        농지연금의 소비대체율 격차분석과 은퇴농가의 재무 건전성 제고를 위한 정책방안

        본 연구는 소비대체율을 중심으로 농지연금이 고령 농촌농가의 재정 건전성에 미치는 영향과 소비대체율 격차의 결정요인을 분석하는 것을 목적으로 하고 있다. 본 연구는 이와 같은 연구목적을 달성하기 위하여 농지연금 계리모형을 토대로 농지연금의 월수령액과 소비대체율을 추정하였다. 그리고 조건부 로짓모형을 토대로 농가집단 간 대체율의 격차 결정요인을 분석하였다. 본 논문에서 분석을 위한 자료는 통계청의 "2013년 농가경제조사"를 활용하였다. 계리모형을 토대로 고령 농가의 연금액을 추정한 결과 농지연금은 평균적으로 농가소비지출의 약 50%를 대체하는 것으로 나타났다. 그러나 대체율의 분포는 매우 편의 되어 농가집단 간 대체율의 차이가 매우 심한 것으로 나타났다. 본 연구는 농지연금이 자산가치가 높은 일부 부유한 은퇴농가의 재정 건전성에는 기여하지만 대부분 은퇴농가의 재정 건전성을 제고하는 데는 미흡하다는 것을 밝혔다. 조건부 로짓모형을 토대로 분석한 결과 이와 같은 농가집단 간 대체율 격차의 원인은 가구주의 연령, 가구원수, 가구소득, 이전소득, 그리고 농지 및 자산가치등에 기인하는 것으로 나타났다. 본 연구는 이와 같은 분석결과를 토대로 농지연금 지급구조의 개선, 농지연금 가입조건의 완화, 주택을 포함한 농지연금 대상 자산의 확대 등과 같은 정책과제를 제시하고 있다. Objectives: This study examined the effects of the farmland pension on financial security of the elderly rural farmers and conducted an investigation of the determinants of the replacement rates. Method: The actuarial model was employed to estimate the annuities of the farmland pension and consumption expenditure replacement rates. The conditional logit model was adopted to investigate the disparities of replacement rates among groups. The analysis was conducted based on the data of “The 2013 Survey of Farm and Fishery Household” by KOSTAT. The sample farm households which were involved in the Survey were assumed to subscribe the farmland pension. Findings: Based on the actuarial model it was suggested that the annuities of farmland pension might cover approximately 50% of the household consumption expenditures in average. However, it was shown that the annuities were a highly right skewed distribution, implying substantial disparities of replacement rates among groups. It demonstrated that although the farmland pension might increase financial security of rich rural farmers, the contributions were not sufficient for a majority of rural farmers to induce their retirement from farming. Using the conditional logit model, it was proposed that the variables involving age of household head, number of household member, household income, transfer income, farmland and asset prices were the determinants that may influence on the possibility to be involved in different brackets of the consumption replacement rates. The analysis seems to make a unique and significant contribution to the understanding of the effects of the farmland pensions on financial security and to derive policy implications to improve the instruments. Application: This paper suggested some useful policy implications to address imminent issues of the farmland pension system for the farm households with low consumption replacement rates.

        다분절 늑골골절상에서 Judet`s Struts 고정치험 1예

        This 61-year-old female patient was admitted to the department of Thoracic and Cardiovascular Surgery via Emergency Department. Complaining with left anteroinferior chest discomfort and dyspnea after falling from a flight of stairs 1.5m in height. Physical examination revealed hematoma and depression of left inferior anterolateral chest. Posteroanterior and left lateral chest X-ray showed multi-fractured segments from left 5th to 10th ribs. So, we decided to fix multi-fractured segments with several judet struts. This multiple judet struts fixation was successful, thereafter patient was discharged without complications.

      • Maclurin suppresses migration and invasion of human non-small-cell lung cancer cells via anti-oxidative activity and inhibition of the Src/FAK-ERK-관-catenin pathway.

