        The aims of this study are at large classified into twofold. First, though case laws and academic theories relating to the land expropriation, we investigate the fairness of the purpose of the land expropriation. Second, considering law reports and question-and-answer reports on the right of repurchase, we bring implicity of the institutional repurchase into the view of urban planning. In order to help people pursue a happy and comfortable life in the modern welfare-nation, it may be necessary to acquire some private land in a compulsory way prescribed in law for the construction of such public facilities as railways, roads, dams, power generation plants, housing sites and parks and so on. However, public land acquisition increase on the one land, various public projects are being delayed or given up, worsening the socio-economic conditions for them on other. Under these conditions, legislation relating to the land expropriation secure the rights of repurchase on land expropriated for the purpose of public projects. The repurchase right has developed into more details from case laws and academic theories. Though case laws and academic theories, it has been established that the repurchase right is a type of private right in which its transferability cannot be denied. Therefore, authorities and planners take part in land expropriation must afford deliberative efforts to prevent the purpose of expropriation from making a change. Because socio-economic conditions are so much fluid as time passed.

      • 급만성 통증에 대한 초소형 경피신경자극기의 진통 효과

        The purpose of this study was to evaluate the analgesic effect of micro-TENS (Magicpulse) in patients with acute and chronic pain. We divided the pain of the subjects into two groups, such as acute pain(pain duration less than 3 months) and chronic pain(more than 3 months), and the analgesic effect was measured by VAS(Visual Analogue Scale) difference, VAS improvement ratio and thermographic change between pre-treatment and post-treatment. As a result, VAS difference was 4.59 ±2.75 in acute pain group and 4.00 ±1.96 in chronic pain group(p<0.01, respectively), and the patients with VAS improvement ratio(>50%) were 62.4% in acute pain group, 46.6% in chronic pain group. A significant increase in skin temperature was observed after treatment(p<0.05). We concluded that the micro-TENS has an analgesic effect on both acute and chronic pain, and the better effect is expected in acute pain than chronic pain.

        Many studies revealed the neuroprotective, cardioprotective, and chemopreventive actions of dietary flavonoids. The plausible mechanistic interpretation of the various effects of flavonoids was concentrated on the anti-oxidant or free radical-scavenging properties of these phytochernicals, both in model systems and under in vivo conditions. While there has been a major focus on the anti-oxidant properties. there is an emerging view that flavonoids and their in vivo metabolites. do not act as conventional hydrogen-donating anti-oxidants. but they may exert regulatory functions in cells through actions at protein kinase or lipid kinase signaling pathways. Flavonoids and more recently their metabolites. have been reported to act at phosphoinositide 3-kinase(PI 3-kinase). Akt/protein kinase B(Akt/PKB), protein kinase C (PKC), mitogen activated protein kinase(MAP kinase), and various tyrosine kinases signaling cascades. Inhibitory or stimulatory actions at these pathways are likely to affect cellular function profoundly by altering the phosphorylation state of target molecules and by modulating gene expression. A clear understanding of the mechanisms of action of flavonoids, either as anti-oxidants or modulators of cellular signaling pathways, and the influence of their metabolism on these properties are key to the evaluation of these potent biomolecules as anti-cancer agents, cardio-protectants, and inhibitors of neurodegeneration.

        일부 인쇄회로기판 납땜근로자들의 눈, 호흡기, 피부의 증상에 대한 조사연구

        목적 : 이 연구는 납점작업자를 대상으로 납점작업으로 유발될 가능성이 높은 눈, 호흡기, 피부 등의 증상호소율 및 노출강도에 따른 관련성을 파악하기위해 수행되었다. 방법 : 연구참가자 146명중 연구목적에 적합한 20명을 제외한 126명을 대상으로 '눈이 가렵고 충혈됨', '코가 가렵거나 파가움', '재채기', '콧물'. '코막힘' , '목이 따끔거림' , '목에 무언가가 걸려있는것 같음' , '갑자기 연속적인 기침을 함' , '운동 시에 다른 사람에 비해 숨이 가쁨', '숨을 쉴 때 쌕쌕하는 소리가 남', '가래가 끓음', '손이나 안면에 가려움을 느낌' , '안면에 여드름이 날' '손이나 안면에 붉은 반점이 남' 등 14가지 증상에 대한 경험유무와 혈중연농도, 납점작업의 건강위험요인에 대한 지식상태 등을 조사하였다. 결과 : 조사된 14가지의 증상 중, '갑자기 연속적인 기침을 함'이 하루 납점시간 4시간 이상인 군아서 4시간 미만인 군보다 유의하게 증상호소율이 높았으며, 다른 증상의 경우 하루 납땜시간에 따라 유의한 결과를 보이지 않았다. 납땜작업의 건강위험요인에 대한 질문에 12.8 %가 플럭스에 의한 건강위험을 지적하였다. 전체 대상자의 평균 혈중연농도는6.05 rg/dL였으며, 히고치는 15.50 rg/dL이었다.결론 : 납땜작업자에게 호흡기 증상의 위험이 높을 가능성이 있으며, 납땜작업의 건강위험에 대한추가적인 연구와 납점작업자들을 대상으로 납점작업에 의해 유발될 수 있는 건강장해에 대한 적극적인교육 및 홍보활동을 필요로 한다. Objectives : This study was conducted to evaluate the prevalence of ocular, respiratory and skin symptoms among solderers and to investigate the relationship between symptom prevalence and exposure intensity. Methods : We analyzed 126 eligible participants out of a population of 146 male solder-ers who completed the symptom questionnaires. Fourteen symptoms including 'itchy and red eyes', 'itchy or prickly nose', 'sneezing', 'rhinorrhea', 'blocked nose', 'prickly throat', 'foreign body sensation in throat', 'sudden bouts of coughing', 'exertional breathlessness', 'wheezing', 'sputum production', 'itchy face or hands', 'acneiform erup-tions on the face' and 'red spots on the face or hands' were contained. Blood lead levels of all the 126 participants were tested and the participants' own assessments of the health risk of soldering were collected. Results : Of the 14 investigated symptoms, 'sudden bouts of coughing' was significantly more prevalent in solderers who worked 4 hours or more a day than those who worked less than 4 hours a day, as for the other symptoms, there were no significant differences in the prevalences related to daily soldering hours. 2.8% of the solderers considered the risk of flux exposure to be serious. The mean blood lead bevel was 6.05 μg/dL (maximum 15.50 μg/dL). Conclusions : Soldering may increase the risk of respiratory symptoms. Further invert tigations on the hazards of soldering processes are warranted and solderers should be educarted on these hazards.

