        A Comparative Study on the Internationalization Policy of Local Government

        (Purpose) Local governments are increasingly interested in internationalization. Recently, COVID-19 has limited the implementation of internationalization policies and projects, but it is still true that local governments are highly interested in internationalization. However, seldom research has been done on the internationalization policy being pursued by local governments. Therefore, the purpose of this study is to derive policy implications through comparative analysis of internationalization policies as local governments' interest in internationalization expands. (Design) For comparative analysis of the internationalization policies of local governments, it was centered on the internationalization ordinance, the internationalization system, the internationalization policy, the formation of the internationalization culture, etc. The analysis targets were conducted on metropolitan and provincial governments, and the government utilized the autonomous legal information system and related literature to conduct research. (Findings) The analysis results are as follows: the Internationalization Ordinance was implemented by 11 local governments, and the International Cultural Exchange Ordinance was enacted by 8 local governments. The internationalization system was carried out by the establishment and operation of the internationalization department, advisory committee, honorary diplomat or international cooperation officer, and international exchange foundation or center. The internationalization policies included international development cooperation, joining and attracting international organizations, sharing overseas cities with excellent policies, and establishing basic plans for internationalization. In addition, the formation of international culture included sisterhood ties and friendly cooperation, support for private international exchange projects, and international cultural exchanges. (Research implications) The policy meaning requires the enactment of an ordinance to lay the institutional basis for the promotion of internationalization, and practical public diplomacy policies are needed for international exchange. In addition, local governments need to prepare requirements for international development cooperation and international organizations, establishment of basic plans for internationalization, and selection of friendly cities.

        분만시 지속적 경막외 제통에 따른 제왕절개의 빈도

        Background : This retrospective study was subjected to evaluate a causal relation in the incidences of Cesarean section with or without epidural analgesia during labor Methods : All of the subjects was divided into two groups which consisted of 394 cases wanted epidural analgesia as Epidural group and 2938 cases unwanted it as Non-epidural group. Continuous lumbar epidural analgesia was performed at L3-4 interspace with catheter advancing 3 cm cephalad when cervix was dilated to at least 3∼5 cm and then patient was placed lateral decubitus or sitting posture. 0.125% bupivacaine 10 ml was injected initially via the epidural catheter and then followed by a mixture (10 ml) of bupivacaine 16.7 mg and fentanyl 16.7 μg hourly to be infused continuously. The data were analysed using Pearson's χ2 test with p<0.05 taken as a significant difference. Results: The incidence of normal spontaneous vaginal delivery and Cesarean section, the cause of alteration to Cesarean section, and gestational frequency followed bsarean section rate showed no significant difference between two groups. The occurrence of neonate below 7 points of Apgar score at one and five minute after Cesarean section was rather more in Non-epidural group (p$lt;0.05) than that in Epidural group. Conclusion : It is concluded that the continuous lumbar epidural analgesia with the dose of bupivacaine and fentanyl as mentioned above does not affect to Cesarean section rate during labor, which provides safe and effective for labor pain control.         현대자동차의 글로벌화 사례 연구: 진화론적 관점

        글로벌화가 진행됨에 따라 기업의 글로벌화의 목적, 자원 배치와 조직운영상의 초점이 변화하므로 기업의 글로벌화를 정확하게 이해하기 위해서는 글로벌화 과정(process)에 대한 연구가 필요하다. 본 연구는 진화론적 관점에서 본국중심(ethnocentric)기업의 글로벌화 과정을 설명한 Malnight(1995)의 모형을 이용하여 세계 4위의 글로벌업체인 현대자동차의 글로벌화 사례를 분석하였다. 본 논문에서는 자원준거관점에서 현대자동차의 글로벌화를 해외생산, 해외판매, 연구개발부문으로 나누어 시기 별로 분석하였다. 사례연구 결과, 현대자동차의 글로벌화는 전체적으로는 Malnight(1995)의 글로벌 프로세스 모형이 제시하는 진화적 과정을 따르는 것으로 나타났다. 글로벌화 과정에 있어서는 생산, 판매, 연구개발 등 기능별로 글로벌화의 진행 속도가 다르고 발전단계가 상이한 것으로 나타났다. 또한 기능의 글로벌화 과정에서는 기능 간에 상호 의존적인 관계를 가지며 진화하는 것으로 나타났다. 본 사례 연구는 Malnight(1995)의 글로벌 프로세스 모형을 이용하여 현대자동차의 글로벌화 사례를 분석함으로써 진출국별 연구에 한정되었던 현대자동차 사례 연구의 범위를 넓혔고, Malnight(1995) 모형의 일반화의 가능성을 검증하고 산업특성 및 기업특성에 따른 연구모형의 확장 가능성을 제시하였다는 데 의미를 가진다. Research on the process of globalization from an evolutionary perspective is essential to understand firms' globalization because objective for international operations, resources configuration and organizational characteristics change interactively as firms' globalization evolves. The purpose of this study is to analyze the case of Hyundai Motor Company (HMC)’s globalization by adopting Malnight’s globalization process model(1995), which describe the globalization process of an ethnocentric company at individual function from an evolutionary perspective. The case study focuses on the development stages of three major functions leading HMC’s globalization: production, sales and R&D. The case study indicates that HMC’s globalization has generally followed an evolutionary development stages as Malnight's model(1995) suggests. At individual function, each function reveals a different evolving process. While R&D function led HMC’s globalization initially, the functions of sales and production eventually led it later. The case study also shows that there is a sequential and interdependent relationship in the development across functions.

        프랜차이즈 사업의 국제화 : (주)제너시스 BBQ의 중국 진출

        본 사례는 프랜차이즈 사업자인 (주)제네시스 BBQ 의 중국 진출 전략을 다루고 있다. 국내 최대의 프랜차이즈 치킨 그룹인 (주)제너시스 BBQ는 ‘프랜차이즈는 고객과 함께 행복과 부를 나누는 것’이라는 기업이념과 치킨대학과 창업전략연구소로 대표되는 비즈니스 모델을 가지고 있다. BBQ는 2003년 중국 최대 민영그룹인 희망그룹과 합자하여 상해 BBQ 유한공사를 설립하여 중국에 진출하였다. This case describes the GENESIS BBQ's entry strategy in Chinese market. The company, a leading franchise group in Korea, which has visioned that franchise is based on sharing happiness and wealth, runs a business model characterized by the concept of chicken university and venturing strategy research institute. As of 2003 BBQ advanced in chinese market by forming a joint venture named Shanghai-BBQ Limited with Hee-Mang group, which is one of largest private enterprise in China. when both the BBQ's business model and Chinese food culture and related customs are considered, franchise system like BBQ is more likely to be effective in Chinese market than any other country. As for location in China, Shanghai is chosen as a best city, which has an atmosphere of openness as well as high income, and so is more likely to be open to any new products and services. With the belief that Korean taste and flavor itself is the source of BBQ's competitiveness. new services, which fit Chinese tastes and flavor are being introduced to attract customers into BBQ's floor. With the slogan that eating out is selling the culture, BBQ is ready to advance into world wide across Chinese market