        <P>Recent reports indicated that ROS is closely related with cancer metastasis. ROS targets major signaling molecules which are known to be involved in migration and invasion of cancer cells. Here we report that maclurin, a major phenolic component of ethanol extracted mulberry twigs, exerts anti-metastatic effect in A549 human non-small-cell lung cancer cells. Maclurin suppresses intracellular ROS level in A549 human non-small-cell lung cancer cells. Also, maclurin down-regulates Src and ERK, which are well known to be regulated with redox state. Suppressed Src/FAK and ERK signalings activate GSK3-beta, thus inhibiting nuclear accumulation of beta-catenin. As a result, transcriptional expressions of two major gelatinases (MMP-2 and MMP-9) were significantly down-regulated. Consequently, migration and invasion of A549 human non-small-cell lung cancer cells were attenuated. Anti-metastatic effect of maclurin on A549 human non-small-cell lung cancer cells were diminished by the treatment of hydrogen peroxide, thus further implicating that the effect of maclurin may be strongly related with its anti-oxidative activity. Thus, our data indicate that the anti-metastatic effect of maclurin is exerted by anti-oxidative activity and inhibition of Src/FAK-ERK-beta-catenin signaling pathway.</P>

      • The sign of the interfacial Dzyaloshinskii–Moriya interaction in ultrathin amorphous and polycrystalline magnetic films

        <P>We investigate the sign of the interfacial Dzyaloshinskii–Moriya interaction (iDMI) energy density in system with inversion symmetry breaking for amorphous and polycrystalline ferromagnetic layers (CoFeB, Co) sandwiched by two different or the same heavy metals (Pt, Ta). By employing Brillouin light scattering, we observe non-reciprocal spin-wave dispersions which is a fingerprint of iDMI in SiO<SUB>2</SUB>/(Pt,Ta)/(CoFeB, Co)/(Pt,Ta) systems. We carefully confirm that the signs of DMI of structurally inverted systems are changed accordingly. Negative iDMI for SiO<SUB>2</SUB>/Pt/(CoFeB, Co)/Ta and positive iDMI for SiO<SUB>2</SUB>/Ta/(CoFeB, Co)/Pt are observed, and iDMI of the symmetric structures (Pt/CoFeB/Pt and Ta/CoFeB/Ta) are not measureable with our Brillouin light scattering setup due to a negligible iDMI. For amorphous CoFeB, the magnitudes of iDMI are the same within the experimental error regardless the stacking order. For the textured Co, however, the magnitude of iDMI for Pt/Co/Ta is about 30 % larger than Ta/Co/Pt structure.</P>

      • Investigation of technical gaps between DEMO blanket and HCCR TBM

        <P><B>Abstract</B></P> <P>Korea has own programs toward DEMO and fusion reactors that will require further improved DEMO blanket and energy utilization systems. Primary goals of DEMO blanket development in Korea are to develop and verify the integrated blanket design tools; to develop blanket materials, cooling and tritium fuel cycle technologies; and to develop and evaluate fabrication and joining technologies. The concept of helium-cooled ceramic reflector (HCCR) blanket is adopted to be tested in ITER as Test Blanket Module (TBM). Currently, the design and R&D activities are mainly performed through the ITER TBM program in Korea. It is expected to demonstrate the major objectives of the breeding blanket: extraction of heat from burning plasma, tritium self-sufficiency and its integrity within the whole systems considering safety features. Although TBM program will provide very essential data and experience, there will be a considerable technical gap from DEMO blanket. This paper presents the technical gap in the main technical categories of the breeding blanket based on the experience of the development of HCCR TBM and breeding blanket. It is found that still about 60–70% of the DEMO blanket technology can be achieved through the HCCR TBM depending on the technology maturity level, and some ways to DEMO blanket from HCCR TBM are proposed.</P>

