In a LEO satellite network, since satellites move dynamically along their orbits, the intersatellite links (ISL's) should be reassigned periodically. When such link reassignment occurs, ongoing calls that are being serviced by the ISL's should be rerouted according to the change of ISL connectivity. During this rerouting, some calls may be blocked due to lack of channels on the rerouting path. This blocking of ongoing calls has an adverse effect on the quality of service (QoS) and thus needs to be reduced. To reduce such blocked ongoing cans, we propose in this paper a new call admission control scheme based on the predictability of the re-established LEO satellite network. We assess the effectiveness of the proposed scheme by carrying out a simulation study on a simple LEO satellite network, which is similar to the Odyssey™ system. Simulation results show that the scheme significantly reduces the ongoing call blocking probability with only a marginal increase in the newly initiated call blocking probability. The results also show that the scheme can flexibly control the trade-off between the two blocking probabilities by changing the parameter that determines the relative cost of initiated call blocking to ongoing call blocking.

This paper investigates wave loads of ships that suffer sinkage due to flood in a compartment caused by damage on the of the hull. By analyzing ships with various sizesof damage opening, the influence of opening size on ship response in investigated. The motion of the damaged ship in analyzed by using the boundary element method, based on three-dimensional potential theory, considering hydrodynamic pressure in the flooded compartments. The shear forces, bending moments and torsional moments are calculated by the direct integration of the three dimensional hydrodynamic pressure on the outer and inner hulls. A RORO passenger ship with length of 174.8 m is considered in the numerical example, and results for wave loads are discussed.
