        최근 우리나라의 지역개발이나 정책에 있어 과거의 중앙정부 중심, 물적 성장 중심의 개발 패러다임에서 벗어나 자립적 역량강화, 지역 간 연계협력, 융합화 등이 강조되고 있다. 이에 본 연구의 목적은 지방자치제가 실시되었으나 지방의 자치기반이 취약하여 지역간 불균형 발전이 심화되는 가운데, 박근혜정부의 출범과 함께 최근 국내외적으로 변화하고 있는 지역발전의 패러다임에 직면하여 지방분권과 균형발전에 토대를 둔 지역 주도의 자립적 지역발전을 이루기 위한 구체적 방안을 제시하는 데 있다. 이를 위해 시대적 요구와 필요성을 절감하고, 지역적 차원에서 창조경제에 기반한 새로운 지역발전 패러다임으로서 국민대통합과 지역균형발전을 지향하는 「지역순환형 자립발전모델」을 제시하였다. 이는 궁극적으로 국내외 패러다임의 변화를 체계적 이론적 틀로써 통합하고 실질적으로 적용하기 위한 것으로 지역을 중심으로 사람을 키우고, 청년을 살게 하고, 사람이 모이게 하는 것을 의미한다. 이를 달성하기 위한 구체적 전략으로서 선순환 전략과 자립전략을 제시하였다. 첫째, 지역순환형 자립발전의 토대가 되는 자립전략으로서 지역발전의 가치와 목적을 ‘지역역량강화(Competency)’. ‘연계협력(Cooperation)’, ‘융합(Convergence)’의 3C전략을 제시하였다. 둘째, 지역순환형 자립발전을 달성하기 위한 선순환 진흥전략으로서 지역교육 진흥, 지역산업진흥, 지역문화예술진흥, 지역복지진흥, 지역창조와 재생을 제시하였다. 첫 번째 전략은 우수 인재양성을 통한 지역교육 진흥(振興)이다 교육부문 진흥을 통해 우수한 인재를 양성하고 지역에 공급하는 시스템을 구축하는 것이다. 둘째, 일자리 창출을 위한 지역산업진흥(振興) 이다, 즉 산업부문 진흥을 통해 청년일자리 창출 및 역동적 지역창출에 기여하는 것이다. 셋째, 지역문화와 예술 기반 구축 및 역량 강화를 통해 지방문화예술을 진흥해 나가야 한다. 넷째, 지역복지역랑 강화를 위한 지역복지 진흥(振興) 이다. 지역복지 진흥을 통해 지역 복지 예산 및 인프라 구축 등을 통해 서민들이 피부로 느낄 수 있는 복지역량을 강화시켜나가야 할 것이다. 마지막으로 지역창조와 재생을 통해 관련 인프라를 확충하여 국토의 고른 공간 창출을 진흥시켜 나가야 할 것이다. Despite local government efforts for regional change, the local self-government based development is vulnerable to deepening disparities between regions. While confronting the paradigm of the latest changes in national and international development of the region that Park Geun-hye government faces, the purpose of this study is to present concrete plans for achieving self-sustaining regional development based on decentralization and balanced development. To this end, with the demands and needs of the times, “The Self-Supporting Development Model of the Regional Circulation” is proposed which professes national unification and balanced regional development as a new regional development paradigm which is based on the creative economy utilizing the local dimension. Ultimately, this is for integrating a domestic and foreign paradigm shift as a systematic theoretical framework and practically applying that in the field. It intends to accomplish this by educating people in the area, making them live in the area, and gathering people into the area. In order to achieve it, we proposed a virtuous and self-supporting development model. Firstly, for tile self-supporting development of the regional circulation, the 3C strategy-Competency, Cooperation, Convergence, Convergence-is proposed. Secondly, in order to achieve self-supporting development as a strategy for promoting regional circulation, we proposed promotion of regional education, regional industrial development, local cultural arts, and community welfare for the creation and regeneration of the region. The first strategy is through promotion of local education by fostering talented people in the regional area. Secondly, by creating jobs for local industrial development and contributing to the creation of a dynamic region. Thirdly, by empowering the local culture and building up the cultural grounds, through promotion of local art and culture. Fourthly, local social welfare should be promoted through community welfare budgets and appropriate infrastructure in order to strengthen the regional social welfare power. As a result, people will benefit through welfare empowerment. Lastly, enhancing the infrastructure through the creation and expansion in the reproduction of the region. As a result of the effort in making a well-balanced regional development, it is expected a well-balanced space development for the whole country.

      • 전류모드방식 적분기의 구조개선을 통한 성능비교

        In this paper, a CMOS fully-differential complementary current-mode integrator adequate to design low-voltage, low-power and high frequency application circuit. The designed fully-differential complementary current-mode integrator has a new architecture. When the improved integrator is compared with proposed current-mode integrator, the new integrator has lower power dissipation and higher frequency range. The small signal analysis results are showed in table.1 with several improved characteristics. And the results of PSPICE simulation using ORBIT company's 1.2㎛ CMOS n-well processing parameter shows fig. 3.

