사학의 자주성과 공공성에 대한 사립학교법의 주요 개정내용 분석

The main findings of the study, which analyzed the revision of the Private School Law in terms of ensuring the independence of private schools and strengthening public character, are as follows. First, in the Lawmaking Period (1961-1993), it can be seen that the government has continuously strengthened its public character of prioritizing open values for private schools. Second, in the period of Extended Self-reliance (1993-1997), instead of easing regulations on the number of directors of school corporations, the Private School Law on the Introduction of an External Audit System for the Accounting of School Firms was amended to enhance the independence of the Board of Directors through the enhancement of professionalism and to increase the public nature and transparency of the operation of private schools. Third, in the period of the conflict between self-reliance and public nature (1998-currently), under the progressive administration there was a revision of the law to establish a university council and introduce an open board system to improve the nepotistic management system of private schools despite conflicts between progressive and conservative camps, whereas under the conservative administration there was a revision of the law that clearly classified school expenses, corporate and fund accounts based on tuition. The Moon's government also revised the law to reinforce the supervisory authority for both private schools and educational foundations, which avoid disciplinary action from the competent authority. The overall trend over the past 60 years has gradually reduced the government's authority to supervise and supervise, and on the contrary, it is steadily increasing the autonomy of the school corporation, the main body of the establishment and operation of private schools. 이 연구는 사립학교법의 제정과 개정과정에서 사립학교의 자주성과 공공성이 어떻게 반영되어 왔는지에 대한 탐색을 통하여 자주성과 공공성, 어떤 측면이 강조되어 왔는지를 분석하고자 하는 목적으로 수행되었다. 개정 시기별 주요 개정의 주요 내용에 대한 분석결과는 ①「법제정기」(1961년∼1993)에서는 사립학교에 대한 공익적 가치를 우선시하는 공공성 강화에 중점을 두었으며, ②「자주성 신장기」(1993-1997)에서는 학교법인 이사 수에 대한 규제를 완화하는 대신에 전문성 증진을 통한 이사회 자주성 신장과 더불어 사립학교 운영의 공공성과 투명성을 높이기 위하여 학교법인 회계에 대하여 외부 감사제도 도입하는 법 개정을 하였으며, ③ 「자주성과 공공성 갈등기」(1998-현재)에서는 진보진영과 보수진영의 갈등에도 불구하고 사립학교의 족벌운영 체제 개선을 위한 대학평의회 설치 및 개방이사제도 도입의 법 개정이 있었고, 등록금을 기본으로 하는 교비회계, 법인회계. 기금회계 등을 명확하게 구분하는 법 개정이 있었고, 관할청의 징계요구를 면탈하는 사립학교와 학교법인에 대한 지도・감독권 강화하기 위한 법 개정이 있었다. 사립학교법 개정의 주요 특징은 ① 사립학교법의 제정과 개정은 일부 사학의 비리와 부조리가 여전히 재현되는 실정에서 자주성 보다는 공공성 강화를 주요목적으로 하고 있으며, ② 사립학교법 개정의 주요 쟁점은 학교법인의 거버넌스의 개선, 교원의 신분보장, 재정 운영의 투명성 확보, 관할청의 지도・감독권, 기타 사립학교 운영 및 제도개선 등이며, ④ 자주성과 공공성의 갈등이 심각하게 표출되었던 사립학교법 개정은 대학평의회와 학교운영위원회의 도입, 개방이사 도입관련 개정이었으며, ⑤ 진보진영은 지속적으로 사학운영주체인 이사회의 거버넌스에 관심을 자진 반면에 보수진영은 사학재정의 투명성 확보에 상대적으로 많은 관심을 보인 것으로 분석되었다.

