        Maritime lien means a statutory security right with a priority to any other right to vessel and its adjuncts which admits a person having a specific maritime claim to be paid before any other creditors. maritime lien with a priority nat having a public notice may damage to the other creditors. And the ship's arrest for the enforcement of maritime lien may atop the ship's operation. So adjustment of the interest between the person concerned is requested. Maritime lien's recognition was found in the theory of procedural, personification, Conflict, and now in the special circumstances of the maritime corp., limitation of the ship owner's liability, public policy, causam pignoris facere etc. I will suggest some proposals to improve this subject in this paper.

        Effect of Sn Grain Orientation and Strain Distribution in 20-μm-Diameter Microbumps on Crack Formation Under Thermal Cycling Tests

        The thermo-mechanical properties of microbumps serving as interconnects betweenSi chips in three-dimensional integrated circuits were examined in this study. Arraysof SnAg microbumps were subjected to temperature cycling tests up to 2500 cycles. Extensive cracks formed in the microbumps, and some of them propagated across theentire microbump. A microstructural analysis by electron back scattering diffractionindicated that the cracks propagated along two paths: Sn grain boundaries with highmisorientation angles and SnAg/Ni3Sn4 interfaces. The average Sn grain size was only7.4 μm, implying a large proportion of grain boundaries per unit volume, whichfacilitated crack propagation across the microbump of 20 μm in diameter.

        Effects of Yarrowia lipolytica supplementation on growth performance, intestinal health and apparent ileal digestibility of diets fed to nursery pigs

        Objective: The objective was to evaluate the efficacy of increasing supplementation of Yarrowia lipolytica (YL) up to 3.0% replacing 1.6% poultry fat and 0.9% blood plasma for growth performance, intestinal health and nutrient digestibility of diets fed to nursery pigs. Methods: Twenty-four pigs weaned at 24 d of age (initial body weight at 7.2±0.6 kg) were allotted to three dietary treatments (n = 8) based on the randomized complete block. The diets with supplementation of YL (0.0%, 1.5%, and 3.0%, replacing poultry fat and blood plasma up to 1.6% and 0.9%, respectively) were fed for 21 d. Feed intake and body weight were recorded at d 0, 10, and 21. Fecal score was recorded at every odd day from d 3 to 19. Pigs were euthanized on d 21 to collect proximal and distal jejunal mucosa to measure intestinal health markers including tumor necrosis factor-alpha, interleukin-8, immunoglobulin A and immunoglobulin G. Ileal digesta was collected for apparent ileal digestibility (AID) of nutrients in diets. Data were analyzed using Proc Mixed of SAS. Results: Supplementation of YL (1.5% and 3.0%) replacing poultry fat and blood plasma did not affect growth performance, fecal score and intestinal health. Supplementation of YL at 1.5% did not affect nutrient digestibility, whereas supplementation of YL at 3.0% reduced AID of dry matter (40.2% to 55.0%), gross energy (44.0% to 57.5%), crude protein (52.1% to 66.1%), and ether extract (50.8% to 66.9%) compared to diets without supplementation. Conclusion: Yarrowia lipolytica can be supplemented at 1.5% in nursery diets, replacing 0.8% poultry fat and 0.45% blood plasma without affecting growth performance, intestinal health and nutrient digestibility. Supplementation of YL at 3.0% replacing 1.6% poultry fat and 0.9% blood plasma did not affect growth performance and intestinal health, whereas nutrient digestibility was reduced.         Pepsin and Laryngeal and Hypopharyngeal Carcinomas

        Laryngeal and hypopharyngeal carcinomas are common malignant tumors of the head and neck, and the incidence of both is increasing. Laryngopharyngeal reflux refers to the retrograde flow of gastric contents into the larynx, oropharynx, and/or nasopharynx. It remains controversial whether laryngopharyngeal reflux is a risk factor for laryngeal and hypopharyngeal cancers. The refluxing substances mainly include hydrochloric acid, pepsin, and occasionally bile acids and bile salts, as well as bacteria that colonize the gastrointestinal tract. Loss of epithelium in the mucous membrane of the larynx and hypopharynx is thought to be caused by pepsin. Here, we review the relationships between laryngopharyngeal reflux and both laryngeal and hypopharyngeal carcinomas, as well as the significance of pepsin, methods of clinical detection, and the mechanism of carcinogenesis.

