        제한적 본인 확인제의 정책변동 과정에 관한 연구

        본 연구는 Kingdon의 정책흐름모형을 적용하여 제한적 본인 확인제의 제도화 과정을 살펴보고 제도의 입법과 폐지를 누가 주도적인 역할을 하였는지 검토해 보고자 하였다. 또한 제한적 본인 확인제의 제도화 과정에서 노무현 정부와 이명박 정부의 역할과 행위를 분석하기 위해 역학관계를 확인하였다. 이 연구를 통해 살펴본 Kingdon의 모형은 제한적 본인 확인제 정책변동을 촉발시키는 계기를 명확하게 제시해 주었다. 정책흐름 모형은 제한적 본인 확인제 정책변동의 전 과정에서 나타난 찬-반 여론의 변화를 설명할 수 있으며, 특히 정책변동을 이끈 선도자를 다양한 이해 관계자로부터 명료하게 도출할 수 있었다. 그리고 제한적 본인 확인제 정책 변동과정에서 두 정부의 역할과 행위를 구분할 수 있었다. This study has researched the policy-making process of the Limited Verification of Identity(LVI) and examined who was to play a leading role in the process of legislation and abolition of the policy by applying the policy stream model of Kingdon. Also, this study has confirmed the dynamics to analyze the role and actions of Roh Moo-hyun Government and Lee Myung-bak Government in the policy-making process of the Limited Verification of Identity. Through this research, the Kingdon’s model presented clearly the trigger the change of the limited verification of identity policy. The model explained the change of the pros and cons public opinions which revealed in the whole process of the LVI policy change. Especially, the model helped to unearth the policy entrepreneurs among various stakeholders. In addition, this research distinguished between the role and actions of the two governments in the policy change process of the LVI.

        허베이 스피리트호 기름유출 사고의 갈등구조에 관한 연구

        The purpose of this study is to analyze the conflict structures of the compensation problem by the Hebei Spirit oil spill accidents. For the analysis, Kingdon’s Policy Stream Framework(PSF) is utilized in this study. From policy problems stream, political stream and policy policies stream respectively in PSF model, the conflict process is analyzed and key actors are identified in each stream. Hebei Spirit law, enacted in 2008, provisioned for the coverage of the compensation for residents suffering from the disaster. However, the residents demanded the revision of the law because it did not fulfill their demands. And then, the law was revised in 2013, which provisioned for rapid compensation process and the government"s supports for their cost of living, and clarified the responsibilities of Samsung Heavy Industries Co. in the Hebei Spirit oil spill accidents. Policy Stream Framework(PSF) is very useful model in understanding the dynamic conflict structures of the compensation issues caused by both Hebei Spirit special law in 2008 and the revised law in 2013. The result of the study implies that, among three kinds of the streams, policy problems stream and policy polices stream are more useful than political stream in understanding the dynamic conflict structures of the interested parties in the Hebei Spirit oil accidents.

        정책변동론적 관점에서의 주민참여예산제도 활성화 방안에 관한 연구

        Participatory Budget System is introduced in order to make up for limits of representative democracy and improve transparency and efficiency of local finance by citizens taking part in budget performance and setting priority in programs that they want. Until now, while citizen participation has been increasing in lots of ways and routes, in the area of budget participation and access of citizens are not easy because of closed decision making and specification in budget system. in this reason, contradiction and limitation of representative democracy have been revealed. in this perspective Participatory Budget System in innovative system in budget area. In Korea since Bukgu of Gwangju Metropolitian City first introduced, the Participatory Budget System has spread in all local government. As of July, 2012, 242 out of 244 local governments have implemented and prepared. Then have most local governments implemented perfunctory? Past studies have insisted that the Participatory Budget System has been infringes of local councils. So this study deals with real cases of Suwon City to certify that. For this analysis Kindon"s Policy Stream Model is applied.

        주민참여예산제도의 정책변동 요인에 관한 연구

        This paper deals with real cases of Suwon City and Seosan City to certify that. For this analysis Kingdon"s Policy Stream Model is applied. Past studies have insisted that the Participatory Budget System has been implemented perfunctorily because of structural limitations such as infringes of local councils. In Suwon City and Seosan City, political stream in Kingdon"s Policy stream has the biggest influence. This means that the Participatory Budget System is sensitive to the political influence. Particularly the success of this budget system depends on the degree of support of a local government head. Also modification of local council"s mindset and activities of NGO are important. Therefore in order to implement the Participatory Budget System briskly, role and relationship of actors surrounding the Participatory Budget System should be transformed into participatory governance that forms the cooperative relation.

        入隊時 集團用 精神醫學的 檢査方法의 妥當度 硏究

        The previous studies on the psychiatric selection in the Army Recruit Center emphasized the following steps of psychiatric screening. 1. The inductees should be primarily evaluated with the large scale screening measures such as a group test. 2. The screened subjects should be examined by a psychiatrist. 3. The psychiatric follow up must take place during the basic training period. The purpose of this study is to evaluat the Group test screening method consisted of psychiatric screening inventory and psychiatric critical questionnaire, and also, to evaluate the necessity of psychiatric follow up system in the basic training units. The authors' summary and conclusions are as follow; (1) 60% of the psychiatric unfits diagnosed by psychiatric follow up were identified with the group Screening Method, and 40% of those were first diagnosed during the basic training period. (2) While 2 per 1,000 inductees of normal scored group on the Group Screening Method were diagnosed as a psychiatric unfit, 28 per 1,000 inductees of abnormal scored ones were identified as a psychiatric unfit. (3) The necessity of the Psychiatric Evaluation System in the basic training units was confirmed.