        유리 복직근 피판을 이용한 중안모 결손부 재건의 2 치험례

        Expansion in the scope and technique of head and neck tumor resection during the past two decades has paralleled precise tumor localization with advanced radiographic imaging and the availability of microvascular free tissue transfer. Especially, the defect reconstruction utilizing free flap results in improvement of patient survival due to decrease of local recurrence by wide resection of cancer. The rectus abdominis free flap has been used widely in reconstruction of th breast and extremities. However, the report of cases on its applications in the head and neck, based on the deep inferior epigastric artery and vein, is rare. This flap is one of the most versatile soft-tissue flaps. The deep inferior epigastric artery and vein are long and large-diameter vessels that are ideal for microvascular anastomosis. The skin area that can be transferred is probably the largest of all flaps presently in use. The versatility of the donor site is due to the ability to transfer large areas of skin with various thickness and amounts of underlying muscle. This article is to report reconstruction of midface defects utilizing the rectus abdominis free flap in 2 patients with maxillary squamous cell carcinoma and discuss briefly considerations in flap design and orbital exenteration, and healing of irradiated recipient site by hyperbaric oxygen therapy with literature review.

        The intensifying screen speed and contact test are investigated with cassette-intensifying screen using the hospital and clinics in Kwangju. The results are as follows; 1. The using intensifying screen speed are extremely different each other. 2. The using intensifying screen are most H.S.(91%) 3. The most of using intensifying screen are not clear in period of using (H.S:54%,M.S:62%) 4. The film-screen contact functions are inferior as increase in size.

        러시아 농업과학기술 연구기관과 운영체체의 변화

        This work is dedicated to main directions of Agricultural science policy of Russia during the transition to the market economy. In this study, Russian R&D system, R&D expenditure and structure of research institutes were introduced. Especially, Studies on organizations such as RFBR : Russian Foundation for Basic Research, RFTD : Russian Fund for Technological Development, Russian Foundation for Promotion of Small Enterprises in S&T, FPP : Fund for presidential Programs, SRC : State Research Center, ISTC : International Science & Technology Center were carried out. Analysis of the problems of Agricultural Science sector of Russia shows the situation is very complicated. Despite all efforts of Government, the national institutes is still in crisis. It is clear today that without energetic and intelligent reforms, it would be impossible to implement resonable reorganization of Agricultural sector and have to strong and deserved science and technical sector in Russia.

        전자상거래가 거래가격에 미치는 영향부석 : 일본 벤처기업 AUCNET의 사례를 중심으로 A Case of Venture Company for On-line Used-car Transactions

        AUCNET is an electronic market system for used-car transactions in Japan. AUCNET was built by an entrepreneurial used-car dealer, who foresaw that the redesign of the auto auction process using computers and telecommunications would significantly improve the market efficiency of used-car trading. We have found that the quality of secondhand cars traded in AUCNET is much higher than those sold in traditional markets. Separation of car transportation from the auction process using computer and communication technologies was revolutionary to most dealers who used to come to auction sites for trading cars. To overcome resistance and suspicion over the new market process, AUCNET had to establish its institutional rule to reduce transaction risks of uncertain qualities, standardizing the product representation and inspection process to establish trust for information of cars listed in its electronic market system. As a result, the quality of secondhand cars traded in AUCNET is much higher than those sold in traditional markets and this difference in car quality is a prime reason for the higher vehicle price in AUCNET. AUCNET's success provides a significant implication to venture business for electronic commerce. If qualities of products traded over electronic networks widely vary, the venture firm should establish institutional rules and policies so that market participants can trust product information in electronic markets.

        It has been investigated the variation of the image for using and no using the Grid at the D.S.A(Digital Subtraction Angiography) system. The result of experiment indicated that in the case of no using the Grid, (1) the irradiation dose of patient was reduced and the life of X-ray tube prolonged. (2) the variation of the contrast was not influence of using the Grid.

        오존을 이용한 하수슬러지의 감량화와 안정화

        In this study, ozone was adopted for the reduction and stabilization of waste sludge from the municipal sewage treatment plant. The waste sludge used in the experiments was primary sludge, excess sludge and a mixture of the two. The sludge cells and flocs were disrupted by ozonation resulting in the reduction of TSS and VSS concentrations. In the case of the primary sludge with a concentration of 20 gTS/L, the TSS and VSS concentrations were reduced 28%, 33% and the TCOD concentration was reduced 20% respectively. The consumption of ozone was 0.18 gO₃/gSS. In the case of the excess sludge with a concentration of 7.5 gTS/L, the TSS and VSS concentrations were reduced 37%, 41%, and the TCOD concentration was reduced 19% respectively. The consumption of ozone was 0.33 gO₃/gSS. In the case of the mixed sludge of 9.3 gTS/L, the TSS and VSS concentrations were reduced by 45%, 53%, and the TCOD was reduced 26% respectively. The desirable consumption of ozone was 0.27 gO₃/gSS. As ozonation proceeded, the level of SCOD increased due to the release of intracellular materials. However TCOD was reduced due to mineralization resulting from the transformation of organic materials to inorganic materials.

      • X-선관 지지장치의 형태에 따른 광조사야와 X-선 조사야 차이가 영상의 왜곡에 미치는 영향에 관한 연구

        The centering error and the difference of X-ray and light field are investigated to the effect of image distortion with X-ray equipment at the hospitals and clinics in Kwang ju. The conclusion is that: 1. The centering error of standing type is investigated more highly than the ceiling type. (p<0.05) 2. The error of centering beam is induced the distortion of image in the skull lateral projection. 3. The regular calibration in X-lay equipment is absolutely necessary for image quality control.
