『대승기신론』에는 ‘以無念等故’라는 句가 있다. 여기에서 ‘等’은 무슨 뜻으로 쓰였을까? ‘以無念等故’ 句 부분을, 新譯에서는 ‘無相, 無自性이기 때문에’라고 풀어서 번역하였다. 이 句를 행우서옥본에서는 “이러한 4相이 비록 無自性 等이나, 念을 여읜 本覺이 전체가 되기 때문이다”로 풀었고, 淨影寺 慧遠의 撰이라고 전해지는 『기신론의소』에서는 ‘무념이기 때문이다’로 풀었으며, 元曉는 『기신론소』에서 ‘무념을 얻으면 저 (붓다의 무념과) 평등하므로’로 풀었고, 法藏은 『기신론의기』에서 ‘4相이 念 중에 각각 곧 무념이기 때문에’로 풀었는데, 어느 해석이 가장 적합한지를 후대의 주석서와 『기신론』 전체의 문맥에서 살펴보았다. 논자는 ‘以無念等故’에서 ‘無念等’이 ‘무념 등(ādi)’으로, 무념에서 시작되는 의미, 또는 무념에 함축된 뜻을 통틀어 가리키는 것으로 보인다. The Dasheng qixin lun(Awakening of Faith) has the phrase “yi wunian deng gu”(以無念等故). This phrase is rendered in Śikṣānanda’s version as “being devoid of characteristics” and “being devoid of self-nature.” The Kyōu Shooku edition of the Qixin lun commentary annotates the phrase in question as “It is because although these four characteristics are devoid of self-nature, etc., yet the original enlightenment separated from thoughts is the universal essence.” Among the well-known Qixin lun commentators, Jingying Huiyan(?) interprets it as “It is because of its being devoid of thoughts,” whereas Wonhyo considers it to mean “It is identical with (the Buddha’s) thoughtlessness.” But Fazang takes it to meant “It is because each of the four characteristics is devoid of thoughts in any thought-moments.” Of these diverse interpretations, the author finds the most appropriate the identification of the word “deng” as “etc.” (ādi), which means “starting from” or “including,” on the basis of the later commentaries and the Qixin lun’s whole contexts.

Evaluation of Wind Load Factors for Seven Metropolitan Cities Based on Extreme Wind Analysis

In this study, wind load factors were evaluated by using the power of the ratio between the wind speedsfor strength design and allowable stress design. The wind speeds of seven metropolitan cities (ie., Seoul, Incheon,Daejeon, Daegu, Ulsan, Gwangju, and Busan) were selected for this evaluation. For the analysis, annual maximumwind speeds were obtained from the Korea Meteorology Administration (KMA), and all the wind speed data usedin this study were corrected for the condition of 10m in height above flat open terrain by using surface roughnessand topographical effect models. Also, the Gumbel probability distribution was used for the analysis of extreme windspeeds with various return periods. From this analysis, it can be found that the current wind load factor of 1.3specified in Korean building code (KBC) 2009 may not be appropriate for the seven metropolitan cities, and a windload factor of 1.2 may be proper to be used with a nominal return period of 700 years for the wind speed of strengthdesign. It is also proposed in this study that a basic wind speed with a return period ranging from 500 to 1,000years with a wind load factor of 1.0 could be used for strength design. It is necessary to analyze wind load factorsfor all regions of Korea to generalize the results of the current study.

