1970년대 새마을운동에서 전개된 계획 활동에 관한 탐색적 연구

새마을운동에서 전개된 계획 활동에 대한 탐색 연구는 새마을개발의 정의에 근거한 새마을계획의 이론적 고찰, 새마을계획 수립 및 집행에 필요한 기초적인 지식 등으로 구성되며, 이들에 대한 학습과 탐구는 새마을계획에 대한 이론적 이해를 바탕으로 실천 능력을 함양하여 활용하는 데 목적을 두고 있다. 이를 위해 1970년대 정부와 마을에서 수행했던 계획 활동에 대한 경험자료로 새마을운동중앙회의 새마을운동아카이브 구술사를 활용하여 분석하였다. 합리성을 기준으로 정부와 마을의 새마을계획을 비교하였다. 1970년대 정부의 새마을계획은 전형적인 합리계획의 특징을 보이고 있으며, 같은 시기 마을의 새마을계획은 합의계획에 가까운 특징을 가지고 있었다. 마을에서 전개된 새마을계획은 마을주민이 중심이 되어 사업을 선정하고 추진방안을 구체화하였을 뿐만 아니라 격렬하게 토론하고 설득하는 등의 마을주민 간 상호작용과 교류가 있었다. 한계도 적지 않았다. 정부의 총열제로 인한 공무원의 간섭과 동원이 있었고, 이러한 배경에서 마을의 새마을계획에 공무원이 깊숙이 관여하기도 하였다. 주민의 심의를 통한 자발적 승낙이 이루어지던 마을총회가 형식적 심의의 장이 되기도 하였다. 이러한 한계에도 불구하고 1970년대 새마을운동에서 보여준 정부의 합의계획과 마을의 합의계획 간 상호보완적 수행은 통합된 합리성의 가능성을 부분적으로 보여준 사례라고 할 수 있다. Exploratory research on planning activities developed during the Saemaul Undong consists of theoretical considerations of the Saemaul Plan based on the definition of Saemaul development and the basic knowledge necessary for devising and executing the plan. Learning about it and exploring it can foster practical skills based on a theoretical understanding of the Saemaul Plan. To this end, this study conducts an analysis using the Saemaul Undong Archives’ oral history from the Saemaul Movement Central Association as empirical data for the planning activities executed by the government and villagers themselves in the 1970s. The government’s and villagers’ Saemaul Plans are compared based on their rationality. The government’s Saemaul Plan from the 1970s is a typical rational plan, whereas villagers’ plans from the same period are marked by an agreed-upon rational plan. In the Saemaul Plan developed by villagers, the villagers themselves chose the projects and provided detailed strategies to conduct them. Further, there were interactions between them, including discussions and heated debates on how to persuade unwilling parties. Moreover, there were many limitations, such as interferences and attempts of mobilization by public officials due to the government’s ranking system, and they were deeply involved in village-level Saemaul Plans. The village general meetings, where voluntary agreements were made through deliberations by residents, also became the venue for rubber-stamp approvals. Despite these limitations, the complementary roles played by the government’s and villagers’ agreed-upon plans during the Saemaul Undongof in the 1970s is a good example that shows the possibility of integrated rationality.

밥 음악과 추상표현주의 미술의 컬트 문화 연관성 연구 : 싸이네스테시아(Synesthesia) 이론을 중심으로

본 연구에서는 2차 세계대전 이후 미국 사회에서 추상표현주의적 경향의 예술이 어떠한 영향력을 행사했는지와 지금까지 계승되어 오고 있는 컬트적 팬덤 문화에 대해 분석하였다. 당 대 대중 예술은 큰 틀과 작법 및 방식이 틀에 박힌 것을 선호했으며 유행이 일괄적이고 여흥을 위한 문화가 주류였다. 젊은 사람들도 개성을 추구하기보다는 집단적인 기준을 따름으로써 사회에 순응하는 것이 일반적인 분위기로 나타났으나 그와 동시에 흑인들의 민권 운동이 시작되는 등의 역사적 흐름은 예술을 감상자 중심에서 예술가의 표현을 더 중요시하는 새로운 문화로 바꿔놓으며 그 정신이 오늘날까지 계승되어 오고 있다. 밥 음악과 추상표현주의 미술의 연관성은 싸이네스테시아(Synesthesia) 이론과 그것들을 향유하는 대중 및 대중 예술가들의 작품과 표현을 통해 그 상호주관성을 확인할 수 있었다. 시인, 작가, 요리사, 평론가, 철학가, 뇌과학 연구자들의 주장이 이를 뒷받침하는 근거로 어렵지 않게 접해 볼 수 있다. 밥 음악의 특징인 ♭5음은 랭스턴 휴즈(Langston Hughes)의 시에서 김빠진 맥주로 표현 되었고 밥 음악의 태생적 근원이 경찰들의 진압봉에 흑인들이 맞을 때 나는 소리로 표현하고 솟구치는 고음부의 날카로운 소리에서 눈물의 아픔을 비-박!같은 표현을 나타내는 시어를 볼 수 있었다. 무라카미 하루키는 자신의 저서에서 밥 음악을 표현하며 컬러풀하고 향기롭다, 허우적거리다, 녹아버리다 등의 감각전이적 표현을 사용했다. 바실리 칸딘스키(Wassily Kandinsky)는 자신이 바그너(Wagner)의 공연에서 마음속으로 모든 색을 눈앞에서 보았다고 말했다. 음의 고저, 선율, 화성 등 음악과 음향적인 부분에서 사람들이 떠올리는 색감이 완전하게 일관한다고 말할 수 없을지 몰라도 상호 주관적으로 공통되는 감각 전이가 상당하다는 것은 이미 많은 연구에서 증명되어 있다. This study analyzed the influence of abstract expressionism art in American society after World War II and the cult fandom culture that has been handed down to date. After war, art and culture was almost similar form of making method, and most prefer rut, and culture for entertainment was the mainstream. It was a general for even young people to adapt to society by following collective standards rather than pursuing individuality. Historical event, such as the beginning of the civil rights movement by black people changed art from the viewer-centered to a new form that places more importance on the expression of the artist. Bop music and abstract expressionism art were able to confirm their mutual subjectivity through various theories of synesthesia and the works and expressions of the public and artists who enjoy them, such as poets, writers, cooks, critics. There are many studies on it by philosophers and brain science researchers. The ♭5 note characteristic of the bebop music was expressed as a flat beer in Langston Hughes’ poem ｢Montage of a Dream Deferred｣. The b irth o f it’s n ame Bop was expressed as the scream of black people being hit by the police’s rioting rods, and from the sharp sound of the high-pitched note, the pain of tears could be seen as a poetic expression. In his book ｢Portrait in Jazz｣, Haruki Murakami expressed the music of bebop using vocabulary of sensual expressions such as colorful and fragrant, flounder and melted. Wasily Kandinsky said that he saw all the colors in his mind, before his eyes at Wagner’s performance. It might not be possible to say that the colors people think of in music and acoustics such as pitch, melody, and harmony are completely consistent. However it has already been proven in many studies that mutually subjective common sensory transfers are similar.