공공조직에서 조직정치지각과 조직후원인식이 조직몰입에 미치는 효과에 관한 연구: 조직신뢰와 직무만족의 매개변수를 중심으로

본 연구의 목적은 공공조직 내에서 조직정치지각과 조직후원인식이 조직몰입에 미치는 영향과 이들 외생변수가 직무만족 및 조직신뢰를 매개로 어떻게 조직몰입에 영향을 미치는 것인가를 분석하는 것이다. 이를 위해 본 연구에서는 공공조직에서의 조직정치지각과 조직후원인식이 갖는 영향력과 조직신뢰 및 직무만족의 매개효과를 분석하고, 구성원들의 조직몰입 향상을 위한 효과적인 조직관리에 대한 함의를 제시하고자 한다. 실증분석을 위해 2019년 행정안전부 재직 중인 공무원 390명을 설문을 진행하였으며, 가설 검증을 위해 AMOS을 사용하여 구조방정식 모델을 활용하였다. 연구 결과는 다음과 같다. 조직정치지각은 조직신뢰에 정(+)의 영향을 주지만 직무만족과 조직몰입에는 영향을 미치지 않았지만 조직신뢰를 통해 간접적으로 유의미한 영향을 주는 것으로 확인되었다. 조직후원인식은 조직신뢰와 직무만족, 조직몰입에 정(+)의 영향을 주었다. 조직신뢰는 직무만족과 조직몰입에 정(+)의 영향을 주었다. 직무만족은 조직몰입에 정(+)의 영향을 주었다. 조직신뢰 및 직무만족의 매개효과를 부트스트래핑(bootstrapping) 방법으로 분석한 결과 조직후원인식과 조직정치지각은 조직신뢰를 매개로 조직만족과 조직몰입에 간접효과를 주고 조직신뢰는 만족을 매개로 몰입에 영향을 주는 것으로 나타났다. 이는 조직차원에서 조직후원인식을 강화시키고 조직정치지각을 약화시키기 위해 제도적 장치를 만들고 조직운영의 합리화를 위해 노력해야함을 시사한다. 본 연구는 우리나라 공무원 조직을 대상으로 조직정치지각과 조직후원 인식이 갖는 영향력을 실증적으로 분석하고, 조직신뢰와 직무만족이 갖는 매개효과를 살펴보았다는 점에서 의의를 가진다. Recently, improving the performance of public sector has become one of hot issues. Under this context, much attention was paid to perceived organizational support and perceptions of organizational politics. Thus, the purpose of the paper is to analyze the impact of perceptions of organizational politics and perceived organizational support through the mediating effect of organizational trust and job satisfaction in the public sector. Thus, we tried to develop conceptual framework to examine the relationships among these variables. A total of 390 questionnaires was collected, giving an overall response rate of 86%. Results of the study are as follows. First, perceptions of organizational politics make a negative impact on organizational trust directly, having any negative direct effects on job satisfaction and organizational commitment. Second, perceived organizational support has significant positive effects on organizational trust, job satisfaction, and organizational commitment. Third, the mediation effects of organizational trust and job satisfaction between the organizational support and organizational politics are tested by using bootstrapping method. The mediating effects of organizational trust and job satisfaction have significant effect on organization commitment. The empirical results have suggested that organizational politics, as a dysfunctional behavior, may have detrimental effect on organizational commitment. On the contrary, perceived organizational support has significant effect on organizational commitment by enhancing organizational trust and create positive organizational culture. In order to enhance perceived organizational support, public sector organization tries to find out antecedents of it such as organizational justice. Furthermore, future research should be conducted by reducing selection bias for random sampling method.

Predicting the Outcomes of Clinical Trials with an Ensemble LS-SVR

For various reasons, most drug candidates cannot successfully pass the drug approval process. Therefore, the deve- lopment of reliable methods for predicting clinical trial outcomes of drug candidates is crucial in improving drug development. In this study, we propose an ensemble classifier based on a weighted least squares support vector regression (LS-SVR) for predicting successes and failures of clinical trials. The efficacy of the proposed ensemble classifier is demonstrated through an experimental study on the PrOCTOR dataset, which consists of informative chemical and target-based features of drugs. Upon comparison with other models, the proposed ensemble classifier obtained the highest area under the receiver operator curve (AUC). These results demonstrate that our classifier can be used to effectively predict the outcomes of clinical trials.