        Virus Identification Using RT-PCR Method from Meristem Cultured and Ribavirin Treated Plantlet for Producing FreMV-free Freesia ‘Shiny Gold’

        Freesia is one of the most popular flowers over the world including Korea, due to the fragrance and beauty of the plant flower. The first domestic freesia cultivar ‘Shiny Gold’ was developed by NIHHS, RDA, in 2003, which has yellow double and large petals and strong fragrance. Ten years have passed since ‘Shiny Gold’ was cultivated at floral farms, and the deterioration of cut flower quality and yield are reported from the farms. Virus infection causes a reduction in the quantity and quality of the cut freesia flowers and is one of the most serious problems in Korea. Virus detection was carried by reverse transcription polymer chain reaction (RT-PCR) for FreMV, FreSV, BYMV, CMV, and TRV, as known to infect freesia. FreMV, FreSV, BYMV, and TRV were detected single or multiply, and CMV was not found in the freesia leaves collected from the farms. To produce virus-free freesia, meristem culture of ‘Shiny Gold’ was conducted in MS medium added ribavirin at different concentration. As the increased of ribavirin concentration, the growth of ‘Shiny Gold’ plantlets was inhibited in freesia’Shiny Gold’. The plantlets produced by meristem culture in ‘Shiny Gold’ were virus free at the enzyme-linked immunosorbent assay (ELISA) level.

        Laparoscopic end-to-end biliary reconstruction with T-tube for transected bile duct injury during laparoscopic cholecystectomy

        Purpose: This report describes the laparoscopic end-to-end biliary reconstruction with T-tube for transected bile duct injury (BDI) during laparoscopic cholecystectomy. Methods: We performed a retrospective descriptive analysis for all patients with a transected BDI at a single institution. We collected and analyzed data for injury site and type, reconstruction methods, conversion rate, previous intervention, and outcomes. Results: Between January 2014 and December 2017, 2,901 patients underwent laparoscopic cholecystectomy at a single institution. Among them, 8 patients experienced a transected BDI during laparoscopic cholecystectomy, so the surgeon performed laparoscopic end-to-end biliary reconstruction with T-tube. Our patient series consisted of 6 women (75%) and 2 men (25%) with a mean age of 48.3 years (median, 49 years; range, 29–77 years). Two cases were converted to open surgery. The most common injured site was the common bile duct (5 of 8, 62.5%). The most common injury type, using Bismuth’s classification system, was type I (3 of 8, 37.5%). The mean operating time was 136.8 minutes (median, 135.0 minutes; range, 0–180.0 minutes). The mean hospital stay was 7.0 days (median, 4.5 days, range: 3.0–21.0 days). The mean follow-up was 36.4 months (median, 34.0 months; range, 16.0–63.0 months). We observed one postoperative complication during the follow-up period. The patient had an anastomosis site leakage and was cured after reoperation. Conclusion: Laparoscopic end-to-end biliary reconstruction with T-tube for transected BDI during laparoscopic cholecystectomy seems to be safe and feasible in selected patients. However, long-term follow-up to identify complications from bile duct stricture remains important

      • Evaluation of Mechanical Properties of Graphite Layers on a Nuclear Fuel Particle by Kinetic Nano-Indentation Technique

        <P>Small specimen with simple geometry has advantage for irradiation tests because the tests have limits for experiments and nuclear wastes after irradiation tests. In this study, a kinetic indentation technique is applied to evaluate mechanical properties of coated layers of a particle fuel of a high temperature gas cooled reactor. Hardness of buffer, IPyC and OPyC are 0.55, 0.874 and 2.726 GPa, respectively. The density, strength and friction coefficient estimated by kinetic indentation method are 1.08, 1.15 and 1.81 g/cm3, and 174, 291 and 606 MPa, and 0.51, 0.45 and 0.4, respectively.</P>