        Acute Hepatitis Due to Agomelatine Use in Elderly Women with Depression: Case Series

        Although agomelatine may be associated with an increased risk of hepatotoxicity, the incidence rate of acute hepatitis seemed divergent between clinical trials and daily practice. Whether aging or gender is a risk factor in developing hepatotoxicity due to agomelatine is not clear. We present 3 older female cases with acute hepatitis occurring due to highly probable idiosyncratic drug-induced liver injury caused by agomelatine. From these cases, regular surveillance on liver function in the older women taking antidepressants would be of benefits.

        Cross-Strait Detente and Implications for U.S. Arms Sales to Taiwan

        Cross-Strait detente in the wake of China`s rise presents the United States a greater challenge in selling new, advanced weaponry to Taiwan, owing to the political unpredictability of cross-Strait relations and the insurmountable task of maintaining a military balance across the Taiwan Strait. In contrast to the Bush administration, the Obama administration is more concerned about China`s retaliation against U.S. defense corporations involved in arms sales to Taiwan and the maintenance of Sino-American strategic stability. The United States is faced with warming cross-Strait relations and Taiwan`s unknown political destiny with China, complicating faithful implementation of the Taiwan Relations Act (TRA) by the United States. The rise of China has further constrained U.S. policymakers in their deliberation of arms sales to Taiwan. With the signature of 19 cross-Strait functional agreements and all kinds of interflows, Beijing has some evidence-backed arguments that the United States should cease arms sales to Taiwan in accordance with the August17, 1982 Communique. A policy of actively implementing the TRA and providing Taiwan with the most advanced weapons is becoming harder to implement, but the TRA is not moribund unless Beijing renounces the use of force against Taiwan, or Taipei enters a process of political negotiation leading to final settlement of its status with China.

      • A Simple Partial Discharge Detector for Low-Voltage Rotating Electrical Machines

        A new, simple partial discharge (PD) detector for low-voltage rotating electrical machines using acoustical emission (AE) technique is dseveloped in this study. Common electric components were used in the detector, which reduces the cost of inspection, comparing with the traditional PD detection methods that use expensive equipment costing from tens of thousands to several millions dollars. Experimental results by resonant type AE sensors (150 ㎑) which utilize power line-cycle in a microcontroller unit (MCU) as reference to measure the PDs generated in a low-voltage motor are presented. The AE signals are then amplified by a pre-amplifier (30 ㎑ ~ 300 ㎑, 34 ㏈). Since the resonant frequency of the sensor is much lower than that of the electromagnetic (EM) interferences around the motor, the effects of noise is substantially reduced by this method. In the mean time, the use of 150-㎑ resonant type AE sensor also avoids the disturbance of mechanical vibration noise. According to the experiment results, the measurement system developed in this study can be used to detect the PDs’ AE signals correctly. The AE measurement scheme proposed in this study provides an effective, low-cost method for PD measurements.

        Taiwan Neurosurgical Spine Society: The New Shining Star

        As spine surgery flourished in Taiwan and neurosurgeons became more involved in spine surgery towards the end of the 20th century, the Taiwan Neurosurgical Spine Society (TNSS), earlier named the Taiwan Neurospinal Society, was established on March 11, 2001. As its main founder, Dr. Chun-I Huang was elected as the first president of the TNSS. The goals of the TNSS were to promote research, to hold academic seminars, to participate in international conferences, and to exchange clinical experiences. The mission of the TNSS was successful, and the profession of spine surgery in Taiwan advanced during the first decade of the 21st century, culminating in the TNSS joining ASIA SPINE in 2010. Since its establishment, the TNSS has always been supportive of collaboration and communication with the Korean Spinal Neurosurgery Society and the Neurospinal Society of Japan. Through periodical meetings, supported by the TNSS, surgeons worldwide have enjoyed a platform of sharing and mutual learning. To further promote academic research, the TNSS has officially supported the journal Neurospine since 2018. With extensive efforts from local and international surgeons, the TNSS will continue to adhere to its mission and to advance the profession of spine surgery.