        만삭전 조기양막파열 산모에서 양수과소증이 주산기 예후 및 분만 잠복기에 미치는 영향

        연구목적:본 연구의 목적은 만삭전 조기양막파열 산모에서 양수과소증이 주산기 예후 및 분만 잠복기에 미치는 영향을 살펴보고자 한다. 방법:조기양막파열로 입원한 임신 26주에서 35주의 단태임신 98명을 대상으로 후향적 관찰 연구를 시행하였다. 모든 대상 환자에서 입원 직후 경복부 초음파를 시행하여 양수 지수를 측정하였으며 모든 산모와 신생아 의무 기록을 검토하여 양수과소증이 주산기 예후 및 분만 잠복기에 미치는 영향을 조사하였다. 양수과소증은 양수지수가 5 이하일때로 정의하였고 분만 잠복기의 정의는 양막파열부터 분만까지의 시간으로 하였다. 통계 처리는 비율의 비교는 Chi-spuare test 또는 Fisher`s exact test를 사용하였으며, 연속형 변수의 비교는 변수의 특성에 따라 Student-t test 또는 Mann-Whitney U test를 사용하였다. 결과:1) 총 98명의 연구 대상자 중 양수과소증이 존재하지 않은 군이 59명(60%)이었고 양수과소증 군은 39명(40%)이었다. 조기양막파열 산모에서 분만 주수, 분만시 신생아 체중은 양수과소증이 존재한 군에서 양수과소증이 존재하지 않은 군보다 유의하게 낮았으나 1분 아프가 점수 7점 미만의 빈도, 5분 아프가 점수 7점 미만의 빈도, 신생아 이환율 및 주산기 사망률은 두 군 사이에 유의한 차이가 없었다. 2) 조기양막파열 산모에서 양수과소증이 분만 잠복기에 미치는 영향을 알아보기 위하여 산모 및 태아적응증으로 유도분만이나 제왕절개술을 시행한 산모 73명을 제외한 25명을 대상으로 하였다. 분만 잠복기는 양수과소증이 존재하지 않은 군의 중앙값이 41.5시간으로 양수과소증이 존재한 군의 중앙값 44시간과 유의한 차이를 나타내지 않았다. 결론:만삭전 조기양막파열 산모에서 양수과소증은 불량한 주산기 예후 및 분만 잠복기와는 유의한 관련성을 나타내지 않았다. Objectives:To examine the effects of the oligohydramnios on perinatal outcome and latency period in patients with preterm premature rupture of membranes. Methods:We performed a retrospective analysis of 98 singleton pregnancies complicated by preterm premature rupture of membranes, with delivery between 26 and 35 weeks` gestation. Amniotic fluid index was determined using transabdominal ultrasound at admission. All medical records of mothers and neonates were reviewed. Oligohydramnios was defined as amniotic fluid index less or equal to 5.0cm and latency period was defined as time interval from membrane rupture to delivery. Chi-spuare test, Fisher`s exact test, Student-t test, Mann-Whitney U test were used for statistical analysis. Results:1) Of the 98 patients, 59 patients(60%) were oligohydramnios group(AFI≤5.0) and 39 patients(40%) were non-oligohydramnios group(AFI>5.0). Both groups were similar with respect to selected dermographics, gestational age at rupture of the membranes, chorioamnionitis, 1 min Apgar score and 5 min Apgar score. Patients with oligohydramnios demonstrated a lower gestatoinal age at birth and lower birth weight. There were no statistically significant correlations in neonatal morbidity and perinatal mortality between both groups. 2) For comparing latency period, we excluded deliveries of Cesarean section or induction. Comparing the remained group(25 patients), median of latency period in oligohydramnios group were 41.5 hours and median of latency period in non-oligohydramnios group were 44 hours. There were no statistically significant correlations in oligohydramnios and latency period. Conclusion:There were no significant effects of the oligohydramnios on poor perinatal outcome and latency period in patients with preterm premature rupture of membranes

        박근혜정부의 지역정책에 있어서 지역생활권의 권역설정과 협력 거버넌스체제 구축의 정책과제

        This paper discusses issues and policy orientations for the new regional policy of the Park Geunhye government. The idea of the Regional Settlement Areas is the most important policy instrument of the Park Geunhye government which has been originated from the regional policy of the Lee Myung-bak administration. The Regional Settlement Areas are characterized by the unbounded region and cooperative governance among local governments which are important characteristics of the new regionalism. However, there are many important issues to be addressed. This paper discusses the problems and issues of the unbounded region and cooperative governance system. In particular since the policy of the Regional Settlement Areas is supposed to be organized and implemented by the cooperative governance system without the interventions of the central government, many obstacles are expected. In this context, this paper suggests a combined model of cooperative governance through the meta analysis. Based on the model this paper discusses some strategies and instruments for the promotion of regional governance system.
