변경은 원 설계조직이 기술적 타당성, 전반적 완전성, 품질요건 등 사업 전체적 시각으로 검토하는 절차수립 및 이행이 요구되었으며, 둘째로 효율적인 설계관리를 위해서 사업의 조직 및 분장업무, 기술표준의 결정, 설계문서별 작성기준 등 설계계획 단계에서의 개선이 필요하며, 마지막으로 공동도급업체간 설계품질관리체계를 구축하여 설계정보의 공유, 사전검토, 확인 등으로 설계오류를 최소화하는 것이다. Turnkey project, also called Design-Build project, has been expanding and diversifying its business into the Korean market. However, it has been experiencing numerous difficulties due to a large number of change orders on the public turnkey project. Change order during the construction phase impact on time deliveries, budget and quality on a turnkey project. In preparation for this, the government has to improve the awarding procedure and general conditions for turnkey projects. Contractors should also cooperate with their co-working partners and establish a standardized procedure, which provides change order control for efficient implementation on the construction site.
