The Great Hansin-Awaji Earthquake occurred in Hyogo Prefecture twenty years ago. Many people lost their lives and houses, office buildings, and roads were damaged. Many lessons were learnt from the earthquake: the importance of initial action, the community’s preparedness to deal with a disaster, and building earthquake resistant towns. With these lessons in mind, the following assignments are the most important in Hyogo Prefecture. (1) Maintaining a base for large disaster prevention, effective operation of the Phoenix disaster management system, and reinforcing administrative systems through establishing a disaster prevention bureau at Kansai. (2) Promoting independent disaster prevention organizations, reinforcing regional disater prevention through self-help and mutual efforts, such as Hyogo Prefecture’s campaign. (3) Promoting disaster prevention education aimed at children and students. (4) Maintaining a base for international disaster prevention organizations and humanitarian assistance- such as the Disaster Reduction and Human Renovation Institution, donation projects, and hosting the UN World Conference on Disaster Risk Reduction. These measure demonstrate that disaster prevention is a priority in Hyogo Prefecture. Moreover, with plans to give new strength to the Great Hanshin-Awaji Earthquake, Hyogo Prefecture is promoting creative plan led by local residents. It is expected that the scale of damage will be reduced through appropriate disaster prevention and disaster risk reduction measures, such as tsunami shelters and earthquake-proof structures, even though the chances of a large scale earthquake occurring are high, as Hyogo Prefecture is along the Nankai Through. Hyogo Prefecture has made active efforts to improve the land. In the future, Hyogo Prefecture will try to contribute to disaster prevention by sharing information with other regions of Northeast Asia. 今から20年前、兵庫県の阪神・淡路を中心とした地域をマグニチュード7.3の地震が襲った。住民たちは自分の命を失い、住宅、事務室などの建物や道路を失った。兵庫県は、地震から初期対応の重要性、自然災害に耐えられる建物の必要性、地域社会レベルの対策の重要性という教訓を得た。次のような政策は、兵庫県において、災害予防政策が優先視されることを表す。 ① 災難管理システムの効果的運営のための基盤維持、関西地域防災組織構築による管理システムの強化、② 兵庫県のキャンぺインや相互努力による地域災難予防策の強化と独立的な防災組織の設置、その広報、③ 子供・学生向きの災害予防教育、④ 国際防災組織、人と防災未来センターのような人道的支援、寄附プロゼクト、そして災害危険減少のためのUN世界会議の開催. 大規模の地震が起る可能性の高い地域の場合、津波待避所および耐震構造による災害防止対策、災害危険減少対策を徹底的にしておけば、被害規模を最小化することができる。兵庫県の今までの防災努力は、向後、東北アジア地域の災害予防にも寄与できるものであると思われる。

CuInSe2 (CIS), Cu(In,Ga)Se2 (CIGS), and CuGaSe2 (CGS) solar cells were fabricated on flexible 50-lm thick zirconia sheet substrates. Alkali doping into CIS, CIGS, and CGS absorber layers was demonstrated using alkali-silicate glass thin layers (ASTL) deposited on substrates prior to the sputtering of the Mo back contact layer. Enhanced cell efficiencies with the use of ASTL were demonstrated regardless of the In/Ga composition ratio in CIGS. The external quantum efficiency (EQE) curves of CIGS solar cells fabricated with ASTL showed an enhanced absorption in the long wavelength region, whereas the EQE curves of CIS and CGS cells showed no such variation. This result implies that the presence of alkali elements in CIGS lead to a reduction in elemental inter-diffusion of In and Ga during growth, resulting in a decrease of the nominal band-gap energy of the CIGS layer due to the steep Ga composition gradient present in the CIGS layer.

Objective : Accumulated evidence collected via functional near-infrared spectroscopy (fNIRS) has been reported with regard to mental disorders. A previous finding revealed that emotional words evoke left frontal cortex activity in patients with depression. The primary aim of the current study was to replicate this finding using an independent dataset and evaluate the brain region associated with the severity of depression using an emotional Stroop task. Methods : Oxygenized and deoxygenized hemoglobin recording in the brain by fNIRS on 14 MDD patients and 20 normal controls. Results : Hyperactivated oxygenized hemoglobin was observed in the left frontal cortex on exposure to unfavorable stimuli, but no significant difference was found among patients with depression compared with healthy controls on exposure to favorable stimuli. This result is consistent with previous findings. Moreover, an evoked wave associated with the left upper frontal cortex on favorable stimuli was inversely correlated with the severity of depression. Conclusion : Our current work using fNIRS provides a potential clue regarding the location of depression symptom severity in the left upper frontal cortex. Future studies should verify our findings and expand them into a precise etiology of depression.
