Advances in mobile communication technology are rapidly transforming the development of mobile libraries, changing the way they provide access to knowledge for users in remote and urban regions, and changing the way the human population gains knowledge and enriches communication networks locally and beyond. This project highlights the impact of mobile communication on mobile library developments globally from the 1990s to the present time. Since knowledge is socially constructed and distributed in relation to the role of various communication systems, the library works as an essential communication system by making available public knowledge and information to the public for the benefits of society. In this way, the library serves as an essential part of what Habermas defines as the public sphere; it contributes to fostering public life and civic culture, and serves for democracy in a society by providing an open communicative space for sharing knowledge. Interdisciplinary approaches are taken by combining perspectives from communication & media studies with library & information science views to explore new patterns of library service - mobile library services - with a focus on the influence of mobile communication technologies on knowledge distribution around the world.

통합적 시나리오/프로토타이핑 모형에 기반한창의적 디자인 프로세스 제안

본 연구는 다양한 관점을 분석하고 이를 체계화하여 통합적 시나리오/프로토타이핑 모형에 기반한 창의적 디자인 프로세스를 제안하는데 목적을 두었다. 통합적 시나리오/프로토타이핑 모형을 제안하기 위해 온톨로지, 시나리오 모델, 프로토타이핑에 대한 이론을 고찰하였고, 개발된 모형은 적용 및 활용성에 대한 가능성을 검토하기 위해 사례연구를 진행하였다. 통합적 시나리오/프로토타이핑 모형에 기반한 디자인 프로세스는 네 단계로 구성되었다. 1단계인 <자료수집>에서는 문제공간 내에서 온톨로지에 기반한 정보요소를 사용자, 사물, 행위, 맥락의 네 가지 유형으로 구분하여 자료 수집이 이루어진다. 2단계인 <문제 탐색/이해>에서는 수집된 자료의 속성에 따라 사용자 중심의 사용자 프로파일 모델, 행위와 사물의 순서에 따른 시퀀스 모델, 물리/사회/문화/상황/시간에 따른 맥락 모델이 구성된다. 3단계인 <문제 정의>에서는 2단계에서 구성된 시나리오 모델간의 의미관계를 공통/차별화, 방사형, 계급구조 등의 관계 모형으로 나타내고 핵심 의미를 파악한다. 4단계에서는 파악된 핵심의미를 바탕으로 디자인 컨셉을 도출하고, 이를 프로토타입과 컨셉 시나리오로 재구성한다. 이상의 단계별 프로세스를 두 차례의 사례 연구에 적용한 결과, 디자인 문제공간을 구조적으로 파악하고 체계적으로 이해하는데 도움이 되었으며, 프로젝트의 주제와 연구자의 관점에 따라서 적절하게 응용될 수 있는 가능성을 파악하였다. 추후, 후속 연구로서 통합적 모형의 적정성에 대한 평가와 수정을 통해 최종적으로 시나리오/프로토타이핑 모형의 세부 가이드라인이 제안되어야 할 것이다. The research aimed to develop the creative design process based on integrated scenario/prototyping model to analyze design problem from multiple viewpoints. Literature was reviewed on ontology, scenario model, and prototyping to develop the integrated scenario/prototyping model, and two case studies were conducted to both illustrate and evaluate the model. The design process based on the integrated model consists of four steps: The first step called < Data collection > is to collect data in terms of user, activity, object, and context based on ontology. The second step called < Problem Identification > is to create user profile model focused on the characteristics of a user, sequence model by activity interacting with objects, or context model by physical/social/cultural/ situational/temporal context by arranging data according to their attributes. The third step called < Problem Definition > is to provide relationships between scenarios or data attributes by using shared/opposed, radial, or hierarchical relation. The fourth step called < Concept Development > is to draw final design concept from the problem definition, and deliver the concept by making prototypes as well as concept scenarios. The design process based on integrated scenario/ prototyping model was applied to two case studies. In result, the process helped students identify design problem space in more structural and holistic way. And, the integrated model turned out to be flexible to be adapted to different types of projects by transforming the representation format. For better application and practical use of the scenario/prototyping model, the detailed guidelines for each step should be developed by conducting further research tests and evaluations.

