        The government has worked out measures to cope effectively with various kinds of disasters whenever they broke out. Despite of the government efforts, there have been lots of accidents which claimed lots of human lives. They were the collapse of the Seongsu Bridge and a fire at the Daegu Subway. To prevent such big-scale accidents, the government should work out proper anti-disaster steps, such as effective preventive measures and deployment of all kinds of private organizations concerned, in addition to the relevant government organizations.

        Background and Purposes: Over the past three decades, numerous studies performed in Korea have reported that job stress is a determinant risk factor for chronic diseases and work disability. Every society has its own culture and occupational climate particular to their organizations, and hence experiences different occupational stress. An occupational stress measurement tool therefore needs to be developed to estimate it objectively. The purpose of this study is to develop and standardize the Korean Occupational Stress Scale (KOSS) which is considered to be unique and specific occupational stressors in Korean employees. Subjects and Methods: Data were obtained from the National Study for Development and Standardization of Occupational Stress (NSDSOS Project: 2002-2004). A total of 12,631 employees from a nationwide sample proportional to the Korean Standard Industrial Classification and the Korean Standard Occupational Classification were administered. The KOSS was developed for 2 years (2002-2004). In the first year, we collected 255 items from the most popular job stress measurement tools such as JCQ, ERI, NIOSH and OSI, and 44 items derived from the a qualitative study (depth interview). Forty-three items of KOSS, in the second year, were retained for use in the final version of the KOSS by using Delphi and factor analysis. Items were scored using conventional 1-2-3-4 Likert scores for the response categories. Results: We developed eight subscales by using factor analysis and validation process: physical environment (3 items), job demand (8 items), insufficient job control (5 items), interpersonal conflict (4 items), job insecurity (6 items), organizational system (7 items), lack of reward (6 items), and occupational climate (4 items). Together they explained 50.0% of total variance. Internal consistency alpha scores were ranged from 0.51 to 0.82. Twenty-four items of the short form of the KOSS (KOSS-SF) were also developed to estimate job stress in the work setting. Because the levels of the subscales of occupational stress were gender dependent, gender-specific standard norms for both the 43-item full version and the 24-item short form using a quartile for the subscales of KOSS were presented. Conclusion: The results of this study suggest that KOSS might be an appropriate measurement scale to estimate occupational stress of Korean employees. Further and more detailed study needs to be conducted to improve the validity of this scale.

      • Heat Transfer Coefficient, Heat Release and Gas Hazard Tests for Expanded Polystyrene Heat Insulating Materials with Aluminum Foil

        The purpose of this study is to enhance heat insulation effect and to decrease fire hazard by attaching aluminum foil to expanded polystyrene, which is mainly used for insulating materials, to have fire retardant. The result of the test confirmed that the insulating materials, expanded polystyrene of 10 kg/m3 and 14 kg/m3 of density attached aluminum foil on both sides, showed 12%, 14% of improved heat transfer coefficient respectively compared to existing expanded polystyrene of the same density. Besides, they met all the standards for the testing of heat release and gas hazard. On the other hand, the one made of general expanded polystyrene could not meet the standards of the heat release test and the gas hazard test.

      • Practical Training Plan to Improve Job Skills for Fire Protection Engineers: Focusing on the Human Capital Theory

        This research focused on the practical training program provided by government and practiced by human resources development service of Korea to fire protection engineers to analyze the training program is suitable to improve their productive capacity. To continually improve job skills through the educational program for fire protection engineers, we propose the following suggestions. First, the educational programs of the practical training for the fire protection engineers should be separated with the educational programs of practical training for the fire protection inspection and testing engineers and associate fire protection engineers. Second, diverse educational programs for the fire protection engineers should be provided. Finally, the government needs to recommend to Korea fire safety association to improve the educational program and to provide diverse educational programs. Otherwise, the government needs to allow enter the practical training program to the other institutions outside Korea fire safety association.

        A Study on How to Strengthen the Expertise of Korean Qualifications Management in the Firefighting Realm from the Viewpoint of External Signal Dependency of Capture Theory

        This study suggests ways to strengthen the expertise by analyzing the problems caused by the lack of expertise of the qualification management body managing the Korean qualifications in the realm of firefighting from the perspective of external signal dependency of capture theory. As a method to prevent the dependency of external signals in capture theory, it is suggested to strengthen the expertise of regulators and strengthening roles and functions of regulator institutions by supplementing education and professional manpower. On this basis, analyzing the problems of qualifications management to the external signal dependency tendency, the researchers in qualification management at the Human Resources Development Service of Korea have a variety of different majors, so understanding and application can be limited if they are working in an unfamiliar area of work. Therefore, in making decisions regarding topics such as policies and roles, suitable alternatives should be found based on external signals. In order to improve this, it is necessary to select firefighting majors in the Korean qualification management of the firefighting realm, to reorganize the job scope to a similar job field of the researcher in charge. It is also necessary to strengthen the expertise of the researcher through various programs, such as mandatory periodic maintenance education in order to understand the work of the researcher.

        Analysis of the Problem of fire Qualification Information and Employment Information Due to Incomplete Information in the Job Search Process

        This study analyzes the problems of fire qualification information websites and job search websites due to incomplete information in the job search process and suggests an improvement plan. It has been confirmed that the main reason for the cost of job searching is incomplete information required for a job search and job search through existing analysis. As a result, it is suggested to construct a smooth information system for economic entities and to provide easy access to information by mitigating the incompleteness of information. Based on this, analysis of the problems of Korean qualifications in the firefighting realm reveals that there is a qualification holder information and a job information site, and a qualification holder management system is established but only information of either qualification acquisition information or employment information is provided. In addition, it is easy to access information through a qualification acquisition information and employment information site via the Internet, but there are inconveniences that qualification acquisition information and employment information are dualized. In order to improve this, it is necessary to build a new customized integrated qualification management system that covers existing Q-net qualification acquisition information and worknet employment information.

        Establishment of an Incentive System for Prohibition of Lending Firefighting Qualifications and Rental Agencies

        This study suggests a solution of an incentive system from the viewpoint of the external effect on the renting of firefighting qualifications and on rental agencies. Currently, the Human Resources Development Service of Korea does not have a penalty for neglecting to perform a search into qualification lending and rental agencies. In the short term, the penal clause should be strengthened so that companies and qualification holders cannot borrow or lend their qualifications. In addition, the Human Resources Development Service of Korea will increase the number of personnel dedicated to investigating the loaning of qualifications. It is necessary for the government to establish a penalty for neglecting to investigate the lending of qualifications for the Human Resources Development Service of Korea. In the long term, the state needs to make only minimal regulations. Also, the state needs to make companies and qualification holders feel like they benefit more when they are not borrowing or lending qualifications. The anticipated effect of this study is that the government will intervene appropriately by applying firefighting qualifications according to market principles. It can also be used as a basis for the revision of related laws on the renting of national technical qualification certificates and the investigation of rental agencies.

      • Noise Elimination Method in Automatic Fire Detection Equipment in Accordance with the Communication Distance

        This research focused on the communication noise level depending on the distance for conventional fire detection systems (RS-485 code-transmitter) in comparison to the newly developed optical cable automatic fire detection system (optical communication code-transmitter. The noise levels of the RS-485 code-transmitter were respectively 10, 200, 1200, and 2400 mV for the communication distances of 0, 1, 40, and 80 m and showed a correlation between the increase of the communication noise with the increase of the communication distance. However, the optical communication code-transmitter did not show any sign of communication noise at these four different distances. Therefore, the newly developed optical communication system is an ideal system to avoid false alarms in automatic fire detection system.