음악, 지역, 신화 : 아프리카에 대한 서구적 신화에서 벗어나기 아프리카 음악과 탈식민주의 비평

본 논문은 다른 문화의 음악을 평가하고 이해하는 방식에 내재된 정치적 역사적 배경에 주목하는 탈식민주의 비평을 소개하고, 서구적 음악학의 기존 담론을 반성하는 것을 목적으로 한다. 음악에서의 탈식민주의는 식민경험을 했던 세계여러 지역의 토착적인 음악문화를 회복시켜 재평가하고, 이를 바탕으로 음악적자의식을 회복하는 것을 과제로 한다. 특히 본 논문은 음악적 탈식민주의 초기연구인 코피 아가우의 아프리카 음악에 대한 탈식민주의 비평을 중심으로 탈식민주의 음악 비평의 기획을 살펴보았다. 아가우는 전통적인 종족음악학이 가지고 있는 유럽중심적인 기본 전제를 재해석하면서 탈식민주의 비평을 시작하자고 제안한다. 이를 위해 식민주의가 아프리카 음악적 삶과 재현에 미친 영향, 아프리카음악의 아카이브 형성문제, 아프리카 음악 담론에서 주요 소재가 되고 있는 리듬의 문제, 아프리카 음악에서 언어와 음악관계를 탐구한다. 이것들이 그 동안 신비와 미개라는 아프리카 음악에 대한 신화를 형성해 왔다. 그는 그 전제를 검토하는 작업이 탈식민 지역 혹은 민족의 음악적 자의식을 회복하는 첫 단계라고 주장한다. 이것은 아프리카 뿐 아니라 우리나라를 포함하여 식민지배를 체험했던 모든 지역의 식민통치의 음악적 유산을 극복하고 식민 시대 이후의 음악적 정체성을 확립하기 위해 반드시 선행해야 하는 음악학적 과제라고 할 수 있다. The aim of this thesis is to introduce post-colonial criticism in music and its main task. The object of post-colonial criticism in music is to find the real value of musical culture of regions where people had experience of colonial period. So it focuses on post-colonial political and historical background. But above all, postcolonial critics asserts to reconsiderate traditional discourses of western Musicology before trying to recover musical identities of people who live postcolonial times. Especially in my paper, I examined Kofi Agawu’s project about constructing post-colonial theory in African music. Agawu criticized main ideas of Western ethnomusicology such as musical representations of Africa, musical archives of Africa, and musical analyzing tools. He thought that those ideas should take blame for making all the myths about African music. He tried to show how political power during colonialism formed knowledge about music, which affects modern Western musicology even until today. And he sought for "Afro-centric" means to understand African music. I think that post-colonial criticism about all its related regions (including Korea) should begin by examining presentations of ethnographic musical data and correcting false assumptions and prejudices.

상수도 시스템 운영에 대한 대체 상수원 개발의 효과를 모의하기 위한 시스템다이내믹스 컴퓨터 모델의 개발

In this paper, a System Dynamics(SD) computer simulation model has been developed to assess the effects of developing and providing an alternate water source. A water service index was also developed to estimate the level of overall customer satisfaction on water supply service. Data from the Busan water supply service and the Korea Development Institute regarding the Nak Dong river bank storage development were utilized during the modeling processes. Some important indicators of the system under study were analyzed by the simulations of development of the alternate water source for Busan. The developed SD model and the water service index can be further utilized as a tool that can assess the extent and timing of an additional service improvement project.

1970년대 후반 이후 미국에서 이루어진 규제완화와 금융혁신은 글래스-스티걸 체제를 약화시키고, 대형복합금융기관과 그림자 은행시스템을 등장시킴으로써 금융시스템의 구조를 크게 변화시켰다. 그러나 미국의 금융규제는 여전히 개별 금융회사의리스크 관리에만 집중함으로써 금융부문의 구조변화에 효과적으로 대응하지 못했다. 그 결과 2007~2008년 파국적인 금융위기가 발생했고 새로운 금융규제 아키텍처의설계가 시급한 현안이 되었다. 이에 금융시스템의 책임성과 투명성을 제고하고, 시스템적으로 중요한 금융기관에 대해 강화된 규제와 감독을 실행하며, 금융소비자를 보호하기 위해 닷-프랭크법이 제정되었다. 닷-프랭크법은 금융규제의 영역을 확장하고금융인프라를 개선시키는 것에 일정 부분 기여하고 있지만, 지금까지의 시장주도 금융규제 원칙을 크게 벗어나지는 못하고 있다. 즉, 오바마 정부는 위기 이후 금융감독체계를 개편하고 시스템적으로 중요한 금융기관에 대한 규제 강화방안을 도입했지만대형복합금융기관의 위험추수 행위를 근본적으로 제한하지는 못하고 있으며, 따라서그림자 은행업과 시스템 리스크 통제를 통한 거시 건전성 제고라는 금융부문의 현안도 해소될 것으로 보이지 않는다. 결론적으로 닷-프랭크법에 기초한 미국의 금융규제가 ‘이윤의 사유화와 손실의 사회화’라는 근본적인 과제를 해결하지 못한다면 보다급진적인 형태의 금융규제가 필요하게 될 것이다.

본 연구는 항만간 경쟁과 협력이 실질적으로 강력한 교역정책으로서 작용 될 수 있다는 개념을 제안하기 위한 목적에서 진행되고 있다. 우선 문헌연구와 이의 분석을 통해 항만경쟁에 대한 일반적인 배경을 제시한 후, 부산항(POB)과 광양항(POG)간의 경쟁과 협력사례를 조사하며, 그 내용은 사적(史的)측면에 대한 검토를 통해 두 항만간의 경쟁관계를, 인프라측면 및 재정적측면에 대한 검토를 통해 협력관계를 분석하도록 한다. 결론적으로 보다 큰 편익과 성과를 달성하기 위해서는 개별항만에 의한 경쟁정책의 추구보다는 두 항만간 협력관계를 감안한 지역교역정책이 요구되고 있다는 사실을 제시하고자 한다.