이주의 시대, NWICO와 커뮤니케이션 권리 재해석

이주민, 성적소수자, 장애인 등 소수집단의 커뮤니케이션 권리에 대한 관심이 커지는 시점에서 상호소통과 상호이해를 위한 미디어의 역할이 더욱 중요해지고 있다. 이 연구는 1970년대 국제커뮤니케이션의 불평등에 도전했던 NWICO(New World Information and Communication Order) 논쟁에서 제기된 ‘커뮤니케이션 권리(the right to communicate)’ 개념을 재해석해 이주민의 커뮤니케이션 권리 강화방안과 연결해 분석했다. 커뮤니케이션 권리는 소외계층이나 소수자의 목소리가 소통되고, 경청 될 수 있는 자원과 기회를 확보하는 것을 지지하고, 시혜가 아닌 권리이며, 소수자가 미디어에 적극 참여하면서 목소리를 내고, 소통할 수 있을 때 실현된다. 이 연구에서는 NWICO 주장과 커뮤니케이션 권리가 국제커뮤니케이션뿐 아니라 국내외 문화 간, 집단 간 커뮤니케이션의 격차와 불공정한 재현이 존재하는 현재 상황에도 유용한 분석 틀로 소환될 수 있다는 점에 주목했다. 이에 따라 비판적 커뮤니케이션 연구 관점을 통해 이주민의 커뮤니케이션 권리 확보와 나아가 문화 간 상호소통과 이해에 기여할 수 있는 방안을 탐색했다. As the attention to the right of minority groups including migrants, sexual minorities and disabled people has risen, the role of media becomes more significant as for implementing a mutual way of communication with others. This study aims to reinterpret the concept of communication rights, based on the NWICO(New World Information and Communication Order) debates concerning international communication inequalities in the 1970s while trying to analyze necessary methods to reinforce migrants’ communication rights. The right to communicate enables the voices of socially disadvantaged groups and minorities to be heard in societies. This right can be achieved by participation of those groups raising their voices in media processes, rather than by dispensation from the higher authorities. This research pays attention to the fact that NWICO can be recalled as a useful analytical frame in the current situation of inter-cultural and intergroup communication inequalities as well as unfair representation in both national and international contexts. Based on the critical communication perspectives, this study explores diverse ways to secure the communication right of migrants, trying to find a better way to develop the intercultural communication and mutual understanding.

소형 조파수조에서의 진행과 생성에 관한 연구

Since the installation rate of the on-shore wind turbine has been gradually decreased due to the technical and environmental problems such as the low-frequency noise, the available space of installation and the public complaint, the new business regarding to the large-scale wind farm would be a future barrier. So off-shore wind turbine will be one of the best candidate for the future. As a preliminary research for studying the offshore floating body. The work was made with the combination of a water tank and a wave maker which finally generated a similar condition of the real ocean environment. Given that the wave generation was properly made inside the water thank, a precise analysis indicated the quantitative value of the wave force acting on the bodies. The wave level gauge was used to measure the temporal wave motion and period. Based on the various wave period and amplitude a series of artificial water wave were successfully generated.

지역방송 저널리즘 강화와 해결지향 저널리즘의 역할 지역방송 현장의 목소리와 대안 탐색

이 연구는 강원지역 언론인들과의 인터뷰를 바탕으로 지역방송의 저널리즘 역할을 성찰하고, 저널리즘 강화를 위한 방안들을 탐색했다. 인터뷰에 참여한 기자들은 주민 목소리를 중시하는 지역 저널리즘으로의 변화에 동의하고 있었고, 기자로서의 높은 책임감과 소명의식과 함께 재정난과 인력부족으로 인한 위기감도 느끼고 있었다. 인터뷰를 통해, 권력이나 거악 감시라는 전통적 언론 규범이나 ‘객관적 저널리즘’, ‘갈등 유발 저널리즘’, ‘발표 저널리즘’ 관행에서 탈피해 주민이 요청하는 의제를 추적하고, 그 결과를 주민에게 보고하는 방식과 주민 삶의 변화를 우선하는 저널리즘을 시도하는 것이 지역방송 저널리즘 역할 강화 방안이 됨을 알 수 있었다. 특히, 주민의 목소리와 참여를 중시하고, 의제를 해결하는 과정에 치중하며, 주민 관심을 지역언론으로 되돌릴 수 있는 대안적 저널리즘 모델인 ‘해결지향 저널리즘’ 실천을 위해서는 재정·인력 보충 등 현장의 요구를 경청하는 정책과 함께 유튜브, 데이터 저널리즘 등에 대한 교육 기회도 확대되어야 한다. This research based on interviews with journalists in Gangwon Province contemplates the role of journalism, and further investigates possible ways to improve the journalistic role of local broadcasting. Reporters who participated in the interviews agreed upon the importance of local journalism as well as the change of journalism to respect local citizens’ voice; they have a sense of responsibility and calling while having a sense of anxiety due to financial difficulties and manpower problems. According to the interview results, solution journalism, which focuses on improving citizens’ daily life, can reinforce the role of journalism in local media while breaking from traditional media norms, such as the monitoring of a great evil, objective journalism, conflict generating journalism and announcement journalism. Also, solution journalism can emphasize the community citizens’ voice and participation and therefor regain citizens’ interest in local broadcasting; it also require listening to voices from the field, increasing policy supports, such as financial and manpower inputs and enlarging education opportunities regarding the use of YouTube, data journalism and the like.
