        일반품질연구 : 양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안

        Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers` complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

        유도형 로켓탄의 시험평가 방법에 관한 연구

        This paper describes on methods in test and evaluation of the guided rocket munitions of the domestic new generation multiple launcher rocket system. We modified and refer to the present model of air-to-air missile(AAM) and surface-to-air missile(SAM). Also we suggested a method of surface-to-surface missile(SSM) based on the characteristics of the guided rocket in test and evaluation(T&E). According to this study, the suggested activity of T&E should be observed methods compatible with each item on the established model. Therefore, we expect that the proposed research material will be a good guide to the study of a surface-to-surface missile(SSM) installed GPS/INS integration navigation guidance & control systems in the future.

        국방 품질보증 활동 강화를 위한 샘플링 방법 개선: 전투물자 및 탄약 분야 사례 위주

        Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ (Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA (Manufacturing Readiness Assessment), TRA (Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource (budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method, After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas, Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value (desirable value). Lastly, since the new sampling method requires many numerical calculations, we developed a simple android OS smart-phone application which can be used easily in field.

        군수분야 표준화업무 발전방안

        Purpose: This study identified the standardization activities from the early stage of acquisition to disposal during the materiel life cycle and proposed the improvement of standardization process. Methods: Through improvement of duplicated deliberation for the revision of military specification, unification of technical change proposal reception organization, and resolution between the conflicting parts of laws and regulations, simplifying the standardization procedure and strengthening linkages between the civilian standards were gained. Results: We have redefined the concept of the standards and standardization in the field of defense and proposed the standards-driven documentary standards as a measurement standards and reference standards to expand the activities. Conclusion: Through a standardization survey, we came to conclusion that we need to change the concept of standardization in the field of national defense from making the specification to using the means of efficient management of military resources.
